PC 08-16-90 · CITY OF CUPERTINO, STATE OF CALIFORNIA 10300 Torre Avenue cupertino, CA. 95014 (408) 252-4505 MINUTES OF THE ADJOURNED MEETING OF THE PLANNING COMMISSION HELD ON AUGUST 16, 1990 SALUTE TO THE FLAG: ROLL CALL: commissioners Present: Chairman Claudy commissioner Mann Commissioner Fazekas commissioners Absent: vice Chairman Mackenzie Commissioner Adams staff Present: Robert Cowan, Director of Community Development Ciddy Wordell, Associate Planner Marilyn Norling, Housing Coordinator Leslie Lopez, Deputy city Attorney PUBLIC HEARINGS: (CONT) ITEM 4: Application NO(s): Applicant: Location: 1-GPA-90 Update of Element City of Cupertino city-wide the Housing Review and update of the background data and policies of the General Plan Housing Element; public hearing to evaluate the scope of issues and information necessary to accomplish the Element update process. staff Presentation: Ms. Ciddy Wordell presented the staff report noting this review is required by state law for cities to respond to regional housing needs. She stated this was a technical data update which should meet state law. Ms. Wordell stated the Planning commission should review this document for a public hearing in October. In response to Chr. Claudy's question Ms. Wordell stated that this issues would be revised again in the spring after input from the Goals Committee. Ms. Wordell gave a slide presentation showing data on population, jobs in the area and the job/housing ratio. She discussed the persons per household stating the number is decreasing and went over the selling prices of single family homes. She presented the ABAG percentages on income taking figures from the regional and county average income and combining it with PLANNING COMMISSION MINUTES Regular Adjourned Meeting of August 16, 1990 Page 2 Cupertino. Ms. Wordell explained the areas in Cupertino with potential for residential build-up. Ms. Norling explained the average income and housing prices in Cupertino. Ms. Wordell stated there was a maximum income and affordable rent for certain categories. She addressed shelter for the homeless and stated they are working on rotating sites with churches and stated there are a number of programs for the Housing Development. Ms. Norling stated the city encourages housing development in many ways and explained the programs provided by Cupertino. She noted the goals for the next five year period is to provide 160-210 affordable units which on average is 32-52 units per year. Ms. Norling explained strategies on how to increase the number of units being developed and ways to raise money. She noted there is community resistance with affordable housing and have concerns regarding high density. Ms. Norling noted that the design is more important than the number of units. She stated that from 1985 to 1990 the housing department built approximately 48 percent of what was projected, they did meet the housing rehabilitation objectives, but had difficulty in meeting the affordable housing needs. She noted the goals policies and programs in the General Plan are appropriate for the future and look forward to receiving new input from the Goals Committee. Chr. Claudy expressed concern regarding affordable housing for low income families as well as for senior and handicap people in Cupertino. He suggested reconsidering the General Plan for the church properties to consider higher density and clustered homes. Com. Mann agreed with Chr. Claudy stating that 10,000 s.f. lots could be smaller stating that higher density can be achieved with good architecture. Mr. Cowan stated at request from the developers many lots have been rezoned and general plan changed to allow a lower density. Com. Fazekas suggested a minimum density range. In response to Chr. Claudy's question Mr. Cowan stated that Cupertino's effort to supply affordable housing is based on the resources available to the city. Ms. Norling explained subsidized housing projects and how the city is involved. In response to Com. Mann's question regarding school sites Ms. Norling explained how the procedure works regarding the purchasing of school sites. Ms. Wordell stated that a technical and data update were needed at this time. The public hearing was then opened. Ms. Nancy Burnett, 729 Stendhal Lane, stated that the League of Women Voters study group looked at the General Plan. She noted that by permitting housing development in non housing areas, a greater demand is being put on the housing needs of the city as the property becomes more valuable and more expensive. Ms. Burnett expressed concern regarding the use of school sites for development. Mr. Bob Summers, 841 Lenzen Ave., San Jose, stated that the Diocese of San Jose are interested in the public hearings. He noted the Diocese does need to develop the land they have, but are open to selling a portion of the land as open space. Mr. Patrick Milligan, 1008 Oakleaf Pl., stated there is a job/housing ratio problem and expressed concern regarding traffic. He stated that more and more families are moving into Cupertino and schools are needed. He spoke in favor of using churches on a rotating bases for homeless shelters and also mixed-use development. He noted Cupertino needs affordable housing for seniors. He stated high quality and good design are important. Mr. Milligan spoke in favor of clustered homes and green space. In response to Com. Fazekas question Ms. Norling stated that only six Granny units were certified over the last five years. MOTION: Com. Fazekas moved to continue 1-GPA-90 to October 8, 1990 Com. Mann Passed 3-0 SECOND: VOTE: ITEM 5: Application No(s): Application: Location: 5-GPA-89 city of Cupertino city-wide Public hearing to consider amendments to the following elements of the city of Cupertino General Plan: PLANNING COMMISSION MINUTES Regular Adjourned Meeting of August 16, 1990 Page 4 Land Use/Community Character: 1) Addition of text and policy concerning residential infill subdivisions 2) Addition of text and policy concerning land use in areas west of the Urban Service Area boundary 3) General Statistical Update Public Health and Safety: 1) Addition of text and policy concerning hazardous waste management 2) Update of text and policy concerning air quality and community noise characteristics 3) General Statistical Update Transportation Element: 1) Addition of text and policy concerning regional transportation planning objectives 2) General Statistical Update Environmental Resources Element: 1) Addition of text and policy concerning mineral resources 2) Addition of text and policy concerning reforestation 3) General statistical Update staff Presentation: Ms. Ciddy Wordell presented the staff report. She stated the issues above had been discussed before the Planning Commission previously and policy changes had taken place as requested. She gave a quick overview of the policies as stated in the staff report and noted the changes are technical changes. Ms. Wordell acknowledged a letter from Mr. Bob Summers from the Diocese of San Jose. Mr. Bob Cowan stated that in 1985 the forum property was rezoned to an institutional use and the total amount of housing units would not count against the number of units allowed on the diocese property only the acreage would. He noted there was still a preference towards agriculture and open space. Mr. Cowan suggested keeping the present wording in the General Plan until further discussion in Stage III. He noted it was technical updates at this time. The pUblic hearing was then opened. Mr. Bob Summers, Diocese of San Jose, stated he would like to have an opportunity to review the General Plan, the acreage of the property and the units involved. Mr. Summers questioned the Maryknoll property with regards to the General Plan and if it applied to this property. Fazekas Passed 3-0 NEW BUSINESS: ITEM 6: Application No(s): Applicant: Property Owner: Location: 7-U-81 Revised Sharon Bonesteel Lincoln Properties Northwest corner of Rodrigues Ave. Torre and REVISION OF USE PERMIT for an existing 91,000 s.L office building to add a roof deck with wind screen enclosure. Staff Presentation: Mr. Bob Cowan presented the staff report. He noted it was a request by Symantec to put a roof deck on top of the Lincoln properties for recreational activities. Mr. Cowan stated staff's concern was privacy impact. He noted there would be a roof canopy which is not visible from the street. Mr. Cowan pointed out the stairwell penthouse, which the upper part could be seen when driving down Rodriguez. He stated it was a minor amendment and stated staff is recommending approval. Applicant Presentation: Ms. Sharon Bonesteel, Architect. stated they were working with Symantec to provide an outdoor facilities for employees. She noted there were no concerns from the neighboring office building and noted it was the intent to make the roof deck as inconspicuous as possible. In response to Chr. Claudy's question Ms. Bonesteel stated it will be used as an area to eat lunch or take a break. Ms. Bonesteel explained the use of the two stairwells. Chr. Claudy expressed concern regarding the stairwell and the awning. He suggested moving the awning to the West end of the roof deck. Ms. Bonesteel stated the awning could be placed at either end. Fazekas moved to approve the revision to use permit 7-U-81 subject to the findings and subconclusions of the hearing with Condo 5 modified to include materials. Com.
