Subject: Approve the June 13, 2019 Minutes Recommended Action: Approval of the June 13, 2019 Minutes Commissioner Huang motioned to approve minutes of the June 13, 2019 meeting; Commissioner Chao seconded the motion; Ayes: McCoy, Huang, Chao. Subject: Participation in AlertSCC and Pulse Point Including Migration Progress from Cupertino Alert System to AlertSCC (Huang/McCoy) Recommended Action: Discuss AlertSCC sign ups Commissioner Huang gave a presentation with an updated list of people that have signed up for emergency notifications using the following social media platforms: Nextdoor 17,846, Twitter 4,646, Facebook 3,873, Instagram 1,004, AlertSCC 2,775. Commissioner Huang informed the commission that he gave a presentation to a local Chinese School and provided handouts to all students to take back to their parents containing AlertSCC and the Emergency Preparedness information. The event took place at the Tico Center. 3. Subject: Public Safety Education and Outreach a. Public Safety Forum (McCoy/Huang) b. Senior Safety Forums with focus on mental health (Sahai) c. Potential distracted driving campaign with Bike-Ped Commission (Nellore) d. FY 18-19 Work plan proposals for future forums/workshops i. Welcome package to connect new residents to Neighborhood Watch and Block Leaders Program Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Commissioner Huang went on to report that the next Public Safety Forum will be held on October 11, 2019 from 7-9pm at Community Hall. Commissioner Huang will work on getting food catered. The Public Safety Forum will include a booth from the Santa Clara County Sheriff’s Office, the Santa Clara County Fire Department, and other organizations yet to be confirmed. Commissioner Huang added that he would like to include a block on Cyber Safety and perhaps the TICC Commission can help. The attentive agenda is as follows: 6:30pm- Dinner 7-7:40pm – Sheriff’s Office 08/08/2019 5 of 10 Public Safety Commission Minutes July 10, 2019 3 7:40-8pm- Fire Department 8-8:10pm – Break 8:10-8:40pm – Cyber 8:40-9pm – Q&A The topics for the agenda will be finalized in September. Commissioner Huang also shared an example of emergency equipment that he would like to purchase as items that can be given away to attendees, which may include a survival kit, survival bracelet, or a 10 in 1 multifunctional set of tools. The topics of Senior Safety and Distracted Driving will be differed to the next meeting. Ms. Francavilla gave a brief report and update on the welcome package topic. She added that the recommendation was forwarded to the city for review and further consideration as requested. The Public Safety Commission agreed to remove the item from the agenda moving forward. NEW BUSINESS 4. Subject: Narcan Education presentation by SCC Opioid Overdose Prevention Project (SCCOOPP) Recommended Action: Receive presentation on Narcan Education Ms. Maya Read from the Santa Clara County Opioid Overdose Prevention Project (SCOOP) gave a presentation to the commission on Narcan. Ms. Read explained how to administer Narcan in case of an overdose. Each kit comes with two nasal ampoules. She shared the signs and symptoms of overdose and the proper procedure in using Narcan, starring with dialing 9-1-1 as soon as possible. All commissioners received a Narcan Kit. 5. Subject: Hepatitis B in the City of Cupertino awareness discussion Recommended Action: Discuss Hepatitis B awareness Ms. Jaime Chan and Ms. Stuti Upadatli gave a presentation on Hepatitis B Awareness in the City of Cupertino. After attending the Volunteer Fair they were able to obtain the interest of about 30 other students interested in being part of this program. The teens are planning on hosting a fair on July 29, 2019 as it is National Hepatitis Awareness Day, they are also planning on hosting an essay/poster contest and Councilmember Paul would help present the winner with a certificate. Teens will also be participating at the Cupertino Night Market with an awareness booth. 08/08/2019 6 of 10 Public Safety Commission Minutes July 10, 2019 4 The Teens made a formal request for a grant of $200 from the Public Safety Commission to help offset their expenses associated to the awareness campaign. Commissioners discussed the grant and voted. Commissioner McCoy would like to propose to endorse the teens with the National Hepatitis Awareness Day Fair supporting them with a grant of $200. Commissioner Huang motioned to endorse a grant of $200 for the National Hepatitis Awareness Day Fair; Commissioner Chao seconded the motion; Ayes: McCoy, Huang, Chao. Noes: None. Abstain: None. Absent: Sahai, Nellore. 6. Subject: Domestic Violence and Teen Stress link recommendations for PSC website Recommended Action: Review and provide recommendation to add links to PSC website Ms. Francavilla explained she is continuing to wait for a response on the recommendations proposed by the commission. The commission decided to remove the proposal of the addition of website links to the Public Safety Commission website as they completed their research and submission. 7. Subject: Discuss recommendations for future work program items for upcoming fiscal year Recommended Action: Provide recommendations for work program for upcoming fiscal year for department consideration Commissioner McCoy shared that they will continue to support the Sheriff’s Office Teen/Community Academy during this next fiscal year and solidify a budget for the Safety Forum. 8. Subject: Future Agenda Items Recommended Action: Discuss Future Agenda Items None STAFF AND COMMISSION REPORTS 9. Subject: Report by the Santa Clara County Fire District Recommended Action: Receive Report by the Santa Clara County Fire District liaison Fire Chief Glass reported that during the month of June there were a total of 313 calls for service, out of which 196 of them were EMS related, 12 fire, 26 alarm, 70 service calls, 8 hazard conditions, and 1 rescue. Targeted response times were met. 08/08/2019 7 of 10 Public Safety Commission Minutes July 10, 2019 5 Fire Chief Glass also reported that during the month of June they held 11 Community Events which had a total of 297 attendees. Fire Chief Glass shared with the commission the new Alert Wildfire System it’s a camera that is looking east at the Cupertino Hills. There will be a total of ten installed in the near future. Many of them are currently in the beta test stage but hopefully will be up and running soon. The high definition cameras will be able to identify smoke and then alert County Communications automatically. This new program will also work with PG&E to help with power shutoffs in the event of a fire. 10. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive Report by the Santa Clara County Sheriff’s Office liaison Captain Urena gave his report adding that during the month of June there were 820 calls for service and all calls met their average response times. Captain Urena also gave a brief overview on the stats for the month of June. During the month of June there were a total of 801 citations issued. Also during the month of June there were a total of 36 accidents out of which 21 of them were a result of property damage, and 1 was a bike/pedestrian accident. Captain Urena gave a brief overview regarding the domestic violence calls that occurred during the month of June. On June 8, 2019 The victim wife called screaming for help. An investigation determined the husband battered the wife (scratched) and the mother-in-law helped. The husband was arrested and booked into Main Jail while the suspect mother-in-law was cited and released. On June 15, 2019 The suspect wife walked into the fire station reporting that she had been assaulted at home by her husband. An investigation determined the wife was the dominant aggressor and was arrested and booked into Main Jail. On June 16, 2019 The suspect wife called to report that her husband was assaulting her, but after reviewing video surveillance from cameras inside the home, deputies determined the victim husband never struck his wife. The wife however threw a cell phone at her husband’s head and grabbed his shirt, leaving a small cut on his neck. The wife was arrested and booked into Main Jail. On June 23, 2019 08/08/2019 8 of 10 Public Safety Commission Minutes July 10, 2019 6 The victim wife called to report that her husband got into an argument whereby the husband pushed the victim on her face. The husband was arrested and booked into Main Jail. On June 28, 2019 The suspect wife called to report domestic violence. An investigation revealed the wife was actually the dominant aggressor towards her husband during a verbal argument where the wife pushed the husband leaving a scratch on his neck. The wife was arrested and booked into Main Jail. 11. Subject: Report by the City of Cupertino Recommended Action: Receive report by the City of Cupertino staff liaison Ms. Francavilla shared with the group the proposed budget for the new fiscal year of 2020. Also, Ms. Francavilla displayed the flyer for the Safety Forum and shared the flyer with the group. The commission discussed a few changes. The Safety Forum has a tentative date of October 11, 2019. 12. Subject: Commissions Report Recommended Action: Receive Commissioners’ Report Commissioner McCoy reported on the 4th of July Event. Commissioner McCoy would like for the commission to consider writing a thank you letter to all Fire and Sheriff’s staff that worked the event. The glow bracelets were all handed out to the community. The event was a complete success with a large turnout. Commissioner McCoy suggested that for next year’s event the amount of bracelets be increased. Captain Urena added that this was a great event to see how all agencies and groups of volunteers come together and make this event possible.
