Approval of the Draft Minutes of November 25, 2019 Motion: Commissioner Matley motioned and Commissioner Chokshi seconded the motion to approve the minutes from the November 25, 2019 meeting. Motioned approved 4-0. ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS None NEW BUSINESS 2. Subject: Commission proposals for FY 2020-21 City Work Program Commissioners discussed the Commission proposals for the FY 2020-21 City Work Program. Commissioner discussed continuing existing Artist Award Programs (Distinguished, Emerging, and Young Artist), and the Art in Unexpected Places work program. Commissioners discussed adding an Art Festival and Art Talks to the upcoming City Work Program. Commissioner Matley motioned and Commissioner Dhami seconded to propose the following FY 2020-21 City Work Program items: Cupertino Fine Arts Commission Page 2  Art in Unexpected Places  Artist Award Programs (if not already included in the Commission’s budget)  Art Festival  Art Talks Motioned approved 4-0 STAFF AND COMMISSION REPORTS  Commissioner Matley discussed the Wall Mural Contest rules with the commissions, and asked for the Commissioners to be prepared for a discussion in the next Fine Arts Commission meeting (January 27, 2020).  Commissioners discussed the Young Arts Award, and the next steps. Commissioners discussed the materials and steps needed to have the artwork go up by February 1, 2020 at the Cupertino Library. Respectfully submitted, s/s Erick Serrano Erick Serrano, Senior Planner Staff Liaison Draft Wall Mural Art Contest Rules Creative brief Visual artists who reside in Santa Clara County are invited to submit proposals for an innovative and colorful two-dimensional mural for (TBD) located on the map attached, and shown in the attached photos. The walls are available for inspection during normal public hours and artists are encouraged to visit the site and inspect the wall surface prior to submitting a proposal. Artists are encouraged to create an artistic or illustrative work that addresses both the interests of the community and the context and history of each site. Imagery should celebrate the natural diversity and dynamism of the property. Each design must also be sympathetic to the structural limitations of the site and relat e to its immediate environment, and to the typical use of the property. Selection Process Ideas must be submitted digitally along with one to three image sketches that reflect the theme, dimensions and layout of the proposed work. Image files should be in JPEG format. The proposal document should be in Word or PDF format.. From submitted entries, the project team will short-list a maximum of 2-3 artists. Artists who are short- listed will be required to undertake a short interview with the Cupertino Fine Arts Commission to discuss their design and inspiration. It is expected that the selected artist will be informed by <date TBD> Contest Rules ► The contest is only open to visual artists resident in Santa Clara County. ► All submitted designs must reflect the design brief and theme, and satisfy the aims of the project. ► If short-listed, artists must be available for a brief interview as part of the judging process ► A nominal artist fee of <TBD> will be awarded to the artist whose work is selected ► The artist fee covers the intellectual property of the design, and labor associated with the mural painting itself ► The artwork must be designed to be painted on the concrete wall measuring approximately <X ft. high and X ft. wide in total. ► The artwork must be applied using paints appropriate for the site and wall composition, optimizing color, durability and safety. ► Each proposal should include phone, address, and e-mail contact for each artist. ► The artist must be available to paint the mural during 10am – 4pm on the dates of <TBD> ►The project should be completed by <TBD> How to Submit a Design Artists are required to submit the following information: 1. A written proposal outlining the design concept. This should include: -Brief artistic vision and ideas behind the design. -A list of materials required, indicating quantities and associated, estimated costs. -Description of any materials that are not environmentally friendly and how they will be handled and disposed -A proposed timeline of activities to ensure that the project is completed by the deadline. 2. A maximum of 3 supporting digital sketches or visuals illustrating the design 3. The selected design will be announced by <TBD>. #### Themes For Pilot #1, Blackberry Farm The natural habitat, flora and fauna. Local wildlife in and near Blackberry Farm include, coyote, deer, racoons, mountain lions, squirrels, and many species of birds (sample photos attached). Flora include sycamores, redwoods, oaks and wild flowers. The artist is free to consider a montage or other visual approach that reflects the diversity of flora and fauna. For Pilot #2, Cupertino Sports Center The diversity of children and adults, and the sports in which they participate . Activities include tennis, racquetball, basketball, volleyball and table tennis, and utilizing gym equipment and exercise classes. The artist is free to consider a montage or other visual approach that reflects the diversity of citizens and activities.
