CALL TO ORDER
Commissioner Tallinger called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:10p.m. on Thursday, December 14, 2017 in the Cupertino City
Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

Commissioner Nellore motioned to approve the minutes of the November 9, 2017 meeting;
Commissioner McCoy seconded the motion; Ayes: Tallinger, Nellore and McCoy. Noes:

OLD BUSINESS
2. Subject: Participation in the Cupertino Alert System (CAS), AlertSCC and Pulse Point
including migration progress from Cupertino Alert System to AlertSCC (Huang/McCoy),
Recommended Action: Discuss Participation in AlertSCC and migration progress of the
Cupertino CAS; Discuss Pulse Point and receive status of wallet cards/fridge magnets related
to crime reporting/fire/incidents and situational awareness (McCoy)
No update from Commissioner Huang.
Commissioner McCoy informed PSC that the magnets have not been purchased yet.
Deputy Chief Justice mentioned how there are numerous concerns with AlertSCC. PSC is
aware that there are only Mandarin cards but no promotional flyers for AlertSCC. PSC is
aware that AlertSCC only allows for one address and would like to see if it is possible to add
multiple addresses. PSC shared that the same issues are being raised at the Cupertino
Disaster Council. It was also brought up that the Cupertino Disaster Council has County OES
individuals that can help find a solution to the problem. Deputy Chief Justice and PSC will
look into having the vendor attend next PSC meeting.

Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai);
receive report on Transportation Safety Educational Program Progress (Tallinger); receive

proposals for future Forums/Workshops
Commissioner Tallinger explained how PSC ran a Senior Safety Forum at Sunnyview Oaks
with about fifteen people in attendance. Life Files were given out to each induvial who
attended. PSC is considering having another Senior Safety Forum at Sunnyview Oaks.
Commissioner McCoy requested that the next Public Safety Forum (held November 16, 2017)
be recorded so that it may be broadcasted. Commissioners added that promotion for the
Forum needs to be done early, about three months in advance.

Commissioner Nellore brought up how he has received concerned messages from the public
regarding crosswalks. Commissioner Tallinger informed him that the public needs to contact
the Bike Ped Commission.
Commissioner Tallinger informed PSC that he has finalized the document for Transportation
Safety Educational Program.

Disaster council will provide report for next meeting.
NEW BUSINESS
5. Subject: Crest Awards
Recommended Action: Discuss Crest Awards
City of Cupertino Public Information Officer Mr. Brain Babcock attended the meeting and
explained the Crest Awards. He stated that the awards are an annual volunteer appreciation
award. He further discussed that over the last decade they have seen a decline in applications
being submitted. In order to bring it back to the forefront Mr. Babcock has come up with eight
new categories. Four of the categories include Volunteer Lifetime achievement award,
Volunteer Person of the Year, Non-Profit Organization of the Year, and a Rising Star award.
The four new categories include Environmental Achievement of the Year, Innovator of the
Year, Distinguished Artist of the Year, and Public Safety Person of the Year.
Applications will come out sometime in mid-January. The questions which will need to be
answered by the nominating individuals will be: What contributions of time, leadership, and
talent has this individual made to enhance public safety efforts in the Cupertino community.
Describe the lasting impact the induvial has had on the Cupertino Community. How has this
induvial set examples for others to follow in community interaction. Describe the effort
involved in challenges or obstacles this individual faced in achievement in their success.
Applications will be accepted until the end of February and be brought to PSC in March so
the commission may evaluate and vote on the Public Safety Person of the year.
6. Subject: Emergency Access Gates at the Forum

Recommended Action: Discuss how residents can access the three gates during an
emergency (Huang)
Deputy Chief Justice informed PSC that fire department personnel have keys to the gates.
Commissioner Huang is concerned with 467 Forum and 100+ Oak Valley homes having only
one way single access in the event of an emergency. Volunteer Boleda suggested getting a
lock box for each gate. The code could be held at County Communications and once the code
has been used it would be reset to a new one.
7. Subject: Pedestrian Crosswalk Safety Concerns
Recommended Action: Discuss Pedestrian Crosswalk Safety Concerns
Commissioner Nellore is concerned about pedestrians on their mobile devices while walking
in crosswalks. Commissioner Nellore brought up his findings on this matter as he studied
how the state of Hawaii handles these unsafe practices by pedestrians.
Commissioner Nellore is to take over Transportation Safety Educational Program from
Commissioner Tallinger.
8. Subject: Election of new Chair and Vice Chair
Recommended Action: Elect Chair and Vice Chair for 2018
Commissioner McCoy nominated Commissioner Huang for Chair and Commissioner
Nellore seconded the motion; Ayes: Tallinger, Huang, Nellore and McCoy. Noes: None.
Abstain: None. Absent: Sahai.
Commissioner Huang nominated Commissioner McCoy for Vice Chair and Commissioner
Nellore seconded the motion; Ayes: Tallinger, Huang, Nellore and McCoy. Noes: None.

Deputy Chief Justice relayed that response times for the month of November where all met
with the exception of a few. However those were mostly due to traffic. Fire loss was minimal
$22,510.00 with $20,00.00 being a vehicle.
In regards to the Thomas fire, they have nine engines and a communications unit helping
which totals 45 staff members.
11. Subject: Report by The Santa Clara County Sheriff’s Office
Recommended Action: Receive Report by The Santa Clara County Sheriff’s Office
Lieutenant Lehmann relayed that response times for the month of November were met. 5, 9
and 20 minutes are the standard and they were at 4, 7 and 13. Lieutenant Lehmann reported
that residential burglaries are down and vehicle burglaries are up. However they are up all
over not just in Cupertino. Robberies were up in November considering there were none for
the month of October. Vehicle accidents where around fifty six which is average, considering
the city traffic.
12. Subject: Commissioner Reports
Recommended Action: Receive Commissioner Report
Commissioner Tallinger attended the Mayors meeting. Mayor Paul informed the
commissioners to let him know what topics of interest the commissioner would like to
explore. Commissioners would like to have more support with promotional events from
city staff.
