O'Keefe, seconded by Comm. Adams to approve the Minutes of August 25, 1975, as recorded. Motion carried, 4-0-1 Comm. Cooper abstained POSTPONEMENTS I Upon recommendation of the staff, it was moved by Comm, Adams, seconded byComm:: Woodward to continue application 9-TM--75 to October.13, 1975, to allow time for a feasibility study of expan- sion of.the City Corporation Yard. Application 11 -ni-75 of MR. & M`ZS. F. E. ROBLES: TENTATIVE MAP to remove lot line between two ?arcels to consolidate said parcels .into one parcel. Said property consists of 0.694 acre and is located northwest of Mt. Crest Drive and south of Linda Vista Drive. First Hearing. he Planning Director called attention to the September 4, 1975 staff eport on this application. Comm. Cooper called attention to the steepness f the property. The Planning Director confirmed there is a large building ad on the property that has been there for some time. re were no comments from the applicant nor from the audience. Moved by Comm. O'Keefe, seconded by Comm. Woodward to close the Public Hearing. Motion carried, 5-0 oved by Comm. O'Keefe, seconded by Comm. Adams to approve application 1-Z-75, subject to the 14 standard conditions and conditions 15, 16 and 7 as enumerated in the September 4, 1975 staff report. AYES: Comm. Consideration of initiation of hearing to amend General Plan regarding 2.33 acres located southerly of Stevens Creek Blvd.. approximately 120 feet easterly of Stelling Road, adjacent to Cupertino Union Church. The Planning Director identified the properties on the map on the bulletin board. He referred to details in the September 5, 1975, staff report and the August 27, 1975, letter from'M . Leo J. Bianchi, 20731 Carniel Avenue, Saratoga, California; owner of the properties. Although the staff recommended against an amendment to the General Plan here, there is the possibility that Mr. Bianchi`s plan for housing for the elderly may be considered for attaining a social goal and thus qualify for the 16 units per acre he is requesting Mr. Leo Bianchi stated that a single --family development here would be economically unfeasible. This location is ideal for housing for the elderly because it is within walking distance of all the services needed Although there is a school nearby, it relates to' the single-family residential to the east rather than, -this property. Chairman Gatto explained the statement in the Infilling General Plan that would allow density increases if the development attained a social goal, and it.would not be necessary to rezone the propert nor to amend the General Plante Mr. Bianchi said his desire -is to develop something for the elderl at about.16 units per.acre. He was advised to contact the staff for direction as to how to proceed with his plans. REPORT OF THE PLANNING COMMISSION Relating -to the recent energy conservation report by the City's consultant, Comm. O'Keefe requested a study to consider dark halls and windowless bathrooms that require electric lights and fans to.be allowed to have skylights.. The Planning Director said the entire issue of energy conservation and how it relates to the Building Code is under study. IPC-204 �11INUTES OF THE SEPTEMBER 8, 1975 PLANNING COMMISSION MEETING Page 4 Comm. Cooper stated she has been or the PPC Social Concerns Subcommittee. In this regard, she has been in contact with Rusty Hammar, of the City of Campbell, who suggested a special n.eeting be set up to discuss social elements. After discussion, the Planning Director said his staff will put out a paper on this subject the first meeting on October and something could be arranged after that. REPORT OF THE PLANNING DIRECTOR The Planning Director stated the annual League of California Cities Conference is set for October 19, 20, 21 and 22 in San Francisco, at the Hilton Hotel. Comm. Adams asked the staff to research the Bill in the State Legislature regarding homes in blighted areas c.here the City has taken over and sells the homes for $1 with the proviso that the new owner invest X number of dollars to refurbish it.
