APPLICANT: Denny's Architectural Services ADDRESS: 16420 Valley View Ave. , La Mirada, California 90637 SUBMITTED: October 13, 1976 LOCATION: Northwest corner of the intersection of Stevens Creek Blvd. and Blaney Ave. ACREAGE: 1.19 acres FURTHER FINDINGS: That the conceptual development plan is not compatible with the surrounding neighborhood because of the following reasons: . 1. That the use would increase traffic during the peak hour and other hours of the day that will create undue and unreasonable traffic congestion in the area. 2. That the proposed 24-hour restaurant is incompatible with the neighborhood because of its noise 'factor. 3. That the proposed 24-hour restaurant may result in an increase of incidents ® of socially deviant behavior. NOW, THEREFORE, BE IT RESOLVED : 1 . That the Planning Commission finds that the proposed zone change does not meet all of the following require- ments : !! • a. Encourage the most, appropriate use of land, b . Conserve and stabi,l "ize the value of property, c. Provide for ' adequa,te open spaces for light and air, d. Permit adequate control of fires , e. Promote the health, safety and public welfare, f. Provide for the orlderly development of the City, g.
