CUPEI\1INO PARKS AND RECREATION ADMINISTRATION DIRECTOR'S REPORT TO THE CUPERTINO PARKS AND RECREATION COMMISSION Agenda Date: May 5, 2005 Item 6.A.: Access to Stevens Creek Corridor Park On March IS, the City Council moved that the Stevens Creek Trail would be a multiuse trail and run the length of Stevens Creek Corridor Park between Stevens Creek Boulevard and McClellan Road. Councilmembers also opined that they would like to reduce automobile traffic into the park. The Commission's goal for the meeting is to take public testimony and make recommendations regarding bike and pedestrian access points to Stevens Creek Corridor Park. Councilmember Sandoval asked us to evaluate whether or not charging a parking fee would further the goals of: · Encouraging walkability · Discouraging auto use The major staging/access points to Stevens Creek Corridor Park have been identified on: · Stevens Creek Boulevard · McClellan Road, and · The Blackberry Farm entrance on San Fernando Three other areas are proposed to be developed for strictly neighborhood bike/pedestrian access. Dean Court _ the Meadows of Cupertino Homeowners' Association owns the common space and roads within the Meadows of Cupertino. One of the streets, Dean Court, abuts the decorative iron gate adjacent to the Stocklmeir property. This gate could be modified to provide excellent access to the creek corridor for the residents ofthe Meadows of Cupertino and adjacent neighborhoods, if they so chose. Jana So kale has had experience in developing gates with cardkey systems that limit access. Since this is private property, such a gate may be appropriate. Three of the attached diagrams show the usefulness of a Dean Court access. Please note: the circles show a 112 mile and y,. mile distance from the proposed access point. Scenic Circle - Access to Blackberry Farm from Scenic Circle has historically been provided through a gate in the chain link fence that surrounds the park. Visitors entering the park from this location use the pedestrian bridge at Fallen Leaf Picnic Grove to cross the creek. The current park plans call for closing the Fallen Leaf Picnic Area and restoring the site with native riparian and upland plantings. The pedestrian bridge at Fallen Leaf may be demolished. If trail access is desired from Scenic Circle, a short trail segment could be designed with native plantings and the existing Printed on Recycled Paper Director's Report to Parks and Recreation Commission May 5, 2005 Page 2 of2 pedestrian bridge could be retained for crossing the creek to reach the trail on the east bank. There are also three diagrams showing neighborhood accesses from Scenic attached. San Fernando Avenue - There are challenges associated with bringing pedestrians and bikes into the Corridor while Blackberry Farm Picnic Grounds is open. With some slight redesign of the golf course, it will be possible to achieve this connection. Cost - Developing each of these access points will increase the cost of the project; however, as the attached maps illustrate, they provide convenient access to the park for surrounding neighbors. After we have determined which ofthese access points should be developed, we can work out the details and estimate the cost to construct them. Parking Fee - At the March 15,2005, Council meeting, Councilmember Sandoval asked that we consider charging a parking fee for Stevens Creek Corridor Park to discourage automobile use of the Corridor. I have reviewed the files from the Stevens Creek Trail Task Force; a major concern for property owners surrounding the Corridor is that parking will spill into their neighborhoods. Staff does not recommend that a parking fee be instituted at this time in light of the neighborhood access points we are endeavoring to develop.
