The Assistant Director of Planning located property on an aerial
photo. Mr. Cowan noted an amendment toallow residential develop-
ment on a lot size of less than 7,500 sq. ft.. was recommended for
approval by the Planning Commission and was currently ;before the
City Council for review. Council had reviewed the amendment and
approved the concept. However, ;the wording was being :change,d. The
Ordinance will be changed before this application reaches the City
Council.
Mr. Cowan noted there had been concern expressed by a resident:.in
this area about requirements for dedication. This will be reviewed
by staff when the application reaches the. building permit stage.

Mr. Wally H. Asquith, 1347 Bent Drive, Campbell, asked if action
would be taken on this application t:on:ight. Mr. Cowan explained
the process involved, clarifying the application tonight was only
for prezoning and that it would probably be March before he could
get a permit to build. Comm. Gatto also clarified for the appli-
cant that this application had nothi.ug to do with the site plan.
Ms. Ann Anger, iMonta Vista, said she was not against zoning but
pointed out this is the first rezoning since 1947. She said she
would insist on any new development that goes in having the 10 ft.
dedication as site is hopeful for a 40 ft. street.

Chairman O'Keefe explained the position of the application, noting
the Planning Director was available if further information was
needed.
4. Application 27-TM--74 of BRITCE EDWARDS: TENTATIVE 14AP to
redivide approximately 4.8 acres into one 3.03 acre parcel
and three additional parcels for dedications for public
agencies. Said property is located westerly of and
adjacent to 111ary Avenue at its northerly terminus with
Freeway Rt. 280 in a P (Planned Development zone with
quasi -public use intended). rirst Hearing.
The Assistant Director of Planning 'Located the property in question
on an aerial photo. He recalled that the zoning and use permit was
approved last fall to allow the construction of a mini -storage
facility. The purpose of the parcel map is to eradicate two property
lines now shown on the map. He described conditions to approval
which reflected concerns heard in use permit hearing.
The hearing was then opened for public comment.

Mr. Allen, Snyder; 10534 Meteor. Place, Cupertino, said a homeowners

association had been, formed and he thought the mini. -storage might be
of interest to -them. As-a.person, living near here, he had some
thoughts. This area is al.l.residential except for corporation yard,
It was a mistake to bring commercial zoning into this area.. He does
not think the appearance will addto area. It will. encourage
strangers to come into the area with the .possibility of. an. increase
in burglaries and more .traffic ie the residential area.
It was noted the mini -storage is a use that does not generate an
increase in traffic; it does not solicit any type of foot or
vehicular traffic.
Comm, Gatto said the zoning on this land.reflected concern of the
General Plan review that this area was not deemed good for residen-
tial because of proximity to freeway.
Mr.- Snyder was assured the mini -storage use would not encourage the
working on of cars, boats, etc. This in fact would not be p.eru.titted
Chairman: O'Keefe pointed out this -,Rill go before other `commissions
and will conform_ to generalconfiguration of neighborhood.
! Comm, Cooper said there have been applications for mini -storages
' 'that have been archite2turally pleasing and landscaped so they are
not offensive to the eye. Techniques have improved in.this regard,
Comm. Woodward said one .of the conditions or, the use permit and
zoning prohibited the working on of vehicles. He noted it was
hoped this_ constructioxi would give a finished look to this corner
and by maintaining large trees and encompassing other plantings .

In answer to Mr. Snyder, Chairman O'Keefe said the City is seeking
increased communications from every possible source. He advised
Mr, Snyder ,he could submit an envelope to ;the Planning Department
and have agenda mailed to him, so he could attend subsequent hearing,,.
Mr. Bill O'Leary, 1.0447 Anson Avenue, Cupertino, said 'he was director
+, of, the Natheson ,Ranch Homeowners Association; He felt the 'developmelLt`
of a mini -storage in this area would create a number of alleys and
locations in an isolated area at end of the street. This has
created.discontentment in the past. He referred to events that
have occurred around the corporation yard. If it is leased to a
third party this could lead to considerable trouble at area populate
with families,
Chairman O'Keefe assured him this would be designed.in.a manner to
alleviate conditions that exist there now. Comm. Woodward clarified
that use permit has been granted. He noted there will be a. caretake
on the property at all times and the property will be totally fenced
in. The problem referred to involved vandalism, litter_ and noise

dential, duplex, 4,250 sq. -t. per dwelling unit) or what-
ever zone may be deemed app-�opriate by the Planning
Commission; TENTATIVE 1HAP to divide two recorded parcels
consisting of 1.06 acres into four duplex lots. Said
property is located at the northwest corner of the inter-
section of Foothill Blvd. and Silver Oak Way and the
southeast corner of Foothill!_ Blvd. and Silver Oak Way
westerly of an existing service station. First Hearing.
The Assistant Director of Planning said he had discovered just
prior to the meeting tonight that the application was incorrectly
noticed. The City Attorney had advised it must be readvertised.
He noted staff apologized for any inconvenience caused by this
mistake. They could inform the applicant tomorrow as to exact
date of hearing which will depend on when the advertisement is
carried.
Comm. Gatto moved to take 35-•Z-74 and 25-TM-74 off calendar and
to readvertise. Seconded by Comm. Adams.

6, CITY OF CUPERTINO: Public Hearing to consider 1973 General Plan:
Comprehensive General Plan. Hillsides
a. Hillsides
Assistant Director of. Planning Cowan said -they had hoped to have -
Don Goodrich's report by :now. They have done an in depth.land use
study and now know exactly how many units are theoretically possibl
in the core area and infilliing, and basically how many in the hill -
,ides based on tentatively approved slope density for hillside.
Methodology adopted is to establish base density approach and test
that. At the same time develop information base to allow them to
evaluate each site; to determine what density reductions can be
expected on each individual site because of unique vegetation
resources, fire risks, etc.
Traffic was to have been the first major constraint. Not only for
hillside but to help them get started on Stevens Creek Plan Line
study. This will help get a physical plan started made up of
property already designated for certain uses plus basic road system.
Mr. Cowan said they should go into in depth study of. road system,
especially in lower foothills. Criteria used by .Fire District
are water source, accessibility, combustible materials on property,
construction techniques, etc,
..Mr.. Cowan said Mr. Laurin would be, discussing constraint maps and
suggested,a study format meeting be se't.-for ,after January 27;
Comm. Gatto asked for information on basic utility construction;
how water, sewers, etc. can be gotten into hills.
Associate Planner Laurin then recapitulated maps which were display d.
These maps covered steepness, elevation, slope stability, vegetatio
land use plan; with existingparks";and open space, outline of fault
area.
Mr. Laurin said there are things ' not known: i.e., crater supply,
will there be enough wells to supply population? This is a major
study but, necessary.
The Associate Planner said they must start with assumption of
Population. He explained the three calculations which have been
made.
Two maps of road patterns were displayed. Comm. Woodward asked if.
overlays could be made. Mr. Laurin said it was intended that' this
be done,

Mr. Laurin pointed out that access roads to subdivisions should be
public roads. Tliere should not be more than two dwelling units on
a driveway. Minimum standard of road is 24 ft., the same standard
as fire district wants for private roads.
Mr. Laurin pointed out one map showed roads that would be necessary
for developing each property individually. This did not include
Permanente area. In many cases roads would have to go on ridge
tops.
The other map showed the effect of cluster development on road
system.
Development of natural resource areas was briefly discussed.
It was noted the maps being studied would be reduced and provided
to members of the Commission, along with explanations.
Ms. Hertert, San Juan .Road, asked i-f the historical element was being
mapped out. Mr. Laurin said the subject had been touched on in :Monte
Bello Ridge study :pith a general statement but no specific locations
shown. It was noted this has been --requested by the City Council and
is under study. Mr. Cowan said Hs. Kramer had gone to Monte Bello
Ridge to photograph and inventory sites. Ms. Hertert suggested
another site, Villa Maria. Chairman O'Keefe asked to have Ms.
Kramer's findings attached to subsequent presentation.
Comm. Cooper asked ;ghat study was underway in connection with
foothills. Mr. Cowan said the main purpose of these maps is to
help them interface EIR requirements into General Plan document
itself. They should identify resources and then identify impact
of development on these resources. Only consultants would be on
traffic and air impact. Staff is meeting with Central Fire District
and State Forestry Service. They will be. meeting with Peter Lert to
reasses viability of agricultural land use.
With regard to flood hazard, Comm. Cooper asked if a study was being
done on dam failure in flood area. The Assistant Director of Planning
said this was being done by outside contractor hired by Water District.
The report would be available in March or April. Ile did not know if
it would include a more precise inundation map. Comm. Cooper asked
if he would check on this as it was an area of particular interest
to her.
Comm. Woodward referred to multiple use of reservoir for flood
control as well as percolation. Mr. Cowan said the Water District
maintains the primary purpose of reservoir is water conservation
and from economic point of view, it is too expensive to maintain
as flood control facility. If the dam safety study indicates the
dam is unsafe, they will have to reassess their policy. However,
this would not change flood plain plan that much.

Comm.- Cooper asked about study of water supply in hills. Mr. Cowan
said he thought Public Works had been waiting for General Plans to
be finished so they could assess additional < capacity needed in the
system. Primary constraint is amount of water available in Santa
Clara Valley and amount that can be purchased.
With regard to drilling wells, Mr. Laurin answered Comm. Woodward
it was assumed the higher areas would be supplied by wells and septic
tanks. He reiterated it might be expensive to survey. Mr. Laurin
said he would check to see if there was more information available
on this. It might turn out even with low density there is not
enough water. They might have to have quite a lot more dwelling units
to justify bringing water in from the Valley..
Comm. Woodward asked who would designate historical sites. Mr.
Cowan said the City would develop an historical district, identify
areas on General. Plan, develop zoning district and zone property.
He answered Comma Gatto that no ordinance was being worked on at
this time; staff is at present inventorying sites.
Chairman O'Keefe asked.if anyone else in .the audience. :wished.to.
speak.
Ms. Hertert said a man had spoken to the Hillside Subcommittee on
the subject of water and septic tanks on Monte Bello Ridge. She
thought it would be a good thing to hear from him again.
After Mr -Laurin identified rock.fractures in the h lls.as potential
path for continuation of the water table, septic tank outloads were
discussed.. Comm. Woodward suggested that the availability of adequate
septic tank drain fields should be studiedas well as the water supply.
Chairman O'Keefe noted acceptance.of report The Assistant Director
of Planning said they would now be concentrating on roads, sewers,
water and historical areas. Staff would try to 'get maps completed and
interpreted as quickly as possible. Chairman O'Keefe said he had
comments which he would write out and submit to staff
After discussion, it was agreed to continue this discu.ss.I.on.to the
next regular meeting for the purpose of setting an exact: date for .
the next hearing. Wording of the agenda should make it clear there
would be no discussion at that time.
Comm. Woodward moved to continue Hillsides to the next regular meeting �
of Monday, January 27, 1975, with the.understanding that no discussion
would take place. Seconded by. Comm. Gatto.
