CALL TO ORDER
Commissioner Huang called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:03 PM on Thursday, August 9, 2018 in the Cupertino City Hall,
Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014 .

APPROVAL OF MINUTES
1. Subject: Approve the July 12, 2018 Minutes
Recommended Action: Approval of the July 12, 2018 Minutes
Commissioner McCoy motioned to approve the amended minutes of the July 12, 2018
meeting; Commissioner Chao seconded the motion; Ayes: Huang, McCoy, Chao, Nellore.
Noes: None. Abstain: None. Absent: Sahai.

ORAL COMMUNICATION
Darcy Paul spoke about the Keep California Safe initiative. He recommended the
Commission examine the initiative and provide their collective thoughts to a future City
Council meeting. He provided the Commission a handout on the Keep California Safe
Campaign.

OLD BUSINESS
2. Subject: Participation in AlertSCC and Pulse Point including migration progress from
Cupertino Alert System to AlertSCC (Huang/McCoy)
Recommended Action: Discuss Participation in AlertSCC and migration progress of the
Cupertino CAS
Commissioner Huang gave a presentation to the group on the latest stats on the number of
residents signed up with AlertSCC as well as other social media platforms.

Commissioner McCoy did not have an update on Pulse Point.
3. Subject: Public Safety Education and Outreach; a) Discuss Senior Safety Forums (Sahai), b)
Potential distracted driving campaign with Bike-Ped commission (Nellore), c) Connecting
underserved neighborhoods to Neighborhood Watch and Block Leaders Programs (Nellore);
d) Public Safety Forum (McCoy); e) Proposals for future Forum/Workshops
Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai);
receive report on potential distracted driving campaign (Nellore); receive report on
connecting underserved neighborhoods to Neighborhood Watch and Block Leaders
programs (Nellore); receive report on Public Safety Forum (McCoy); Discuss proposals on
future Forums/Workshops .
Commissioner Chao presented the Car Seat flyer to the group. The date of the event has been
changed to Saturday September 29, 2018 from 10am-12pm in the Oaks Shopping Center
parking lot in Cupertino. Santa Clara County Fire and Sheriff's Office will both have
emergency vehicles parked at the event. Also both will be available to have a booth set up at
the event. Commissioner McCoy and Huang will be in touch with Target regarding the
possibility of obtaining car seats as donations.

Commissioner Nellore spoke about creating a flyer to promote the problem of distracted
driving. He also proposed the idea of creating a Welcome Package to all new Cupertino
residents. The package would have safety information as well as city information, such as
the Block Leader and Neighborhood Watch Programs. Deputy City Manager Guzman
recommended working with the Block Leader Program to see if they have anything similar
in place already .
Commissioner McCoy had no update on the upcoming Public Safety Forum.
4. Subject: Consolidation of Commissions
Recommended Action: Debrief Cow1cil study session on consolidation of commissions and
discuss Council direction
Deputy City Manager Guzman debriefed the Commission on the consolidation from the
Council meeting. The Council felt commissions have room for improvements. They will not
be consolidating commissions at this time. The Council would like to obtain a work plan from
each commission so that they have a better understanding.
Commissioner McCoy took a minute and gave a thank you to Deputy City Manager Guzman
for her presentation to the Council on behalf of the Public Safety Commission.
Commissioner Huang also thanked Deputy City Manager Guzman for her report to the
Council.
5. Subject: Letter of appreciation for staff working 4th of July
Recommended: Approve letter of appreciation for staff working 4th of July
Commissioner McCoy presented to the group two letters of appreciation. All came to an
agreement on the content of the letter that will be provided to volunteers and staff who
worked on the 4th of July fireworks event.
NEW BUSINESS
6. Subject: Future Agenda Items
Recommended: Discuss Future Agenda Items
Commissioner McCoy would like to collaborate with the Fine Arts Committee to come up
with a tip flyer that can help remind people not to leave any valuables in their cars. This
would hopefully help reduce the number of vehicle burglaries.

Commissioner McCoy motioned to add the topic to future agendas and Commissioner Chao
seconded the motion.
Commissioner Huang proposed adding an item to approve purchasing light-up whistles that
will promote crime prevention efforts . The cost would be approximately $300.
Proposed Funding for Crime Prevention Awareness.
Commissioner McCoy motioned to approve adding an item to the agenda to fund
promotional items for crime prevention awareness and Commissioner Chao seconded the
motion.
Commissioner Huang also wanted to add Keep California Safe as Mr. Darcy Paul discussed
under public comment. The consensus was not to add the topic until 2019.
Deputy City Manager Guzman spoke about domestic violence resources that can be useful
to the city as an outreach program to anyone that is in need of receiving assistance. She
spoke about having the Commission help with identifying resources that can be shared via
the city website.
Commissioner Huang motioned to approve adding the topic of domestic violence resource
links to the agenda; Commissioner McCoy seconded the motion.
Ms. Guzman asked the commission when they would like to add the proposed agenda items
to the agenda. Commissioner McCoy requested that all new proposals be added to the
agenda at the beginning of 2019, with the exception on promotional items that could be added
before that and vehicle burglary awareness may be added in October or November.
STAFF AND COMMISSION REPORTS
7. Subject: Report by Santa Clara County Fire District
Recommended Action: Receive Report by Santa Clara County Fire District
Fire Chief Justice showed a presentation to the group showing the number of calls and types
of calls for service. For the month July there was only one fire and it was not associated to
fireworks .
There was one $10,000 loss of a structure fire that started from an old bbq pit.
Wild fire season has been very deep this year. Fire Chief Justice handed out a new brochure
called BE READY for a Wild Fire with READY, SET, GO that has been sent out to all the
residents that live near brush.

Deputy Fire Chief Justice aiu1ow1ced Chief Kehmna officially retired as of August 12, 2018.
He also shared with the Commission that he was promoted to Assistant Chief and is w1sure
if he will continue to attend the commission meetings or if someone else will be replacing
him.
8. Subject: Report by The Santa Clara County Sheriff's Office
Recommended Action: Receive Report by The Santa Clara County Sheriff's Office
Captain Urena explained that for the month of July there were 6 priority one calls, 367 priority
two calls, and 185 priority three calls. All calls met response times.
Captain Urena also explained that during the month of July there were three robberies in
which two were related to the Faux Bandit. The other robbery was related to a resident
arriving home only to encounter a suspect who ran up to her and yanked her purse and took
off in an awaiting car.
For the month of July there were 23 residential burglaries, 4 commercial burglaries 6 auto
thefts, 8 vandalism, 4 petty theft, 3 domestic violence, 4 simple aggravated assaults, and 3 sex
crimes.
Captain Urena explained the three domestic violence calls that were for the month July.
On July 8, 2018 at 9:10 AM, a male suspect grabbed and pushed the victim wife during an
argument. The victim did not sustain any injuries and declined an emergency protective
order. The suspect was arrested and booked into Main Jail.
On July 15, 2018 at 6:30 PM, the male suspect got into an argument with the victim wife, and
the victim called 9-1-1 to report that her husband got violent and was throwing things
around. The suspect pushed the victim on the shoulder. The victim did not have any visible
injuries or complaints of pain. The suspect was arrested and booked into Main Jail .
On July 26, 2018 at 2:45 PM, the 78 year old male suspect got into an argument with the 76
year old victim wife. The suspect hit the victim approximately five times on her face, leaving
the victim with bruising. The suspect was arrested and booked into Main Jail .
Captain Urena also passed around to the group a list of community resources for domestic
violence. Some of them are open 24 hours a day seven days a week. Anytime the Sheriff's
office responds to any kind of violent call deputies hand out a resource cards to help
residents. This list of resources may be found online by searching Community Resources for
Domestic Violence Santa Clara County. These resources are county wide.

9. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino staff liaison
Deputy City Manager Guzman announced that the Commissioners dinner was coming up
soon and hopes to see everyone there.
Cuper tino Emergency Services Coordinator Claire Franca.villa reported on updating the
emergency operation plan. There will be an exercise coming up in September called the
Yellow Command.
10. Subject: Commissioners Reports
Recommended Action: Receive Commissioner's Reports
Commissioner McCoy attended the Mayor's meeting . The Teen Commission will be having
a teen only event on September 15, 2018 at Mainstreet in which they will be having a Boba
Tea Event. They will be focusing on Mental Health Wellness.
Commissioner McCoy also explained that Fine Arts are doing a couple of community events
at Rotary and Fall Festivals .
Commissioner McCoy reported on that the TIC is working their smart city plan and it looks
like the 5G network will be coming to Cupertino soon.
