CALL TO ORDER
Commissioner Tallinger called to order the meeting of the Cupertino Public Safety Commission
at approximately 6:02 p.m. on Thursday, October 12, 2017 in the Cupertino City Hall, Conference
Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

1. Subject: Approve the September 7, 2017 Minutes
Recommended Action: Approval of the September 7, 2017 Minutes
Commissioner Huang motioned to approve the minutes of the September 7, 2017 meeting;
Commissioner Sahai seconded the motion; Ayes: Tallinger, Huang, Sahai. Noes: None.

Mr. John Mumy spoke about traffic concerns in and around several neighborhoods in
Cupertino. Specifically, Mr. Mumy spoke about traffic in and around Hyannisport Drive,
Linda Vista Drive, Columbus Avenue and the surrounding Bubb Road neighborhoods.

2. Subject Participation in AlertSCC and Pulse Point including migration progress from Cupertino
Alert System to AlertSCC (Huang/McCoy),
Recommended Action: Discuss Participation in AlertSCC and migration progress of the
Cupertino CAS; Discuss Pulse Point and receive status of wallet cards/fridge magnets related to
crime reporting/fire/incidents and situational awareness (McCoy)
Commissioner Huang provided the commission with a presentation related to Cupertino
Alert System (CAS) and AlertSCC. Commissioner Huang explained how a significant
drop in subscribers to the cities alert system (AlertSCC) occurred since CAS was
discontinued. He added that the city of Cupertino had 5,779 subscribers on June 1, 2017
and 149 on July 1, 2017. He further explained the residents who had previously signed
up to receive notifications from CAS were going to slowly be added to AlertSCC as the
original information provided to CAS was archived and not moved directly to AlertSCC.
Commissioner Huang clarified that as of October 1, 2017, a total of 1,250 residents have
already been moved into AlertSCC and the number is expected to climb. More
community awareness on this issue is needed so that more residents are better connected
with the city.
Commissioner Tallinger thanked Santa Clara County Deputy Fire Chief Justice for
providing him a bag full of AlertSCC brochures which he passed out at the Forum event.
Commissioner McCoy explained the need to purchase 50 magnetic strips to place on the
back of the current batch of outreach cards made last year. He added that the adhesive
magnets would allow residents to place the card on refrigerators as it would be a good
safety reminder to call 9-1-1 anytime someone sees anything suspicious.

Commissioner Sahai has an upcoming senior safety presentation at Sunnyview Oaks on
Tuesday October 17th starting at 10:00am. Although Commissioner Sahai has been trying to
schedule this same presentation at The Forum, she has been unable to do so. Commissioner
Sahai will also be contacting Chateau Cupertino in an effort to provide this same presentation
to seniors. Captain Urena agreed to assist Commissioner Sahai on the presentation.
Commissioner Tallinger’s Transportation Safety Educational Campaign is progressing
slowly as he is in the process of gathering data to better understand the problem.
Commissioner Hymanand is working on burglary prevention seminars as he is putting
together the required information. He is exploring the need to create a more structured
residential burglary prevention program which is something needed.
Commissioner McCoy is moving forward with the Public Safety Forum to be held on
Thursday November 16, 2017. The event will be held at the Quinlan Community Center
starting at 7:00 PM and ending at 9:00 PM. Commissioner McCoy recommended the
following presentations:
• Property Crime Updates and Trends (Sheriff’s Office)
• Stress management for teenagers (Teen Commission)
• Computer related crimes (Sheriff’s Office)
• Candid conversation with a Sheriff’s Office Motor Deputy
• Fire Safety and Prevention (Santa Clara County Fire Department)
• Block Leader and Neighborhood Watch Programs (City Staff)
Commissioner McCoy suggested between 15-30 minute presentations from each group so
that the presentations may be informative and not grow stale. Captain Urena agreed to assist
Commissioner McCoy on the chosen topics and will proceed to communicate with city
manager Mr. Brandt on this plan. Commissioner McCoy agreed to speak with the city’s
Public Information Officer to promote attendance.

Commissioner Tallinger did not receive an update since there was no Disaster Council
meeting last month.
NEW BUSINESS
5. Subject: Use of Commission Volunteers
Recommended Action: Discuss how potential adult/teen volunteers can assist the Commission.
Commissioner Tallinger had previously requested information on potential volunteers for
the Commission. Captain Urena informed the Commission that the best manner in which to
sign up for volunteerism would be to sign up online at the city of Cupertino website. He
added that having a volunteer assigned to the commission may be a potential problem as the
Commissioners are volunteers who may not be able to supervise other volunteers. Captain
Urena was unsure if this would be a problem but recommended volunteers contact the city
via the volunteer website portal.
6. Subject: Emergency Access Gates at the Forum
Recommended Action: Discuss how residents can access the three gates during an emergency.
Commissioner Huang requested this item be postponed until he gets more information.
7. Subject: Future Agenda Items
Recommended Action: Discuss items for Future Agenda
Commissioner Tallinger informed that Commission that he would be terming out and would not
seek a second appointment.

Captain Urena presented the commission with monthly crime statistics. He explained that
all response times for calls for service were met and highlighted the two strong arm robberies
that occurred in September. Captain Urena explained that the city is seeing an increase in
vehicle burglaries and as a result, Deputies are concentrating their patrol efforts in shopping
centers as this is the location of most of the burglaries.
10. Subject: Receive Commissioner Reports
Recommended Action: Receive Commissioner Report
Commissioner Tallinger attended the Saratoga Traffic Safety Commission meeting and
learned the process on how the commission handles traffic safety matters from residents.
He also attended the Cupertino Bicycle Pedestrian Commission and learned that the
commission is working on class 4 bicycle lanes. Lastly, Commissioner Tallinger attended
the Safety Appreciation Dinner at the Forum. The event was well attended and nothing
specific was discussed.
No other Commissioner had anything to report.
