CALL TO ORDER
Commission Chair McCoy called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:05pm on Thursday June 13, 2019 in the Cupertino City Hall,
Conference Room A,located at 10300 Torre Avenue, Cupertino, California 95014.

2. Subject: Participation in AlertSCC and Pulse Point Including Migration Progress from
Cupertino Alert System to AlertSCC (Huang/McCoy)
Recommended Action: Discuss AlertSCC sign ups
No update, deferred to next meeting.
Commissioner McCoy discussed safety glow sticks disseminated by the Sheriff's Office last
year during the 4th of July fireworks event and facilitated discussion amongst the
Commissioners. Captain Urena shared that the safety glow sticks help see people during
darkness and provided a good safety measure. The Commission discussed ways in which
the safety glow sticks could be disseminated to residents as an incentive to sign-up for
AlertSCC. Commissioner McCoy agreed that handing a safety glow stick with information
on how to sign-up for AlertSCC would be easy to manager and accomplish the objective of
bringing awareness to AlertSCC.
The Commissioners agreed to purchase the safety glow sticks and hand them out at the
Annual 4f of July Event. Each safety glow stick will be handed out with an AlertSCC
information card.
Commissioner McCoy motioned to purchase 2,000 glow sticks; Commissioner Chao
seconded the motion; Ayes: McCoy, Sahai, Nellore, Chao. Noes: None. Abstain: None.

3. Subject: Public Safety Education and Outreach
a. Public Safety Forum (McCoy/Huang)
b. Senior Safety Forums with focus on mental health(Sahai)
c. Potential distracted driving campaign with Bike-Ped Commission (Nellore)
d. FY 18-19 Work plan proposals for future forums/workshops

Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Commissioner McCoy spoke about the upcoming Safety Forum which will be held on
October 11,2019. The TIIC Commission spoke with Commissioner McCoy in hopes the event
will include a presentation on Cyber Security and the partner with TIIC. Commission Chao
would like to also include a presentation on scams. Commissioner Chao also shared that the
Teen Commission may be considering presenting information on traffic and vaping; 1
however, these topics have not been confirmed.

Commissioner McCoy suggested that each commissioner bring their top three topics for the
Safety Forum to the next meeting so that they can make a decision for the agenda.
Commissioner Sahai gave an update that the proposed dates to hold the next safety forum 1
will be on August 9th or August 16th in the morning around 10:30am. Confirmation as to the
date and location will be discussed at the next meeting.
No update on distracted driving.
Commissioner Nellore reported he provided the welcome draft letter to Ms. Francavilla for
review and final approval. The commission decided as a group that the draft letter is a good
idea and to move forward with consideration.

Commissioner Chair McCoy would like to move forward in sending the draft letter to the
City Manager for consideration.

5. Subject: Discuss the City of Cupertino Annex to the Santa Clara County Commm-tity Wildfire
Protection Plan
Recommended Action: Recommended that City of Cupertino adopt the resolution to adopt
the City of Cupertino Annex to the Santa Clara County Community Wildfire Protection Plan
as the City of Cupertino's Community Wildfire Protection Plan
Ms. Francavilla provided a presentation on the Community Wildfire Protection Plan for
Cupertino. The plan will enhance safety for residents and lessen the effect of a disaster within
the city limits. She answered questions and provided an overview. Deputy Fire Chief Glass
also gave the Commission a brief overview of the plan from his perspective. Ms. Francavilla
hopes the Commission will vote to have City Council adopt the plan.
The commission has agreed that the adoption of the Community Wildfire Protection Plan
would benefit the city if a disaster were to happen.
Commissioner Chao motioned to propose the Community Wildfire Protection Plan move
forward and be adopted by City Council; Commissioner Sahai seconded the motion; Ayes:
McCoy, Sahai, Chao. Noes: None. Abstain: None. Absent: Huang, Nellore.
6. Subject: Domestic Violence and Teen Stress link recommendations for PSC website
Recommended Action:Review and provide recommendation to add links to PSC website
Ms. Francavilla shared that they cannot add individual website links on the Public Safety
Commission website,but will follow up with Mr.Babcock for a final response.
7. Subject: Discuss recommendations for future work program items for upcoming fiscal year
Recommended Action: Provide recommendations for work program for upcoming fiscal
year for department consideration

8. Subject: Future Agenda Items
Recommended Action: Discuss Future Agenda Items
Commissioner Sahai is working with school teens and they have received approval from the
school to raise awareness on Hepatitis B.
Commissioner Sahai would like to propose the Commission add an Agenda Item titled
Hepatitis B Awareness/Discussion for the next meeting.

9. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive Report by the Santa Clara County Fire District liaison
Deputy Fire Chief Glass reported that during the month of May there was no fire loss. Also
during the month of May they had 322 calls for service out of which only 7 were fire calls.
Deputy Fire Chief Glass reported that all the calls for service met their response times. He
also shared that they held six Community Education Events and had about 243 attendees.
Lastly, Deputy Fire Chief Glass gave a brief overview of the new fire rigs that have been
purchased and will be stored and used in Cupertino.
10. Subject: Report by the Santa Clara County Sheriffs Office
Recommended Action:Receive Report by the Santa Clara County Sheriff s Office liaison
Captain Urena gave report on calls for service during the month of May. During the month
of May not all calls for service met their target response times and that is mainly due to the
amount of traffic. Specifically, Priority 1 calls had an average time of 5.59 minutes but the
average should have been 5 or under. Also during the month of May there were 806 calls for
service.
Captain Urena gave a brief overview regarding the one robbery that took 1 p g g g ry pace during the
month of May. Also there has been an increase in vehicle burglaries in which there were 43
for the month.

Captain Urena spoke about a domestic disturbance incident. He said a female victim called
to report that her boyfriend hit her. An investigation revealed the boyfriend battered the
girlfriend. The victim sustained a laceration to her forehead and redness to her neck. The
Suspect was arrested and booked into Main Jail.
11. Subject: Report by the City of Cupertino
Recommended Action:Receive report by the City of Cupertino staff liaison
Ms. Francavilla communicated with Mr. Stillman regarding the weekend morning traffic
lights. The lights will go on when it senses that there is a pedestrian at the crosswalk. Also
the 3-D crosswalks are not compliant with State Standards, if they were to be installed, the
city would be liable for any accidents which occurred due to the 3-D crosswalks.
Ms. Francavilla confirmed that she will move forward with the purchase of the safety glow
bracelets for the 4th of July Annual Event. The bracelets will read City of Cupertino.

Ms. Francavilla received direction in regards to how much time a Commissioner can speak
on an item while visiting another Commission. Generally,Commissioners would be allotted
three minutes of speaking time, however, more time can be allowed as it is the discretion of
the Chair. If the item is added to the agenda then they would be given a total of ten minutes
of speaking time.
Lastly, Ms. Francavilla spoke about the upcoming Preparedness Fair which will be held on
Saturday June 22, 2019 from 10am-3pm. The Public Safety Commission will be hosting a
booth and promoting AlertSCC as well as County Fire and the Sheriff's Office.
12. Subject: Commissions Report
Recommended Action:Receive Commissioners' Report
Commissioner McCoy attended the Public Works Day sponsored by the city of Cupertino.
He also attended the Mayor's meeting and the welcoming ceremony for the new City
Manager.
Commissioner Chao asked if Ms. Francavilla could help with drafting the flyer for the Safety
Forum presentation that will be held on August 9, 2019. Commissioner Chao will include
Commissioner Sahai as well so that the three can work together on the flyer.
