CALL TO ORDER
Commissioner Tallinger called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:05 p.m. on Thursday, November 9, 2017 in the Cupertino City
Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

APPROVAL OF MINUTES
1. Subject: Approve the October 12, 2017 Minutes
Recommended Action: Approval of the October 12, 2017 Minutes
Commissioner McCoy motioned to approve the minutes of the October 12, 2017 meeting;
Commissioner Nellore seconded the motion; Ayes: Tallinger, McCoy and Nellore. Noes:
None. Abstain: None. Absent: Sahai, Huang.

Commissioner Nellore requested enforcement actions on individuals who are on their mobile
devices while crossing the street as he has seen an increase number of people not paying
attention to their surroundings.
Commissioner McCoy motions to add the topic of Pedestrian Crosswalk Safety Concerns to
future agenda for further discussion; Commissioner Tallinger seconded the motion and all
three voted to add the topic.
Commissioner Tallinger discussed traffic concerns for north bound 280 and De Anza
intersection being blocked. Captain Urena stated that the Sheriff’s Office and City are both
aware of the traffic problems in this particular area and are working on measures to mitigate
the issues.

2. Subject: Participation in AlertSCC and Pulse Point including migration progress from
Cupertino Alert System to AlertSCC (Huang/McCoy).
Recommended Action: Discuss Participation in AlertSCC and migration progress of the
Cupertino Alert System (CAS); Discuss Pulse Point and receive status of wallet cards/fridge
magnets related to crime reporting/fire/incidents and situational awareness (McCoy)
Commissioner McCoy stated he will have to place the magnet purchase on hold until a later
date.
Commissioner Tallinger asked Chief Justice what their promotion plan is for sign ups on
AlertSCC. Chief Justice responded that they will be handing out cards at public events, post
info on their social media accounts to include Facebook and Twitter and on occasions they
will post on Nextdoor.
Commissioner Tallinger raised concerns about how to get information sent out more
efficiently to the public via AlertSCC in the city of Cupertino. He would like to expand the
type of information they are able to send out to alert the public in various situations.
Commissioner McCoy mentioned the difficulties he encountered at the bicycle rodeo
handing out AlertSCC cards. This was due to the fact that they were mostly in Vietnamese

and a few in Spanish. He further asked Chief Justice for English AlertSCC cards or multi
language AlertSCC cards.
Commissioner Tallinger addressed his concern in which all users that were ported over to
AlertSCC from CAS may not have received an email or text with default log in so that they
may change their options in AlertSCC. Commissioner Tallinger will follow up with CAS to
find a solution to make sure the public has the correct access options.
Commissioner McCoy shared his idea for promoting the new emergency alert system on the
city channel. He proposed coming up with a graphic image to introduce the public to
AlertSCC.

Due to Commissioner Sahai’s absence, Senior Safety Forums were not discussed..
Commissioner Tallinger asked Captain Urena for more detail on the coding report for the
Transportation Safety Educational Program. Once the information is given, he will update
the commission on the major issues. The goal is to have the information finalized before the
end of his term.
Commissioner McCoy asked about information on Sahai’s Senior Safety Seminar which was
to be held in October. Captain Urena informed him that the event was canceled.
Commissioner Nellore is working on organizing Neighborhood Watch meetings. He has
reached out to three block leaders, however, they do not have a meeting scheduled for the
next few weeks. Commissioner Nellore would like an organized workshop in the summer in
order to capture a larger audience.
Commissioner McCoy provided an update on the Public Safety Forum. The event is set for
Thursday November 16, 2017, from 6pm-9pm. The Sheriff’s Office and the Fire Department
will also be taking part. The Teen Commission will also be involved. He confirmed the City
of Cupertino will be sending information out on the forum via social media. The Sheriff’s
Office will also be sending out information on their end. The Fire Department may send out
information as well.

Deputy Chief Justice shared his observation in regards to the delay in calling 911 for fire and
other matters. He would like to change the misconceptions that if an individual calls for help
they will automatically get financially charged and/or get in trouble or deported. He will like
to make the public aware that they should not be afraid to call the fire department for help.

Commissioner Huang requested this item be discussed at the next meeting as he did not have
enough information to share with the Commission.

Commissioner McCoy requested that election for the new chair and new vice chair be added
to the next agenda.

Deputy Chief Justice briefly spoke about one car fire as nothing else worth noting occurred.
The loss was valued at $9,500. No structure fires.

Captain Urena had nothing of significance to report. He provided the commission with the
monthly statistical report and asked if anyone had questions. Questions were not asked.
