PSC 11-08-2018CALL TO ORDER CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday November 8, 2018, 6:00 p.m. Cupertino City Hall, Conference Room A Vice Commissioner Chair McCoy called to order this regular meeting of the Cupertino Public Safety Commission at approximately 6:27 pm on Thursday, November 8, 2018 in the Cupertino City Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014. Subject: Approve the October 11, 2018 Minutes Recommended Action: Approval of the October 11, 2018 Minutes Commissioner Nellore motioned to approve the minutes of the October 11, 2018 meeting; Commissioner Sahai seconded the motion; Ayes: McCoy, Nellore, Sahai. Noes: None. Abstain: None. Absent: Huang, Chao. Public Safety C01mnission Minutes November 8 , 2018 ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Participation in AlertSCC and Pulse Point including migration progress from Cupertino Alert System to AlertSCC (Huang/McCoy) Recommended Action: Discuss AlertSCC sign ups Deferred the discussion ru1til the next meeting. 3. Subject: Public Safety Education and Outreach a. Debrief Public Safety Forum on October 26, 2018 (McCoy) b. Senior Safety Forums with Focus on mental health (Sahai) c. Potential distracted driving campaign with Bike-Ped Commission (Nellore) d . FY 18-19 Work plan proposals for future forum/workshops Welcome Package to connect new residents to Neighborhood Watch and Block Leaders programs Recommended Action: Receive updated reports and discuss proposals for fuhire forums/workshops Deferred the discussion ru1til the next meeting. 4. Subject: Evaluation of Commission Efficiency and Communications Recommended Action: Receive Report by Deputy City Manager and provide Feedback Staff Report A-Rosenberg's Rules of Order B-Rosenberg's Rules of Order at a Glance C-Robert's Rules of Order at a Glance D-Parliamentary Procedure at a Glance-Sturgis E-Parliamentary Procedures in Other Cities F-Code of Ethics and Conduct for Elected and Appointed Officials Deferred the discussion until the next meeting. 2 Public Safety Commission Minutes NEW BUSINESS 5. Subject: Presentation on Hepatitis by Manta Vista Student Recommended Action: Receive Presentation Deferred to the next meeting. November 8, 2018 6. Subject: Pedestrian and Bicycle Accident Analysis by Walk-Bike Cupertino Recommended Action: Receive Presentation Ms. Jemufer Shearin, Cupertino Bicycle Pedestrian Commission Chair, provided a presentation to the commission. The report consisted of data related to bicycle/pedestrian vs. auto collisions from late 2014 to spring 2018. One significant take-away from the data was the lack of reporting of minor collisions and injuries. This lack of reporting may be as a result of residents feeling that the collision is not significant and therefore no need to involve the authorities. The data also shows that there has been one fatal accident and one major injury accident. 7. Subject: Fuh1re Agenda Items Recommended Action: Discuss Future Agenda Items None STAFF AND COMMISSION REPORTS 8 . Subject: Report by Santa Clara County Fire District Recommended Action: Receive Report by Santa Clara C0tmty Fire District Fire Chief Glass showed the group a presentation on the data for calls for service for the month of October. Fire Chief Glass went on to report that all calls met their response times . For the month of October there were eleven fires of which one was a major fire at a marijuana grow that caused a fire loss of approximately $2,000. 9. Subject: Report by The Santa Clara County Sheriff's Office Recommended Action: Receive Report by The Santa Clara Cmmty Sheriff's Office Deferred to the next meeting. 10. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino staff liaison 3 Public Safety Commission Minutes November 8, 2018 Deputy City Manager Guzman requested Commissioners read a Memoran.dum provided to them related to Commissions and provide any feedback or questions via email. The topic was subsequently deferred to the next meeting. 11.
