The Planning Commission forwards the following cmr ents to City Council
regarding the subject application:
1) Amenity Sgaoe calculations
The Planning Commission concludes that the proposal to discount
approximately 30,000 sq. ft. of Cafeteria space and 22,500 sq. ft.+
of amenity space embodied in large atriums may be discounted. The
total gross building area is 837,504 sq. ft. and the total area to
be discounted is 52,500 consisting of 30,000 sq. ft. of Cafeteria
space and 22,500 sq. ft. of extraordinary amenity space located in
the atrium. The Planning Commission will forward recommended changes
to the 1985 Amenity Space Calculations Policy during January 1990.
The revised policy will provide better guidance to the applicant and
the City regarding future decisions regarding the calculation of
amenity space.
2) Design (Height and Setbacksl
The Planning Commission generally endorsed the applicant's site plan
and building design including the proposed 15 ft. + floor to ceiling
`. heights which translated to an overall structure height of
approximately 62 ft. from finish grade. However, the ComQmission
suggested that the applicant terrace buildings C and D or remove a
story from said buildings to reduce the potential for privacy
intrusion. The Comiission also considered the option of lowering
the building pad (8 + feet) for the easterly part buildings. The
lowered pad will decrease building mass and reduce potential privacy
intrusion.
The Commission determined that a dense tree planting must be
installed to screen the buildings and to minimize building mass and
provide privacy protection for individuals standing in the rear
yards of the homes which adjoin the development.

3) Traffic
The Planning commission reviewed the traffic report and traffic
irproven=t strategy for the project. The Commission found the
traffic report to be technically cavetent and endorsed the
improvement strategy outlined in the City council report dated
November 6, 1989. The last part of the second paragraph of Condition
1, street Widening, is to be deleted. The section relates to the
need for irrevocable offer of dedication for lands necessary to
conplete the improvement for the Mariani/De Anza intersection
widening. The Planning Ccmaission's recommendation assumes that the
State of California will agree to complete the DeAnza Boulevard
overcrossing widening, which will be locally funded by the developer
and that the City will fund other listed improvements. The
Comaission erhasized the need to link the pace of building
construction to construction of road improvements.
