BPC 08-14-2018MINUTES MINUTES OF THE SPECIAL MEETING OF THE BICYCLE PEDESTRIAN COMMISSION August 14th, 2018 CUPERTINO The meeting was called to order at 7:07 p.m. ROLL CALL: Present: Jennifer Shearin, Pete Heller, Erik Lindskog, Gerhard Eschelbeck, Sean Lyn joined the meeting at 7:35 City Staff: Jennifer Chu Others Present: Larry Dean, Walk-Bike Cupertino; Emma Shearin APPROVAL OF MINUTES 1. The Commission unanimously approved the July 18, 2018 meeting minutes. POSTPONEMENTS ORAL COMMUNICATIONS Larry Dean highlighted the upcoming City Council meeting on August 21, related to the Regnart Creek trail proposal. WRITTEN COMMUNICATIONS OLD BUSINESS 2. Cupertino 2016 Bicycle Transportation Plan Implementation Update (Chu) • Associate Civil Engineer Jennifer Chu presented an update on the Implementation of the 2016 Bicycle Transportation Plan: • REGNART CREEK TRAIL FEASIBILITY STUDY • Admin draft of study available on project webpage as of last Wednesday. Study going to Council on 8/21/2018. • JUNIPERO SERRA TRAIL FEASIBILITY STUDY • Concluded 4th and last outreach meeting in June. Consultant prepared rough draft of feasibility study. Staff still currently reviewing. • HISTORIC DE ANZA TRAIL FEASIBILITY STUDY • Consultant team in discussions with Union Pacific Railroad (UPRR). City staff outreaching to HOAs, utility providers, and nearby residents to hear comments and concerns. Second open house tentatively scheduled in November to show early concepts based on community input thus far. • CARMEN ROAD BRIDGE FEASIBILITY STUDY • Study would analyze ways to improve bicycle and pedestrian crossing across Stevens Creek Blvd. at Carmen Rd., including the feasibility of a bike/ped bridge. • MCCLELLAN RD CLASS IV BIKE LANES • Design of Phase lA is complete, includes physically separated bike lanes between Imperial Ave. and Stelling Rd. Construction expected to begin in September and will take about 3 months to complete. • STEVENS CREEK BL VD CLASS IV BIKE LANES • Phase 1 includes physically separated bike lanes between Tan tau Ave. and Wolfe Rd., and traffic signal modifications at each intersection to provide bike signal phases that would separate bike thru movements from vehicle right turn movements. Expect design to be completed in November and construction to begin early 2019. • Bicycle Pedestrian Commission recommended to set up an agenda item in one of the upcoming commission meetings to review the three intersections (Wolfe, Finch, Tantau) • BIKE BOULEY ARDS • Phase 1 includes improvements within neighborhoods where outreach is completed. Expect design to be completed in November and construction to begin early 2019. NEW BUSINESS 3. Bicycle and Pedestrian Collision Data (Shearin) • Commissioner Emma Shearin presented her research on Bicycle and Pedestrian Safety in Cupertino. She reviewed Bicycle and Pedestrian collision data from 2014-2017, covering a total of 243 incidents reported during that period. Some of the key findings and the majority of injuries are minor, with the exception of one fatality. The majority of accidents are caused by drivers, and cyclists primarily causing accidents when improperly turning. August and September are the months with the highest reported incident rates - likely related to the start of the school year. 4. 2018 Fall Bike Fest Planning (Shearin) • Commissioner Jennifer Shearin reported the completion of the flyer for the upcoming Fall Bike Fest on October 27. Start/Finish for both the short and long bike rides will be at Cupertino City Hall. Bicycle and Pedestrian commissioners will be joining and supporting the short and long bike rides. 5. Mayor's Meeting Rotation Discussion (Shearin) • Discussion about attending monthly mayor's meeting. Commissioners agreed the current rotation is a good model, but will need to publish the rotation schedule ahead for the next few months. David Stillman will publish upcoming month's rotation to the commission. Bicycle and Pedestrian Commission recommended to set up an ongoing BPC agenda item to report back from the mayor's meeting. Commissioner Gerhard Eschelbeck was attending the August meeting and summarized the mayor's meeting, which included an update of active projects from the 2016 bicycle pedestrian plan including the implementation of class IV at McClellan and Stevens Creek Blvd., the implementation of bike boulevards, and the study of Regnart Creek trail and Junipero Serra trail, as well as UPRR trail. 6. Bicycle Pedestrian Commission Workplan (Shearin) • Jennifer Shearin recommended to develop an annual workplan for the bicycle pedestrian commission, and invited commissioners to provide input about suggested items for the annual workplan. STAFF AND COMMISSION REPORTS 7. Staff Report (Stillman) • Associate Civil Engineer Jennifer Chu reported the Cupertino city council members are invited for an onsite tour of the proposed Regnart Creek trail on Monday, August 20. Jennifer Chu also reported about the grant applications the City of Cupertino has applied for: 1. ATP CYCLE 4 GRANT • Active Transportation Program. Staff submitted application for unfunded portion of SCB Class IV Bike Lanes ($5.4M). 2. VERBS GRANT • Vehicle Emissions Reductions Based at Schools, administered by VT A. Staff submitted 2 applications: McClellan Rd. Class IV Bike Lanes and SCB Class IV Bike Lanes. 8. VTA BP AC Report (Lindskog) • Erik Lindskog reported from the VTA Bicycle and Pedestrian Advisory Committee meeting on August 8, about the Story-Keyes Complete Streets Study, an effort to improve pedestrian and bicyclist safety. 9. Public Relations Subcommittee Report (Heller) • Pete Heller commented on the outreach efforts for the upcoming City Council meeting on August 21, related to the Regnart Creek trail proposal. 10.
