Commissioner Huang called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:02 PM on Thursday, July 12, 2018 in the Cupertino City Hall,
Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

Commissioner McCoy motioned to approve the amended minutes of the June 14, 2018
meeting; Commissioner Chao seconded the motion; Ayes: Huang, McCoy, Chao. Noes:

2. Subject: Participation in AlertSCC and Pulse Point including migration progress from
Cupertino Alert System to AlertSCC (Huang/McCoy)
Recommended Action: Discuss Participation in AlertSCC and migration progress of the
Cupertino CAS
Commissioner Huang reported on the various platforms in which the city may be able to
communicate with residents. He explained that currently 1,653 residents are signed-up
through ALERTSCC, 14,998 may communicate via Nextdoor, 4,595 via Facebook and 626
via Instagram. Commissioner Huang explained how the city was migrating previous CAS
(Cupertino Alert System) subscribers to ALERTSCC.
Commissioner McCoy had no update on Pulse Point, however he explained how the
technology works. He gave an example of a person having a cardiac event in a public place
near a subscriber and how the subscriber, who has signed up to receive alerts, would be
able to respond and help.

Commissioner McCoy explained that the next Public Safety Forum will take place on October
26, 2018. He further explained that the topics have not been confirmed as it is something he
continues to research. Commissioner Huang added that Whole Foods will be donating a
portion of the food to this event.
Commissioner Chao reported back to the group on the Annual Child Car Seat Inspection.
They have agreed to have the City of Cupertino, Santa Clara County Office of the Sheriff, and
Santa Clara County Fire, participate in the event. Commissioner Chao did request that all the
agencies provide her with a logo that can be used on the flyer. Commissioner Chao also
inquired if anyone had received any donations of car seats. Commissioner Huang responded
that he has set up a meeting with Apple and invited Ms. Francavilla to join him. The National
Car Seat Safety Event will be held on Saturday September 29, 2018 from 10AM-12PM at the
Target parking lot in Cupertino.
Public Comment:
Ms. Kitty Moore spoke about the increase in Robo Scams and how the social media
platform Nextdoor has a lot of warnings for residents. She requested the
Commission provide information on these Robo Scams in future meetings. Ms.
Moore also made note of incidents of domestic violence being shared to the
Commission and she requests the Commission also share resources to residents so
that people will be able to obtain assistance should they need it.
Ms. Liang Chao inquired on information that can be given on legal
marijuana for residents and also more information on Prop 47 and the impacts on
safety.
NEW BUSINESS
4. Subject: Consolidation of Commissions
Recommended Action: Discuss role of Public Safety Commission and potential consolidation
of commission into a Recreation and Community Services Commissions
Deputy City Manager Jaqui Guzmán explained to the group that Council requested staff to
explore the consolidation of commissions. Ms. Guzman was tasked with researching each
commission and providing an analysis and feedback to allow the Council to have an
informed discussion.

In Ms. Guzmán’s analysis of the commission, she discovered that the Muni Code only
requires the Public Safety Commission meet once every other month and she recognizes
that the Commission currently meets monthly. In terms of budget, during the next fiscal
year (FY18/19) it did increase a bit but should go down a bit since liaison will no longer be
attending the meetings. Potential savings could come from holding meetings every other
month; however it will not be a significant impact.
Ms. Guzmán also explained staff is not making any recommendations but the data is being
given to the council for their decision. Potential consolidation would be with Parks &
Recreation Commission, which meets once a month.
Commissioner McCoy outlined the various accomplishments the Commission has made. He
explained the Commission brought back Pulse Point not only to the City of Cupertino but to
all Santa Clara County. The Commission organized an all-Women’s Self Defense class,
started up a Community Academy through the Sheriff’s Office, sponsored the Walk One
Week Program, and helped obtain all the data for the bike lane project. The Commission also
supported three DUI checkpoints with the Sheriff’s Office, attended all Fall Festivals, Earth
Day Festivals and National Night Out events. Lastly, the Commission is responsible for a
significant number of subscribers to ALERTSCC.
Public Comment:
Ms. Kitty Moore feels troubled by the budget set aside for the Rotary Club. She
believes that obtaining shirts for the Commissioners and catering meals for everyone
on the commission along with having two City Council candidates on the commission
does not look great for the Public Safety Commission’s expenses.
Ms. Liang Chao would like to know if the meeting of July 31, 2018 is a study session
or an action item. If the mayor did not call for the meeting and three council
members did, may this be a violation? Why is only one commission being singled
out? Why not all commissions being looked at? Which items does the city council
want to cut? If they make all the commissions as one does that mean that the
Captain and Fire Chief have to sit in that meeting and listen to everything that does
not pertain to them? The only pro Ms. Chao see’s is that the Parks and Recreation
meetings are video recorded so that residents may be able to see the discussions at
any time.
Ms. Saki Motonaga is a fairly new resident to the City of Cupertino and informed the
Commission that she feels very safe in town. Ms. Motonaga is currently a student of
De Anza College.

Mr. Steven Scharf expressed gratitude for the Public Safety Commission. He
understands the large amount of work required to manage a commission and
appreciates the time. He is concerned with the duration of such a consolidated
commission as their council meetings sometimes run until 2AM. Mr. Scharf feels
puzzled with the urgency of the Special Meeting happening so soon.
Ms. Lisa Warren also expressed her concerns regarding the Special Meeting. She is
not sure who will be attending this meeting. She also feels the consolidation of the
commissions does not make sense to her. If any commission should be consolidated,
it should be the Bike & Pedestrian Commission.
Ms. Tessa Parish had been part of the CERT Program and believes that the Public
Safety Commission runs a great program. She has been a resident of Cupertino for
the last seven years. As the city continues to grow so do the burglaries and speeding,
with those crimes increasing the resources should also grow not be taken away. Ms.
Parish feels that consolidating the commissions is ridiculous.
Ms. Joan Chin feels that the Council should be devoting their time to larger issues not
the smaller commission issues. Ms. Chin feels that the commissions do a great job
addressing the issues they are concerned about. Feels like the consolidation has
devious intentions by the council.
Mr. Royce Li would like to thank the Public Safety Commission for all their hard
work and dedication.
5. Subject: Letter of appreciation for staff working 4th of July
Recommended: Discuss writing a letter of appreciation for staff working 4th of July
Commissioner McCoy was very impressed by all the men and woman who worked the 4th of
July fireworks event. He would like the Commission to author a thank you letter to all of the
Sheriff’s Office staff, volunteers and city staff who worked the event when they could have
spent the day with their families. He would also like to discuss city VIP scheduling for any
future events.
Commissioner McCoy motioned to author and provide a letter of appreciation to all Sheriff’s
Office staff, volunteers, and city staff who worked on the 4th of July fireworks event;
Commissioner Chao seconded the motion; Ayes: Huang, McCoy, Chao. Noes: None. Abstain:
None. Absent: Nellore and Sahai.
Commissioner McCoy agreed to draft the letter.

7. Subject: Report by Santa Clara County Fire District
Recommended Action: Receive Report by Santa Clara County Fire District
Fire Chief Justice presented to the group the response times for the month of June. Fire loss
for the month of June was $43,000. Chief Justice explained the types of calls which required
a response and made note of those engines that responded to a call fo r service outside their
zones. The majority of the calls requiring a response were related to a medical incident. The
response times have increased recently due to the increasing amount of traffic. For the month
of June there were thirteen fire calls. The structure loss for the month was $40,000.
Fire Chief Justice ended his presentation by showing the Commission a map of the city and
explaining various data depicted on the map.
8. Subject: Report by The Santa Clara County Sheriff’s Office
Recommended Action: Receive Report by The Santa Clara County Sheriff’s Office
Captain Urena explained to the group that all response times were met for the month of June.
There was one robbery for the month of June, which was a bank robbery. The bank robber
has been named the “Faux Badge Bandit” and he has robbed a total of three banks in
Cupertino. Captain Urena further explained there were eight residential burglaries in the
month of June. The strong Neighborhood Watch Program managed by the City of Cupertino
has great impact on the low call volume for residential burglaries. He explained
how neighbors look out for one another and call the Sheriff’s Office when they see something
unusual or suspicious .
Captain Urena further explained that the city continues to experience a significant amount of
vehicle burglaries, mainly in shopping centers. In order to mitigate thefts, deputies are
driving unmarked police vehicles and surveilling shopping center parking lots which have
led to several arrests. Captain Urena suggested the Commission may want to discuss
measures to prevent vehicle burglaries at a future meeting. An example to mitigate vehicle
burglaries may be better communication with shopping centers as well as erecting signs to
secure all valuables.
At the direction of the commission, Captain Urena explained the four cases of domestic
violence which occurred in the city of Cupertino in the month of June, 2018.

On June 1, 2018 the male suspect slapped his 18 year old daughter and the victim’s mother
intervened and attempted to restrain the suspect from further hitting their daughter and was
pushed to the ground. The suspect was arrested and booked into Main Jail.
On June 15, 2015 , the male suspect was yelling at the female victim and as the victim tried to
walk away, the suspect grabbed the victim by the shoulders, shoved her against the wall, hit
her once in the face and then pushed her out the front door causing the victim to fall on her
hands and knees. The suspect is known and at large.
On June 17, 2018, the male suspect physically assaulted the female victim, who did not want
to talk with deputies insisting she fell, causing visible injuries to her head and elbow. The
suspect was arrested and booked into Main Jail.
On June 28, 2018, the female victim alleged the male suspect attempted to remove her from a
vehicle by pulling her wrist and ankle and further alleged the suspect swung at her multiple
times with a closed fist. No visible injuries or other evidence in support of the allegations
were observed. The complaint was submitted to the District Attorney’s Office for review.
9. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino staff liaison
Deputy City Manager Jaqui Guzmán distributed shirts to all Commissioners.
10. Subject: Commissioners Reports
Recommended Action: Receive Commissioner’s Reports
Commissioner Huang asked if the group would like to meet briefly on July 31, 2018 at 5:00
pm to review what will be presented to the Council at the Special Meeting on the Public
Safety Commission. The Commission declined to meet.
Commissioner Chao requested that logos be sent to her for the Child Car Seat Inspection
Flyer.
