Discussion of the City Council Work Program Item “Library Community Room Addition”. Consider Immediate Action to Show Support for the Addition of a Community Room Inside the Cupertino Library. Receive Update from the Cupertino Library Foundation, as Available. Henry Sang, from the Cupertino Library Foundation, presented information about the project. Commissioner Wang motioned to assign the following Commissioners as representatives to the foundation working group: Vice Chair Wo and Commissioner Pan, with Commissioners Wang and Vasanth as 1st and 2nd alternatives respectively. Commissioner Vasanth seconded. Motion passed unanimously. Chair Crabtree moved item number 6 to next item on the agenda. Page 6 NEW BUSINESS 6. Discussion of Environmental Factors, Such as Seating, Noise Level, Tutoring Activity, Affecting Patron Satisfaction and Library Use. Update on the Plan to Redesign Seating and Study Spaces The Chair suggested revisiting this item at the July meeting. Commissioners were asked to review the “Behavior Standards” of Cupertino Library and other public libraries and to bring their edits or re-wording of the Standards to the July meeting. These edits may be presented by the Commissioners to the JPA Board meeting in October. OLD BUSINESS 3. Discussion of a Marketing Plan and Scheduling of Outreach Events to Promote the Tri-Annual Library Survey. The Survey Opened on 5/22/2019. Follow Up with Library District Staff to Learn To-date Participation Numbers, if Available. Determine if Individual Efforts to Promote the Survey are Sufficient OR if Organized Outreach is Necessary to Boost the Pariticpant Total to the Preferred Target Number. Current numbers already exceeding what occurred 3 years ago. 826 respondents already. 4. Receive Update on the Current Process Library Staff Follows to Reserve Community Hall For Library Programming and Recommendations for Improvement. As of 5/1/2019, the Library District Had Stopped Booking Library Programs at Community Hall Due to Unacceptable Terms Identified in the Indemnity Portion of the Reservation Application. Consider Actions to Show Support for an Efficient and Unambiguous Reservation Process that Ensures Timely Conformation of Each Priority Use of Community Hall by the Library. Postponed 5. CITY OF CUPERTINO Printed on 7/9/2019Page 1 of 1 powered by Legistar™ Page 11 Behavior Standards For the safety of library patrons and staff and to create an environment conducive to the enjoyment of the library’s services, facilities, and collections by all visitors, the Santa Clara County Library District has established behavior standards. FOR THE SAFETY AND COMFORT OF ALL:  Please be courteous and respectful of your fellow patrons and library staff.  Eat or drink in designated areas only. Lidded beverage containers are permitted throughout the library.  Follow instructions from library staff members, including instructions to leave the library.  Wear shirts and shoes at all times.  Comply with the library’s Internet Policy.  The library welcomes service animals, as defined by federal and state law. Anyone who interferes with, harasses or obstructs a service animal is in violation of the Behavior Policy, and can be asked to cease their behavior or to leave the library. Leashed therapy and emotional support animals may be allowed at the discretion of the in-charge librarian. In the event that the library has been designated a cooling center, pets may be allowed. If any animal's behavior falls outside the Library's Behavior Policy, the animal will not be allowed, e.g. barking or disruptive behavior.  Park cycles outside.  Library staff cannot act in place of parents or caregivers, although staff will enforce the Behavior Standards with patrons of all ages.  Use of study rooms, Children’s Room, and Teen area may be restricted by age to keep the library welcoming and comfortable for minors. PROHIBITED ACTIVITIES INCLUDE:  Any activity prohibited by federal, state, or local laws  Bathing, shaving, laundering, or other inappropriate uses of restrooms  Blocking entrances, aisles, stairs, doorways, or other traffic areas  Bullying, intimidation, or fighting  Defacing, damaging, or destroying library property, equipment, materials, or facilities  Entering restricted areas without permission  Following, stalking, or harassment of others, including leering, prolonged staring, and photographing or video recording patrons of any age against their wishes Page 12  Hygiene conditions that create a public nuisance, including strong, pervasive odor that interferes with others’ use of the library  Intoxication  Loud, angry, disruptive, obscene, or abusive voices, language, gestures, or activities. Cell phone use is not prohibited, but the use of loud, angry, disruptive, obscene, or abusive voices or language while on a cell phone will be considered a violation  Placing feet on furniture other than footstools, except as needed to accommodate a disability  Possession of dangerous weapons  Running or throwing objects  Selling or soliciting inside the library  Smoking, including electronic cigarettes  Using skateboards, skates, cycles, or scooters other than mobility scooters FAILURE TO ABIDE BY THESE BEHAVIOR STANDARDS WILL RESULT IN THE FOLLOWING ACTIONS.  Persons who are observed acting inappropriately will be told to stop. Usually one warning is given before an individual is asked to leave the library. Depending on the frequency and severity of violations, individuals may be suspended from using the library for time frames ranging from one day to one year. Severe violations may result in immediate suspension of library privileges for up to one year. The librarian in charge at any library shall have the authority to determine whether a violation of this policy has occurred and whether a suspension is appropriate.  Any suspension from the Library will require a meeting with the Community Librarian or his or her designee and a commitment to adhere to these behavior guidelines before an individual’s library privileges are restored.  Patrons suspended from any Santa Clara County Library District library may not use any other Santa Clara County Library District libraries during their suspensions.  Parents or caregivers may be contacted if a minor’s library privileges are suspended. Severe behavior problems may result in a requirement that a minor be accompanied by an adult.  The librarian in charge may call local law enforcement to provide assistance in enforcing the behavior policy. Illegal activity in the library may result in arrest and/or prosecution in addition to suspension of library privileges. Patrons who return to the Library before a suspension has ended may be charged with trespassing. CITY OF CUPERTINO Printed on 7/9/2019Page 1 of 1 powered by Legistar™ Page 22 SCCLD Patron Satisfaction Survey Post-Survey Implementation Memo Survey Respondent Summary:  In total 7,154 respondents completed the 2019 SCCLD Patron Satisfaction Survey1.  There was a 111% increase in respondents from the previous round of Patron Satisfaction Survey data collection in 2016.  This increase is largely attributable to marketing and outreach strategies such as staff community outreach, Commissioner and Friends engagement, sending an email to all current library cardholders, promoting on the homepage of the website, an alert message on the website, issuing a news release, inclusion in the monthly newsletter, flyers (in multiple languages), posters, digital signage, bookmarks in holds materials, bookmarks at public PCs and self-check machines, social media, announcements at programs, ESL conversation club engagement, community partner promotion, Santa Clara County website homepage plus county social media, and more.  Library Commissions were intentionally engaged to support promotion to ESL/ELL library patrons, and these groups expressed their interest in supporting the survey outreach effort.  There were 6,633 surveys completed online compared to 521 surveys completed on paper. One involved 10 patrons from the north county community libraries and one involved 10 patrons from the south county community libraries.  The survey content was informed by the focus group and provides more generalizable information on demographics, how patrons use the library, facilities, overall satisfaction, electronic services, collections and access.  The survey findings will constitute the majority of the final report Harder+Company Community Research will delivery to SCCLD at the end of August 2019. Next steps:  Harder+Company Community Research is now analyzing the data from the survey. A preliminary data book of findings will be presented to library leadership on August 5th.  A written final report will be developed based on feedback to the databook presentation. The report will provide key takeaways and recommendations for improving services.  The third and final component of data collection will be the implementation of two programmatic data trackers – one at the reference desks in place of the quarterly tally and one at the accounts desks.  Tracker data will be used to identify the types of requests that patrons are making, the timing of those requests throughout the day and the nature of staff responses. This data will be used to learn about the needs facing staff at each community library location and understand how to better support them. Stay tuned for more information about theses trackers!
