Said property is located in the southeast quadrant of Stevens Creek Blvd. and Wolfe/Miller intersection, First Hearing, The Planning Director reviewed the site plan, stating this plan represents the definitive plan for this planned development. One condition of the zoning is no access to Richwood Court..from the commercial property,. Trip generation is one of the major issues of this application, as well as architectural compatibilit, with the area. There will be at least a 50' setback from the curb. The Director of Public Works said the Planning Commission is faced here with the Monday-through-^lhursday'minimal traffic generation and the high traffic generation on Friday. He said 43 trips will be generated during Friday peak hour. It will take 2.4 acres to satisfy the trip`end`constraint.. The Mercury Savings and Loan Friday trips were accepted. Both of these business enterprises will be.open on Saturday. Comm. Cooper said she would like to know what is happening cumu- latively in this area since there are now quite a few banks in the vicinity. Friday seems to be the big problem Comm. O'Keefe noted that not only are we facing the Friday traffic problem but we are also impacting a residential neighborhood along Richwood Court. The Director of Public Works answered Comm. Adams that a bank generates considerably more traffic than a savings and loan operation, Mr. Victor Stark, P.O. Box 207&, San Diego, Ca, 92112, said the type of building and landscaping they have planned will fit in very nicely with the area. On Monday through Thursday, they close at '4 p.m. and the employees. leave around 4 030 pm. Pa„e 4 Mr. Stark said they feel about one acre will provide the necessary landscaping and parking. They feet a certain amount of credit should be given for the zero traffic on the 4 days per week. At this point, he said they don't know what will pro on the other two sites in this I planned development. He said 2.5 acres for the savings and loan company is impractical for them. Ile said this was submitted prior to the last Planning Cotlmission meeting. They disagree with the reasons i given in the staff report for closing off the access to Richwood Court. If the City is concerned about Stevens Creek Blvd., traffic, he questioned why then all their traffic must go onto Stevens Creek Blvd. Convenience is important to their business, since the interest rate given at all savings and loan companies is the same. Service is the one thing they have to offer. Fie contended they will be utilizing the traffic that is already on Stevens Creek Blvd. He also took issue with Condition 20, saying they feet_ 20 parking spaces is slightly i excessive. They would like some credit for the drive -through facility j in lieu of parking spaces. Comm. Adams asked what percentage of the customers would be "weekly paychecks", Mr_. Stark said this would be a small percentage. Comm. O'Keefe asked how they wished to use the space if not for parking. Mr. Stark said it would be used for future development. Comm. Cooper asked if they will_ ha-e- a community room. Mr. Stark said there will not be a permanent one, but one will be available until such time as the savings and loan needs to utilize that space. Mr, Stark answered Cormi. Cooper that the drive -through facility might open at 8:30 a.m. and remain open 1/2 to 1 'Hour after closing time. Comm. Cooper believes that when thi! community room is in use, all the parking spaces will be necessary. Mr. Stark, in regard to the compat.bili.ty question, said they believe their architectural design is superior to.the savings and loan building one lot to the east of their property. Architect Tom Fincher, P.O. Box 20A, San Diego, said that basically, the building is Monterey style. Hk� felt it would be compatible - though different - from the concrete and lass and the stucco cube of existing l structures in the area. The simil:rit.y between the buildings is the horizontal band. In response to Comm, Cooper's question, Mr. Fincher said the setback 1 along Richwood Court is 20' of. land.sca;ping plus the 5' sidewalk. Mr, Fnn.her said the major problem would be irrigation.. They would nat object to broadcasting grass seed. Mr. Fincher answered Comm, Cooper that although -H-Control recom- mended one ground sign for the entire PD, they would probably ask for a variance to allow a maximum of one grounnd sign for each site. Visually, two smaller, harmonious sign.s would be more compatible than one large sign. Comm. Cooper asked if there has been a market research on the number of banks in the area,. Mr, Stark said Glendale Savings and Loan has doubled its Cupertino business since coming here. He said Cupertino as a city has the best savings record in the County, The demographics show Cupertino to.have an excellent record Home Federal Savings and Loan has 40 branches now, and they are expanding. He said their building does not lend itself to a building sign. They feel an independent si au for each site would be appropriate Moved by Comma O'Keefe, seconded by Comm. Woodwardl to close the public hearings. Motion carried, 5­0 Chairman Gatto said the . staff has brought up ' sevoral policy issue, that he would like to explore with the Commissioners. On the matter of trip ends, Chairman Gatto said tine, savings and loans businesses are almost parasitic in that the cars would al- ready be driving along that street. He believes asimple averag- ing on a five -,-ay basis would be equitable, Comma O'Keefe said he supports the averaging idea to some degree. On the .other hand, however, if there are many savings and loan businesses inthe area they will all generate much Friday peak hour traffic It was noted there are two large, undeveloped lot, left on Stevens Creek Blvd. near Portal Avenue. Comm. Woodward was not in favor of complete averaging. He agreed this type of business is parasitic_ in regard: to _traffic, but,ther is a certain self-limiting factor to be consideraIf it is too hand to get there, people will avoid it. The Planning Commission was not willing to take the trade on the recent Vall.co Park bank application because of the Friday peak hour traffic. She sees the need for guidelines to cover this type situation. She would be willing to listen to some compromise. Comm. Adams agreed. The Director of Public TJorks advis(>d the 50% discount would be. an appropriate way to go. Fn ironment_ally, the 4 days with zero traffic against the Friday peak .is good. He said the traffic assumptions are based on 1995 traffic, not toddy's traffic. The data is all here now and it is now a matter of what we do with it. Chairman Gatto said architectural compatibility should also be discussed. It is his opinion that to establish a criteria, which will restrict the architect, is not good. The design should reflect the function of the building. Comm. O`Keefe asked if we. are spea'..i_ng :in terms of architectural design or are ':c' speal:.ing of .a trar;omark here. Ile wcndered whether this entire building dSn't the ap,)li.cant's Logo. Comm. Cooper did not object to the architecture. Comm. Adams said he had no objecti_�)n to the architecture. It might even cause incentive for the Shell station to update their building. Comm. ;aoodteard noted the City is s�-r:ivi.ng for some diversity, and in that light he felt this archite,:turo was good. THE NOVEMBER 10i 1975 PLANNING COMMISSION MEETING 5, Applications 19,--Z-75 and 10­4LJ-•75 of VILLA MONTESSORI SCHOOL (UNION CHURCH OF CUPERTINO) REZONING 3.92 acres from Rl-n10 (Residential$ single-family, 10,000 sq. ft, per dwelling unit zone and CG (General Commercial) to BQ (Quasi -Public Building zone or whatever zone may deemed appropriate by the Planning Commission; USE PERMIT to allow a preschool within a BQ zone. Said property is located within the southeast quadrant of Stevens Creek Blvd, and Stelling Road, 411.97 fee from the intersection of Stevens Creek Blvd. and Stelling Road, first Hearing, The Planning Director referred to the November 7, 1975, staff report. He noted this is a joint application between the school and church. A school has been in operation on the site for many years, Mr. AD T. Roten, Chairman of the Board of Trustees of the Union Church, confirmed the property has been used as a church school for 7-8,yearso They.have changed tenants and the Villa. Montessor: School has applied for a use permit. They think this is a very beneficial thing for the community. The church property is not utilized through the week. Mr. Art Iverson, Second Vice -President of Villa Montessori, Inc., and Chairman of the Site Committee, said the bulk of their parent are. in this area so they have decided to relocate here. They are; a non-profit, parent -run school. He said.they have no expertise in meeting with a body such as this. He offered to answer questions. Comm. Adams was answered that they are licensed until September 3. 1977, for 27 children between the ages of 2 years 9 months to 6 years 11 months, by the State Department of Health Licensiig Devision. Their hours are 9000 a.m. to 11:45 a.m. and 12-30 p.m. to 3.15 p ,m , The parents specifically want to avoid peak hour traffic. Moved by Comm.
