THE MINUTES OF THE ADJOURNED, REGULAR MEETING OF THE PLANNING ;COMMISSION
HELD.ON,APRIL 21, 1975, IN THE LIBRARY CONFERENCE ROOM, CITY HALL,
CUPERTINO, CALIFORNIA
The meeting was called to order at 7:30 p.m. by Chairman Gatto.

1. CITY OF CUPERTINO:Public Hearing to consider 1973.
Comprehensive General Plan.
a. Hillsides
Associate. Planner Laurin referred to material covering his
studies on. the Hillsides, noting most had been seen before;
however there were some facts and . figures that were new.
Comm. Cooper questioned where. the' goals had been gotten, from.
It was agreed to discuss this later:
Associate Planner Laurin said he would go through the report
briefly and then the Commissioners could discuss it more
thoroughly.
Under.Land Use, Mr. Laurin pointed out several minor corrections
that should be made.
Under Housing Opportunities, the possibility of density.transfer
within a project for low income housing was discussed. Comm.
Gatto raised the question of how it could be guaranteed that the
price of homes would not accelerate. Possible controls were dis
cussed. 'Comm. Gatto noted it was difficult to build a $30,000
home in a $60,000 market because when it was put on the market
it became a $60,000 home. Controls would be needed that were
well beyond the scope of the City.
Comm. Gatto said another problem that needed to 'be addressed was
the costs associated with living in the hills; i.e. the necessity
of having two cars.
with regard to water resources, Mr. Laurin said the existing tanks
would: just about take care of present.construction. Any increase
in population over, volume of density would require another tank..

The water supply is almost unlimited; it is just a question of
providing tanks.
Comm. Gatto asked if the Fire Department had been contacted concern-
ing pressures at different elevations. Mr. Laurin said a pressure
tank would be needed for elevations above 500 ft.
Mr. Laurin pointed out the substantial use of water supply in"the
center part of the City, such as Vallco. This should be considered
and there should be care taken not to go beyond densities planned
without detailed computation for entire City.
With regard to secondary lines, as long as main line has sufficient
capacity there is no problem.
The Associate Planner noted that item 7, Scenic Resources; Parks
needed some updating. This was covered under item 2, Land Use.
With reference to Historical Resources, Mr. Laurin referred to
report being prepared by Assistant Planner Kramer.
Regarding item 12, Vegetation and Wildlife, Mr. Laurin noted that
enforcement of preservation is even more important than regulation
of density.
Chairman Gatto noted this was an excellent paper which showed a lot
of work on the part of the staff.
Associate Planner Laurin then went through traffic circulation
portion of report. He stressed that through traffic figures were
very important as they showed an increase in traffic whether there
was any new development or not.
Chairman Gatto suggested including a list of lanes that exist now so
they can be compared with what will be needed in 1995. Mr. Laurin
said a memo was being prepared on this.
Comm. Woodward said he found it difficult to understand where the
traffic came from to require 8 lanes on Foothill. This would mean
the same traffic that was found on Saratoga -Sunnyvale Road and
Stevens Creek Boulevard in the center of town. Mr. Laurin said
Mr. Goodrich had provided these figure assumptions. He suggested
Mr. Goodrich should meet with the commission to discuss traffic
portion.

Chairman Gatto said it would be interesting to know in future
comparisons some of the traffic that is being carried on some
of the streets in town.today, such as Stelling south of DeAnzao
This street carries as much traffic as could be expected on roads
calling for four lanes. He felt they could get a better feeling
for the situation by.taking.roads_that are existing, noting what
traffic is on ahem and relating to theme "
Comm. Cooper noted she hoped Tyro Goodrich would appear.before them
soon.
A discussion was- held regarding 91assumptions". Chairman Gatto gave
a sample of needfor assumptions, noting you must have.a reasonable
level of assumption as you go through planning. Besides what they
can control, there can be outside factors that could negate anything
being thought -about.
Chairman Gatto said he thought biro Goodrich should be at next meeting;
bringing comparable streets and traffic goals so they could talk in
realistic terms. The streets selected should be those that are
familiar to the majority of the commission members,
:Comm. Woodward said since they had such a detailed report, he thought
:it wouZd;,be caell to - lis,,t all ove..rall assumptions, . such as extension
of 85. He noted some roads that would be difficult to -increase
because of physical barriers, even though more lanes were needed.
Economic impact was also a factors
Chairman Gatto pointed out there are a lot of roads in the State and
County that carry a -lot of traffic and are small, old County. roads
that have never been -improved
After further discussion, Chairman Gatto said they are at a point
where the slope density formula is at least a tool; they can'thold
everyone up "ad infinitum" and this presents a reasonable tool to
evaluate plans.
It was agreed to take a break before getting into the matrix and
presenting staff with guidelines and recommendations.
