MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
September 19 1h, 2018
CUPERTINO
The meeting was called to order at 7:05 p.m.
ROLL CALL:
Present: Jennifer Shearin, Sean Lynn and Erik Lindskog
Staff: David Stillman (Senior Civil Engineer)
Others Present: Cherie Walkowiak (Cupertino SRS coordinator), and Byron Rovegno
(Walk-Bike Cupertino).
1) APPROVAL OF MINUTES
• August 14, 2018 minutes approved with correction of names of attending
persons.
ORAL COMMUNICATIONS
Byron Rovegno informed that (in Walk-Bike Cupertino context) people have been
complaining about lack of bicycle racks in the parks in Cupertino.
WRITTEN COMMUNICATIONS

OLD BUSINESS
2) Cupertino 2016 Bicycle Transportation Plan Implementation Update (Stillman)
Phase A, Stelling Rd to Imperial Ave along McClellan Rd, not including signal work but
bike lane: Construction awarded to Redgwick Construction, -1 .82 million dollars.
Looking to start construction on October 8.
Work at intersections will be done later together with signal work. No land purchases
needed for this project.
Traffic impact will be bad during the construction. Need to get word out to parents and
De Anza College. There will be not much room during construction for neither cars nor
bikes.
Outreach to parents at schools discussed.
David: Flashing signs will be put out.
Affected schools are Lincoln Elementary, Monta Vista High School, Kennedy Middle
School, and De Anza College.
Sean will talk to Lincoln Elementary.
Sean: Many cars are driven Apple employees. Sean suggests contacting Apple.
Regnart Creek: City council approved feasibility study. Authorized staff to continue
with the planning and engineering design and funded the further studies. Water district
communicated in letter that they would not approve of fencing along creek. City staff
met with the water district and discussed fencing. The water district need room for
vehicles. Options being considered.
City will keep an open process with the residents.
Cherie: Students from Homestead involved in environmental studies have expressed
desire to participate in the process.
Trail along I-280: Looking to get approval in November from the City Council. Need to
solve how to go under N Stelling Rd and De Anza Blvd.
Steven's Creek Class IV: In process of being designed.
Erik: Can we review signal phase design for bikes to mitigate reduced passability for
bicyclists?
David: Yes. Also exploring lights that sense bikes coming.
Erik: Can we have the 'bicycle lane jog sideways at the intersections so that cars and
bicycles cross at 90 degrees?
David: Maybe, San Jose will implement such intersections. Will study how they work.
David: Will bring back designs for Steven Creek and McClellan next week.
Carmen Ave Bridge: Finalizing scope of feasibility study. Will be limited to a bridge
feasibility study. Not planning to make it a Steven's Creek trail study. Have done other
studies for crossing under Steven's Creek.
3) 2018 Fall Bike Fest Planning (Stillman/Shearin)
Cherie: Went over plan for last year.
Suggest to add helmet fitting.
Will Walk-Bike Cupertino attend? Will ask Larry.
Suggest to add E-bike demo and cargo bike demo. (Need vendor for the latter.)
Want to add bike decoration.
Calabasas Cyclery will do the bike repairs this year.
Sean: At some earlier event we provided rental bikes. Can we do that again. Cherie will
check.
Jennifer: Can we get food trucks there? Cherie: Maybe but may come with $1000 deposit
to guarantee sales.
Erik: Volunteered for bike blender.
Registration: Jennifer and Gerhard
Helmet fitting: Jennifer to ask Walk-Bike Cupertino
Decoration: Cherie
Rides:
Water stop: David to bring water bottles at Barnhart park.
Chaperones: Jennifer, and someone more needed, Cherie can take one spot, Pete to do
'spandex ride'. Matt may be able to help with Spandex ride.
Ingredients for bike blender drinks to be coordinated between Cherie and Erik.
Will look into using recyclable or maybe better, compostable, cups.
Cherie -Requesting people to bring some tools. Jennifer and others offered to bring
pumps. Erik may bring tools but will be busy with bike blender.
Ride from last year to be reversed.
·concerns for the safety with the ride for the younger riders. Jennifer would want to
avoid/reduce left turns.
Selected the '10.62 mile' route for the spandex ride. Earth day ride from last year,
reversed, for the other ride. Barnhart Park would be good water stop. Jennifer to
propose some modifications. Arrows will be put down.
Cherie provided flyers.
4) Bicycle Pedestrian Commission Workplan (Shearin)
Discussed Annual Workplan for Bicycle Pedestrian Commission.
Jennifer presented a proposal. (Attached).
Discussed BPC page. Jennifer pointed out that Pete would like more background info
on the site.
Sean: Pointed out that we no longer have a link to SRS.
Jennifer proposes to add to work plan to review project plans. David suggests the
commission to review what is written on the project pages and propose modifications.
Erik: Proposing to continue to work on improving bicycle access to schools but also to
work for improvements for bicycle commuters and also maybe influence employers to
facilitate for bicycle commuters.
Jenifer propose David send out her proposal and the Commissioners review and that
we revisit it in the next meeting.
NEW BUSINESS
5) Motion Supporting Requirement for New Development Projects to Install Bike
Racks and Lockers in Convenient Locations (Shearin)
Motion for supporting requirement for new development projects to install bike
racks/lockers in convenient and safe locations passed unanimously.
6) Bubb and Calle de Barcelona Improvements (Stillman/Shearin)
Discussed how to gets kids on bikes and walking across and along Finch. Raised cross
walks, stop signs, and bike path along/on baseball field was proposed.

8) VTA BPAC Report (Lindskog)
Erik was not able to attend this months VTA BPAC meeting due to travel.
9) Public Relations Subcommittee Report (Heller)
Pete not present so no report.
10) Report on Committee Assignments and General Comments
No explicit committee assignments are currently pending but work on the annual
workplan for the committee is in progress. See above.
