CALL TO ORDER
Commission Chair McCoy called to order this meeting of the Cupertino Public Safety
Commission at approximately 6 pm on Thursday December 12, 2019 in the Cupertino City
Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

APPROVAL OF MINUTES
1. Subject: Approve November 14, 2019 Minutes
Recommended Action: Approval of the November 14, 2019 Minutes
Commissioner Huang motioned to approve minutes of the November 14, 2019 meeting;
Commissioner Nellore seconded the motion; Ayes: Huang, McCoy, Chao, Sahai, Nellore.
Noes: None. Abstain: None. Absent: None

Public Safety Commission Minutes December 12, 2019
ORAL COMMUNICATION
Commissioner McCoy shared with the commission that Commissioner Huang, Captain
Urena, Lt. Valenzuela and himself payed a visit to the Fire monthly meeting to present a
plaque to retiring Assistant Fire Chief John Justice. Commissioner Huang also presented a
small token of appreciation to Assistant Fire Chief Glass. The Commission wishes Assistant
Fire Chief Glass the best of luck in his new role. Commissioner McCoy also welcomed
Deputy Fire Chief Shumate to the commission.

OLD BUSINESS
2. Subject: Participation in AlertSCC and Pulse Point including migration progress from
Cupertino Alert System to AlertSCC (Huang/McCoy)
Recommended Action: Discuss AlertSCC sign ups
Commissioner Huang gave a brief update on the number of residents signed up with
AlertSCC as follows:

Commission Huang shared that AlertSCC has been an ongoing working topic for the past 10
years. Commissioner Huang would like to propose that the commission remove this item
from the agenda so that it would allow space to be used for a new topic. Commissioner
Huang suggested that once the city hires a replacement for Ms. Francavilla's role then they
can keep the commission updated. He added that the item does not need to be a regular
working topic on the Public Safety Commission agenda. Assistant Fire Chief Glass also
suggested keeping the public informed of the program at community events that have large
crowds. Captain Urena agreed with Assistant Fire Chief Glass.
Commissioner Huang proposed to remove the AlertSCC/Pulse Point from the agenda.

3. Subject: Public Safety Education and Outreach
a. Public Safety Forum (McCoy/Huang)
b. Senior Safety Forums with focus on mental health (Sahai/Chao)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Commissioner McCoy announced that the new Subcommittee for the Public Safety Forum
will be Commissioner Nellore and Commissioner Sahai.Commissioner McCoy suggested that
the room be booked as soon as possible as the earlier in the year the better. He added to start
advertising the event at minimum 4 months ahead. The line-up and layout can be discussed
at a later time.
Commissioner Sahai and Commissioner Chao will continue with the Senior Safety Forums
since they have had a good turnout.
NEW BUSINESS
4. Subject: Election of new Public Safety Commission Chair and Vice Chair
Recommended Action: Elect new Public Safety Commission Chair and Vice Chair
Commissioner Huang nominated Commissioner Chao to act as the new Public Safety Chair.
Commissioner Huang motioned to nominate Commissioner Chao as the new Public Safety
Commission Chair; Commissioner Chao seconded the motion; Ayes: Huang, McCoy, Chao.
Noes: None. Abstain: Sahai, Nellore. Absent: None
Commissioner Nellore nominated Commissioner Sahai to act as the Vice Chair of the Public
Safety Commission.
Commissioner Nellore motioned to nominate Commissioner Sahai as the Public Safety
Commission Vice Chair; Commissioner Sahai seconded the motion; Ayes: Huang, McCoy,
Chao, Sahai, Nellore. Noes: None. Abstain: None. Absent: None
5. Subject: Commission Proposals for FY 2020-2021 City Work Program
Recommended Action: Provide a list of proposed City Work Program items and identify top
three proposals

Captain Urena went on to share with the group a brief overview on the process for identifying
topics for the new fiscal year work plan. He explained the need to consider cost and resources
as they decide what items should be on the work plan.
The Commission discussed the following potential items for the FY 2020-2021 Commission
work plan:
• Wildlife Informational Presentation
• Women's Self Defense Workshop
• Promoting Domestic Violence Awareness Month
• Wildfire Safety (Frequent Information to Residents)
• Presentation on Package Theft
• Partner with Sheriff's Office Bring Awareness to Vehicle Burglary Problem
• Public Safety Forum
• Senior Safety Presentations
• Gun Safety
After considering the all the discussed topics, the Commission agreed to add the following
items as their FY 2020-2021 work program in the following order:
1. Partner with Sheriff's Office to Bring Awareness to Vehicle Burglaries
2. Public Safety Forum
3. Domestic Violence Awareness Month
4. Wildfire Safety Awareness
Commissioner Chao motioned to propose the following topics as the new work plan for the
Public Safety Commission FY 2020-2021; Commissioner Sahai seconded the motion; Ayes:
Huang, McCoy, Chao, Sahai, Nellore. Noes: None. Abstain: None. Absent: None
6. Subject: Future Agenda Items
Recommended Action: Discuss future agenda items

STAFF AND COMMISSION REPORTS
7. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive report by the Santa Clara Fire District Liaison
Deputy Fire Chief Shumate explained that the Fire Department is the process of updating the
public safety reports. The new reports will be more resourceful as they will not be all graph
data, but will include a map that will show the areas of where the calls for services are from.

During the month of November there were 317 calls for service. The month of November did
not experience a significant dollar loss. Also during the month of November the response
times were met.
Deputy Fire Chief Shumate also shared that during the month of November there were 11
Community Educational Events, with about 1,000 attendees.
8. Subject: Report by the Santa Clara County Sheriff's Office
Recommended Action: Receive report by the Santa Clara County Sheriffs Office Liaison
Captain Urena reported that for the month of November there were a total of 839 calls for
service. There were a few priority 3 calls that the response times were not met, but response
times for priority 2 and 1 calls were met.
Captain Urena went on to report briefly on the types of calls that the Sheriff's Office responded
to. Captain Urena shared a brief overview of the domestic calls that deputies handled in
November.
On November 5, 2019
Deputies responded to Homestead High where a female student reported being pushed by
her boyfriend, who was also a student at the school. An investigation revealed the suspect
boyfriend forcibly grabbed the victim girlfriend by the wrist and pushed her down after an
argument. The suspect was arrested and booked into Juvenile Hall.
On November 10, 2019
The victim wife called to report her husband pushed her on the chest once after an argument.
The husband was arrested and booked into Main Jail.
On November 19, 2019
The victim husband called to report his wife slapped him across the face while he was on the
toilet, out of jealousy. The suspect wife was arrested and booked into Main Jail.
On November 20,2019
The victim ex-boyfriend's lawyer suggested the victim call police to report prior domestic
violence on 10/14, when the victim alleged the suspect slapped him across the face and
scratched him causing injury, since the suspect ex-girlfriend previously obtained a restraining
order against him. The case is being submitted for DA review.
On November 25, 2019
An Investigator called to report a victim in one of their cases texted them stating the suspect
boyfriend (restrained party in a criminal order protecting the victim) showed up to the

victim's house the previous day, got into an argument with the victim and head-butted the
victim in the face, causing visible injuries. The suspect is known and at large.
