Subject: Approve the February 9, 2017 Minutes Recommended Action: Approval of the February 9, 2017 Minutes Commissioner McCoy motioned to approve the minutes of the February 9, 2017 meeting with a minor correction referenced by Commissioner Huang and added to the minutes; Commissioner Huang seconded the motion; Ayes: Tallinger, Huang, McCoy, Sahai. Noes: None. Abstain: None. Absent: Nellore ORAL COMMUNICATION 04/13/2017 5 of 2017 Public Safety Commission Minutes March 9, 2017 2 Lynda Ellingson: inquiring about recharging fire extinguishers in a community type event as had been done years prior. Commissioner McCoy makes a motion to add the topic of refilling fire extinguishers by the city of Cupertino to the agenda for discussion in the next meeting scheduled for April 2017. Commission Chair Tallinger seconds the motion and agrees to place it on the agenda for the next meeting. John Muny: received a parking ticket in a no parking zone even though he has disability plates, thinks the Sheriff’s Office & Code Enforcement should have other things to do early in the morning. Enforcement should be more around school zones. Pamela Reed: Thanks the Fire Department for helping Rancho San Antonio with a broken pipe that flooded the retirement center. Pamela would like to invite the Commission staff to attend the forums’ health fair that will take place on Saturday June 10, 2017. Oral Communications closed. WRITTEN COMMUNICATION Commissioner Tallinger received an email from the City of Cupertino’s Neighborhood Watch and Block Leader liaison requesting to be added to the April meeting to present information related to the programs. Commissioner Tallinger agreed to place them on the agenda for April 2017. OLD BUSINESS 2. Subject: Participation in the Cupertino Alert System, Alert SCC and Pulse Point (Huang/McCoy) Recommended Action: Discuss Participation in the Cupertino Alert System, Alert SCC and Pulse Point Commissioner Huang spoke with Robert Kim and confirmed that the county is using the same ALERT SCC system and they are currently in the process of creating new data, which will require new sign ups. According to Mr. Kim, once the contract with CAS expires, the City of Cupertino will not be renewing the contract and will be using the free ALERT SCC program. Captain Urena inquiries about the concern if CAS is replaced. Commissioner Tallinger responds that none of the people that are signed up with the program will get any alerts and that will cause the commission to re-sign about 8,000 people that have already signed up. 04/13/2017 6 of 2017 Public Safety Commission Minutes March 9, 2017 3 Commissioner Huang recommends Santa Clara County OES attend the next commission meeting to talk about this new potential change with ALERT SCC. Santa Clara County Fire Deputy Chief Justice agrees to contact someone knowledgeable about the potential change with ALERT SCC so that he/she may attend the next meeting. Commissioner McCoy states he is waiting to determine what the commission’s budget will be next fiscal year to decide how to proceed with Pulse Point outreach. 3. Subject: Public Safety Education and Outreach; a) Plans for Next Informational Forum (Sahai), b) Transportation Forum Progress (Tallinger), c) Proposals for Future Forums/Workshops (All) Recommended Action: Receive updated report on the next informational forum (Sahai), receive report on Transportation Forum Progress (Tallinger), and discuss proposals for future Forums/Workshops Commissioner Sahai did not receive any updates on the Senior Forum outreach from Cupertino’s Public Information Officer Mr. Babcock. Captain Urena explained he had communicated Commissioner Sahai’s requests to Mr. Babcock and Mr. Babcock did plan to promote the event on several social media sites, including Nextdoor. Commissioner Tallinger asked if Commissioner Sahai had flyers promoting the Senior Safety event at the senior center and Commissioner Sahai responded that she had sent the flyers to Lupe at the senior center previously. The Senior Safety Seminar Presentation will be held on March 18, 2017 at 9am at the Senior Center in Cupertino. Commissioner Tallinger reported on the Transportation Safety Forum. Commissioner Tallinger explained he would like to have the presentation as an open forum and invite the public, city and other commissions to discuss all traffic issues, including PSC, Bike Safety, School Boards, Walk Bike Cupertino, and Safe Routes to School. The forum would be held on a Saturday for about 3 hours. Commissioner Tallinger received an email from Commissioner Nellore stating he was considering holding a forum in mid-May on neighborhood burglary awareness. Commissioner McCoy recommends putting together a Public Safety Forum towards the end of 2017 (November) which would incorporate topics from other commissions as well as the block leader liaison and neighborhood watch liaison. Commissioner McCoy volunteered to lead the planning of this Forum. 4. Subject: Collaboration/cross training of volunteer groups (All) Recommended Action: Discuss the collaboration and cross training of volunteer groups 04/13/2017 7 of 2017 Public Safety Commission Minutes March 9, 2017 4 Commissioner Tallinger explained that he contacted Ken Erickson and did not receive a response. Commissioner McCoy goes on to explain that he would like to review the training being provided to all volunteer groups so that he can better understand how the groups are being unified. 5. Subject: Firewise proposal promotion within Cupertino Recommended Action: Discuss Firewise proposal promotion within Cupertino Fire Chief Justice gave a presentation to the commission on fire boundaries that include city limits. He pointed out several areas that would benefit from Firewise. NEW BUSINESS 6. Subject: Crime Reduction Initiatives (Nellore) Recommended Action: Discuss Crime Reduction Initiatives Did not discuss do to Commissioner Nellore’s absence. 7. Subject: Future Agenda Items Recommended Action: Discuss items for Future Agenda Email from Laura Lee and Stephanie Turini, for Neighborhood Watch and Block Leader orientation and presentation. Commissioner agreed to add to the April Agenda. STAFF AND COMMISSION REPORTS 8. Subject: Report by Santa Clara County Fire District Recommended Action: Receive Report by Santa Clara County Fire District Deputy Fire Chief Justice gave a presentation to the commissioners on the Fire District’s January report and did not have the February’s report available yet. Fire loss for the month of January was $700. Deputy Chief Justice pointed out the response times are well within the agreed upon times. The district is looking at evaluating how the data is presented so as to make the visual reports easier to understand. Fire Captain Murphy talked about the three workshops that were held in the area with the goal of getting feedback from the community as to how the department is performing and what they can do better. 9. Subject: Report by The Santa Clara County Sheriff’s Office Recommended Action: Receive Report by The Santa Clara County Sheriff’s Office Captain Urena reported on statistics for the month of February. He explained all response times were met. The month of February did have one robbery at Whole Foods where the suspect was trying to take some property. As the suspect left the store, the security guard tried to catch him but the suspect forcefully ran away, which changed the theft to a robbery. 04/13/2017 8 of 2017 Public Safety Commission Minutes March 9, 2017 5 The suspect was subsequently caught and taken into custody by deputies. The Sheriff’s Office continues to work on reducing home burglaries but in the month of February, the Sheriff’s Office did get 8 such reports. Captain Urena explained that he has implemented a covert pilot program which includes two deputies working full time to try and mitigate burglaries and thefts. Citations for this past month were the following: moving violations 236, speeding violations 64, and other citations 156. Captain Urena was asked if he had a way of knowing if the people that are being cited are Cupertino residents or are they pass-byers. Captain Urena said every morning deputies monitor traffic in and around different schools so it very well may be that the residents are being issued citations. Captain Urena was not sure and added that he would look into the actual numbers. 10. Subject: Receive Commissioner Reports Recommended Action: Receive Commissioner Report Commissioner McCoy reports that he was aware of a safety concern involving a pedestrian crosswalk off of Stelling and McClellan where pedestrians are feeling unsafe crossing the street at that intersection. He adds that some intersections may need some type of engineering.
