HELD ON DULY'17 1975, IN THE CONFERENCE_ ROOM, CITY HALL

Chairman Gatto called the meeting to order at 7 e32 p.m. with the
Salute to the Flag.

PUBLIC HEARING
1. Application 3-Z-75 of CITY OF CUPERTINO: REZONING
approximately 150 acres from various zones to Planned
Development The 150i acres are generally -located westerly
of Saratoga_Sunnyvale Road between Route.280 Freeway,and
Alves Drive and easterly of Saratoga -Sunnyvale Road between
Route 280 Freeway and St. Joseph's Church. First Hearing ,,
continued.
The Assistant Planning Director stated that the question of _ overal _
road pattern for Saratoga -•Sunnyvale could not be resolved at this
meeting, The property owners along Merritt Drive, Forest Avenue
and Lazaneo Drive should be included in . these discussions. The_
road pattern through the Mariani property will play a major .part -
in the types of land uses for this entire area He hoped that
some land use principles would be explored and established at this
meeting.

Architect Charles Peterson, 800 Weloh Road, Palo Alto, representing
the Mariani property, said he has been making some land studies. He
has been told that the plan lines for Vista Drive and Forest Avenue are
open issues again. It appears the residential property owners are
split -- some want the streets to go through and some do not. IIe said
he was under the impression the "blue scheme" had a lot of merit. This
would utilize Lucille Avenue because it would have the least impact on
the residential area. Mr. Peterson said he looked at the property to
try to optimise its use. They would like to know whether or not the
residential, commercial & industrial mix is legal zoning or desired
land use. Chairman Gatto explained the status of the General Plan.
The area to the east of Saratoga --Sunnyvale Road that Mariani owns
received residential and industrial land use designation. It still
demands a development plan. It must meet the peak hour trip end
generation and include the 50' buffer landscaping strip along both
sides of Saratoga -Sunnyvale Road.
Mr. Peterson said something he feels could be an extremely successful
project is some type of low --rise garden motel, low key, adjacent to
the Freeway 280 and Saratoga -Sunnyvale Road. Chairman Gatto said this
would require an amendment to the General Plan and a use permit.
Comm. O`Keefe asked if the proposal for B, C and D on Mr. Peterson's
exhibits v.• uld clue off Mariani Avenue and Forest Drive going rhrouclyll
Mr. Peterson said this is open for discussion.
Comm. Adams asked if they have looked at the historical records at
City Hall as to the character of the neighborhood the City is trying
to accomplish, Mr. Peterson's plans for light industrial, the motel,
professional offices, a senior citizen housing project, professional
med:.cal and dental offices and some commercial were discussed.
Comm. Adams was concerned whether they would be able to meet the trip
end constraint on the property.
Mr. Peterson said it is obvious they are going to have to hire a
traffic cons:iltant. He said he comes up with 26% coverage with
industrial use of the property.
Comm. Cooper said whatever uses they come up with; tb,� trip ends will be
of high priority. Character is another thing they must grapple with,
as well as impact on the existing neighborhood.
The road pattern on the east side of Saratoga --Sunnyvale Road was discussed
next.
Comm. O'Keefe urged the developers of the Mariani property to observe
the "orange plan" on the map. He felt Mariani Avenue should go through
from Saratoga -Sunnyvale Road to Blaney Avenue; Vista Drive should go to
Lazaneo, and Forest Avenue should go to Lazaneo.

Comm. Cooper said she`ori inally liked the "blue" concept but her

present favorite was "green`. She would prefer to see Lazaneo
closed off. She liked the "green with less horseshoe if necessary -
something to break the straight shot..
Comm. Woodward liked the "orange""concept because it would be more
attractive as a development, He felt the concern about drawing
traffic onto Lazaneo was unfounded,
Comm, O'Keefe was concerned because there is Portal School at
Forest and Blaney and he does not believe it should be a direct
street through.to Saratoga -Sunnyvale Road.
Comm, Adams said Mariani Avenue should go through; but not
directly, The "blue", modified,should allow a street to connect
Mariani Avenue with Lucille Avenue. Forest Avenue should still
be deadended at Vista as originally planned.
Chairman Gatto felt Mariani Avenue should be the connection from
Saratoga -,Sunnyvale Road to Collins School, with undulations in
the road to slow the traffic down.
Consensus. Mariani Avenue should meander from Saratoga -Sunnyvale .
Road to Blaney Avenue and Forest Avenue should go.from Vista Drive

options
Consensus- The Planning Commission would not be opposed to a
motel if they can show they can meet the 'trip end constraint and
the character of the neighborhood They looked with favor on the
senior citizens proposal, Comm. Cooper said she would not be
interested in any other kind of commercial use here.
The was some discussion about the 50"buffer strip' along
Saratoga -Sunnyvale Road. The Assistant Planning Director reviewed
the original and the revised plans This allows each individual
property owner to develop individually, as long as their plans -
fit into the overall plan, When the Durkee property develops
it would, have access to the secondary streets The maintenance
would be handfed by a maintenance district required by a condition
of approval,. There was some discussion about the City putting
in the first 15' of the buffer, but the staff did not think this
was practical,
The Assistant Planning Director said the plantings would be
informal. The assumption was that the development of the highway -
would be incremental,, The sidewalk system would be pretty much
as Jim Coleman defined it, The planting strip will vary from 35'
to 65 ` 'in width,

Comm, Cooper would lake to pursue the idea of the City's 15' participation
in the 50' buff n: since its purpose is to get some continuity and uniform
develoi)ment along the .frontage,
Comm, Woodward was concerned about bus stops and provisions for public
transit. Ile said a "parklet" and public transportation would be very
helpful for tlic� elderly, It would be desirable to have all. of Saratoga -
Sunnyvale Blvd, developed at once, bu` lie agreed that it was not
practical. The incremental system :is probably the most realistic.
Isle felt it might be profitable to cxplore with some of the local nurserie-
or tree farms whereby the developers could purchase seedlings, to be
plz�ced along Saratoga --Sunnyvale Road when development has reaclied
that point.
It was noted that basic intent of the landscaped buffer, according to
I1--Control, is to h�-ve it heavily landscaped to screen cars and buildings.
Chairman Gatto said he felt the intcn.: was to provide a canopy of
trees into the City but not to include heavy screening. Ile f elt the
ground plane should remain relatively open to make it appear inviting.
