PSC 10-11-2018CALL TO ORDER CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday October 11, 2018, 6:00 p.m. Cupertino City Hall, Conference Room A Commissioner Huang called to order this regular meeting of the Cupertino Public Safety Commission at approximately 6:07 pm on Thursday, October 11, 2018 in the Cupertino City Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014. Subject: Approve the September 13, 2018 Minutes Recommended Action: Approval of the September 13, 2018 Minutes Commissioner McCoy motioned to approve the minutes of the September 13, 2018 meeting; Commissioner Nellore seconded the motion; Ayes: Huang, McCoy, Chao, Nellore, Sahai. Noes: None. Abstain: None. Absent: None. Public Safety Commission Minutes October 11 , 2018 ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Participation in AlertSCC and Pulse Point including migration progress from Cupertino Alert System to AlertSCC (Huang/McCoy) Recommended Action: Discuss AlertSCC sign ups Commissioner Huang shared with the group the updated number of people signed up to receive communication from the city by explaining the following numbers: Nextdoor 15,654 Twitter 4,472 Facebook 3,675 Instagram 690 AlertSCC 1,799 CAS/ Alert 1,653 Commissioner McCoy did not have an update on Pulse Point. 3. Subject: Public Safety Education and Outreach; a) Debrief car seat safety event on September 29th 10am-12pm (Chao) b) Senior Safety Forums with focus on mental health (Sahai) c) Potential distracted driving campaign with Bike-Ped Commission (Nellore) d) Public Safety Forum on October 26 , 2018 from 7-9pm at Community Hall (McCoy) e) FY 18-19 Work plan proposals for future forums/workshops -Welcome Package to connect new residents to Neighborhood Watch and Block Leaders Programs Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Commissioner Chao reported back on the Car Seat event. 23 families arrived and participated in the event and unfortunately due to some late arrivals, she had to h1m some folks away. She believes having an additional technician would have helped speed the process as many families arrived at the same time. Commissioner McCoy suggested for a future event, have a planned direction for the car flow as well as sponsoring the event during a later part of the day as many families arrived toward the end. Commissioner Chao thanked Captain Urena for staying after the event to help pack up. 2 Public Safety Cmmnission Minutes October 11 , 2018 Commissioner Sahai is exploring hosting some type of Mental Health Awareness for Seniors in December. Srnmy View Senior Center had not responded to her email yet. Commissioner Sahai shared with the group the suggested presentation titled "Depression in Seniors". Commissioner Nellore asked if there is a list of cormselors that provide services. Captain Urena will share some of the Cmmty resources that are offered. Ms. Guzman inquired about the audience that will be attending this forum and agreed to talk with Commissioner Sahai to ensure that the audience members receive expert advice and education from professionals in the field. Commissioner Nellore went on to report that he has shared some information with Julhi and she will be sending a presentation to the Teen Commission. Commissioner Nellore also met with a cotmcilmember who shared some concerns with bike safety. Commissioner Nellore will follow up with the Bike Commission Chair and discuss the concerns. Ms . Guzman suggested Commissioner Nellore can offer Bike Commission Chair to attend one of our meetings. Also Commissioner McCoy has received concerns of parents stopping their cars in the bike lanes and dropping off their kids causing safety situations. Commissioner McCoy shared that he will be attending the Bike Ped Fall Festival on October 27 1h from 9:30am-12pm. Commissioner McCoy spoke with Mr. Kalu about the Outreach Plan, and would like to give thanks for the flyer that was made. Ms. Guzman also added that it currently is one of the banners on the Cities website. Commissioner McCoy would like emails be sent out to Citizen Groups, Block Leaders and Neighborhood Watch Groups. Commissioner Huang shared that food has been ordered and will be provided at the Forum but drinks still need to be finalized. Ms. Guzman added that Ms. Veronica Troung will also be attending the Public Safety Forum with the topic of Domestic Violence . Commissioner Chao also added that teens from the Teen Commission will also be attending with the topic of Distracted Driving. Commissioner Nellore also requested that Captain Urena highlight on Law-ttes. 4. Subject: Promotional items for crime prevention efforts Recommended Action: Updated in purchase of crime prevention promotional items Ms. Guzman shared that the crime prevention items have been ordered and should be arriving this month before the Safety Forum. NEW BUSINESS 3 Public Safety Commission Minutes 5. Subject: Fuhue Agenda Items Recommended: Discuss Fuhue Agenda Items October 11, 2018 Commissioner Sahai expressed that two sh1dents from Manta Vista High School are interested in raising awareness on Hepatitis Band may stop by at the next meeting. STAFF AND COMMISSION REPORTS 6. Subject: Report by Santa Clara County Fire District Recommended Action: Receive Report by Santa Clara County Fire District Fire Chief Glass went on to share with the group a presentation that outlines the calls for service during the month of September. It also showed the types of calls that were responded too. During the month of September all calls met response times with the exception of one that was out in the rural area. Fire loss is also down. For the month of September there were 297 calls for service. The Fire Department is also conducting more public events, with 15 events during the month of September which include visits to schools, Touch-A-Truck, and visits to the actual fire stations. 7. Stibject: Report by The Santa Clara County Sheriff's Office Recommended Action: Receive Report by The Santa Clara County Sheriff's Office Captain Urena went on to share that for the month of September there were 7 priority one calls, 265 priority two calls, 413 priority three calls in which all met the response times. There were zero robbery calls, 7 residential burglaries, 3 commercial burglaries, 17 vehicle burglaries, 5 grand theft, 2 auto theft, 3 vandalism, 11 identity theft, 4 domestic violence, 5 simple and aggravated assault, 1 sex crimes. Captain Urena also went onto report patrol and traffic related stats for the month of September. There were 267 moving violations, 51 speeding violations, 410 other citations, 4 DUI's, 9 injury accidents, 42 property damage accidents, and zero DUI accidents. Captain Urena explained the domestic violence incidents that occurred during the month of September: On September 9, 2018 Deputies responded to a disturbance reported by personnel at Apple on Infinite Loop on report of a male and female fighting inside a vehicle. An investigation revealed the male suspect slapped the female victim on the face two to three times . The victim complained of 4 Public Safety Cmmnission Minutes October 11 , 2018 minor pain, but declined medical attention. The suspect was arrested and booked into Main Jail. On September 17, 2018 A hospital nurse reported a disturbance between the female victim/patient and her husband. An investigation revealed the suspect prevented the victim from leaving her bedroom during an argument and also took the victim's car keys, cellular phone, credit cards and driver's license in an attempt to prevent the victim from leaving the house and calling 9-1-1. The suspect took the keys from the victim forcefully causing the victim a sprained finger. The suspect was arrested and booked into Main Jail. On September 17, 2018 Deputies responded to the Whole Foods parking lot where the victim reported her ex- boyfriend/suspect pinned her against a car. The victim met the suspect there to get her cellular phone and wallet back from the suspect, who took it from the victim the night before during an argument. The suspect brought both items, but threw the victim's cellular phone on the phone. The suspect was arrested and booked into Main Jail. On September 24, 2018 The victim's mother called to report her daughter's live-in boyfriend was beating up her daughter. The mom stated the boyfriend has pushed, hit and slapped the victim previously, although she has never actually observed any physical battery, but alleges the victim has told her of the incidents. The case will be submitted to the District Attorney's Office for complaint review. 8. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino staff liaison Ms. Guzman went onto share that there will be a follow up meeting with the Council on Monday November 5, 2018. Ms. Guzman will be sending the flyer for the Safety Forum to CERT and follow up with the setup of the room for the event. Also, will be inquiring on the drinks for the Forum. 9. Subject: .Commissioners Reports Recommended Action: Receive Commissioner's Reports Commissioner McCoy attended two Mayor's Meetings on which he expressed interest in working with the Fine Arts Commission. He also informed them about the Safety Forum that we will be hosting.
