General Plan land use element involving the subject property is in progress. The Commission has tentatively concluded that the General Plan Amendment will require the three properties served by Blossom Way and backing up to DeAnza Boulevard to be developed jointly. The applicants plan to develop one of said parcels is inconsistent with the Commission's tentative decision. 2. NOW, THEREFORE, BE IT RESOLVED: 1. That the Planning Commission finds' that' the proposed zone change does not meet all of the following require- ments: a. Encourage the most appropriate' use Of land, b. Conserve and stabilize the value of property, 411 c. Provide for adequate open spaces for light and air, d. Permit adequate control of fires, e. Promote the health, safetyand' pu blic welfare, f. Provide for the orderly development of the City, g.
