PC 07-18-91 CITY OF CUPERTINO, STATE OF CALIFORNIA 10300 Torre Avenue Cupertino, CA. 95014 (408) 252-4505 MINUTES OF THE SPECIAL STUDY SESSION OF THE PLANNING COMMISSION HELD ON JULY 18, 1991 ROLL CALL: commissioners Present: Chairman Mackenzie Vice Chairman Fazekas Commissioner Mann Commissioner Mahoney Commissioner Austin staff Present: Robert Cowan, Director of Community Development Ciddy Wordell, City Planner Discussion of Preliminary Goals. City Planner Wordell gave an overview of the issues discussed and resolved by the Planning Commission as outlined in the matrix presented. She noted land use and city identity should be held until they receive a report from the Grand Blvd. Committee. She stated design guidelines have to be discussed as well as transportation. Parks and Recreation committee are addressing the Williamson Act and Seminary property and will have a recommendation in approximately two weeks. Ms. Wordell suggested changing the goals into standards. In response to Com. Mahoney's question Ms. Wordell stated she had a slide presentation showing existing residences built under the 45% FAR for the Commissioners to review and comment if it is adequate or not. The Commissioners reviewed the zoning and discussed the 45% FAR. They discussed different options with regards to the setback requirements. Ms. Wordell gave an overview of the slide presentation outlining the FAR below 45% and the design of residents built under the 45%. She noted neighborhoods are changing, one story homes are going to two stories. The architectural design is also changing. Com. Mahoney expressed concern regarding compatibi 1 i ty wi thin neighborhoods. Com. Austin felt there should be more conformity within neighborhoods. Com. Mann stated the design guidelines should be reviewed for small changes. PLANNING COMMISSION MINUTES Special Study Session of July 18, 1991 Page 2 Com. Mahoney concurred with Com. Mann expressing any changes to the design guidelines should be minor. He expressed concern regarding lot sizes in comparison to house sizes. Com. Fazekas suggested additional feet on the surcharge and also suggested a sensitivity review with regards to architecture. Chr. Mackenzie discussed roof pitches noting the difference in perception and height. He also felt that lot sizes should be reviewed. In response to Mr. Cowan's question regarding high density, Com. Mann stated this would be acceptable if clustered. Chr. Mackenzie stated that density should be reviewed. Mr. Cowan noted there are mechanisms for a neighborhood to agree on a one story limitation. Chr. Mackenzie stated there is a need to revisit the R1 Ordinance, one of the reasons being, there are too many large houses in R1 neighborhoods. Mr. Cowan noted there are very few areas in the city in which to build single family detached homes. The Planning commission discussed transportation. Chr. Mackenzie noted the current General Plan states D-level service. Com. Mahoney noted the Goals Committee would be willing to accept level E with the benefits of the Grand Blvd. Levels of service at intersections were discussed. Com. Mahoney noted the Goals Committee did not want traffic to get any worse. In response to Chr. Mackenzie's question Com. Mahoney stated levels of service C at intersections should stay. The Goals Committee requested a matrix for how wide the peak hour is as well as how high. Com. Mahoney stated level service D with E on the Grand Blvd. would be acceptable to the Goals Committee. The Commissioners discussed the possibility of mass transit in the City. Com. Fazekas stated density could follow the bus routes. Mahoney suggested no lower than level service D on the Grand Blvd. Com. Fazekas stated the only way to bring service up is to widen the streets. He agreed on keeping the residential neighborhoods at level service C. Chr. Mackenzie stated that De Anza and portions of stevens Creek could be level service D with other portions of the City at C minus. He noted the goal would be to improve level service E and raise the City to D level. The Commissioners then discussed the length of the peak hour and would like it reduced. Com. Austin stated staggered work hours should be encouraged to reduce traffic on City streets. Three commissioners expressed interest in regulating peak hour traffic. Chr. Mackenzie opened the hearing for public input. Ms. Ann Anger commented on the affect commuters have on Cupertino traffic. Ms. Nancy Hertert suggested that cities should provide bus service connections with other cities. Mr. John Hailey pointed out that setting a level of service standard for intersections won't solve the problem because of the impacts of outside growth. Mr. steven Haze suggested that the type of traffic should be considered; it is revenue-generation? Traffic studies for different neighborhoods should be done to determine solutions for each neighborhood. Smaller buses and feeder buses should be considered. Transportation Demand Management should be instituted for everyone. Ms. Nancy Burnett believes existing residents should be protected. Mr. Don Burnett said bike lockers should be provided along bus routes.
