PLANNING COMMISSION MEETING
APPROVED MINUTES, May 14, 2019
PLEDGE OF ALLEGIANCE
At 6:45 p.m Chairperson Wang called to order the regular Planning Commission meeting in the
Cupertino Community Hall Council Chambers, 10350 Torre Avenue, Cupertino, CA. and led
the Pledge of Allegiance.
ROLL CALL
Present: Chairperson R Wang, Vice Chair Vikram Saxena, Commissioners Kitty Moore, David
Fung, Alan Takahashi. Absent: None
APPROVAL OF MINUTES
1. Subject: Draft Minutes of April 23, 2019.
Recommended Action: Approve or modify the Draft Minutes of April 23, 2019
Moved by Fung and seconded by Saxena to: "Approve the minutes". The motion carried 4-
0-1 (Moore abstained).
POSTPONEMENTS/REMOVAL FROM CALENDAR: None
ORAL COMMUNICATIONS:
Jennifer Griffin spoke regarding proposed housing bills SB50 and SB350
Mrs. Huang spoke regarding her Code Enforcement case for a backyard shed
Janet Van Zoeren spoke regarding the organization, Housing Choices
Lisa Warren spoke in support of the work Housing Choices is doing
WRITTEN COMMUNICATIONS:
A document was provided entitled "What does Housing Choices Do?" during Oral
Communications. Two emails were received regarding item 2.
CONSENT CALENDAR: None
PUBLIC MEETINGS: None
OLD BUSINESS:
2. Subject: Study Session to create a list of objective standards topics as suggested by the
Planning Commission and the public.
Recommended Action: conduct study session to prioritize a list for consideration
The Planning Commission discussed the topics that have been received and provided
additional. Additional topics were also received by members of the public via email.
Chair Wang opened the public comment period and the following individual(s) spoke:

Chair Wang closed the public comment period.
The Planning Commissioners continued the discussion regarding the objective standards topics
presented.
Chair Wang directed Staff to extend the deadline for input by the public to Friday and asked
that something be put on the City's website alerting members of the public of the opportunity
to provide comments and suggestions.
NEW BUSINESS:
3. Subject: General overview by Staff of the process for altering Easements
Recommended Action: receive information
The Planning Commission received information from City Engineer, Chad Mosley; the
definition of an easement, their purpose, and the ways in which an easement can be altered.

Chair Wang thanked the City's Engineer for his time.
REPORT OF THE DIRECTOR OF COMMUNITY DEVELOPMENT: None
REPORT OF THE PLANNING COMMISSION:
Commissioners Fung and Commissioner Moore mentioned the various public meetings they
have attended. Chair Wang encouraged the public to review the new housing legislation being
proposed by the State.
ADJOURNMENT:
The meeting was adjourned at 8:35 pm to the next regular Planning Commission meeting on
May 28, 2019 at 6:45 p.m.
