BPC 04-18-2018MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION April 18 1h, 2018 CUPERTINO The meeting was called to order at 7:05 p.m. ROLL CALL: Present: Jennifer Shearin, Gerhard Eschelbeck, Erik Lindskog Absent: Pete Heller, Sean Lyn Staff: David Stillman (Transportation Manager) Others Present: Julia Miyakawa, Linda Wyckoff, Kathy R. Chole, Benaifer Dasloor, Juliet Shearin (Teen Commissioner), Ben Pacho (SVBC -Silicon Valley Bike Coalition) 1) APPROVAL OF MINUTES • March 21, 2018 minutes approved with correction of names of attending persons. ORAL COMMUNICATIONS Linda Wyckoff commented on the comment collection procedure at the community meeting regarding the trail along Regnart Creek being explored. Concerned that some members of the public could be making a large number of comments. Would like monitoring of the commenting process. Ben Pacho (SVBC): Measure B funding -Education program. SVBC is submitting recommendations and is asking for programs to add funding too. Asking for recommendations for evaluating criteria for SVBC to include in their recommendations for measure B funding. WRITTEN COMMUNICATIONS Written communication regarding the explored trail along Regnart Creek was delivered. OLD BUSINESS 2) Bike to Work Day Planning (Stillman) • Beverages and snack options discussed. • Will check with Sean if he can bring coffee and secure use of the Abundant Life Assembly of God church's parking lot. • David -City to supply tables the night before. Gerhard will be there. • Jennifer to buy some food. Fruit, coffee cake. • Gerhard to bring some water and maybe food remaining from Earth Day. NEW BUSINESS 3) Chair and Vice Chair Election (Stillman) Jennifer Shearin nominated for chair. Gerhard Eschelbeck for vice chair. Vote passed unanimously. 4) Bubb Road Protected Bike Lanes (Stillman) City has received complaints regarding how parents behave when picking up and dropping off students. Considering 4th class separated bike lane along Bubb Road. Separators for buffer zone in front of school where the problems are. Glue down delineators between Hyannisport Drive and Rosario Avenue, ending at the drive way. David recommends delineators. Jennifer and Gerhard like' armadillos'. School supports adding separations. Concerns were raised by member of public about where parents would drop off students. Motion to recommend that staff move forward with providing class IV protection outside the school. David to come back with recommendation of specific treatment. Motion passed unanimously. STAFF AND COMMISSION REPORTS 5) Staff Report (Stillman) • David gave report to City Council. • Public meeting for Regnart trail was held. • David updating the commission on the final status for the Portal bike boulevard. o Recommended speed tables etc. along Portal, from Wheaton to Merritt. o A couple of speed tables. o Remove center feature at Amherst. o Recommend eliminating traffic circle. o Raised cross walk at Amherst. • General discussion about bike boulevard treatments. • Jennifer: Are we tracking speed on streets? David: Yes, but not necessarily all the time. Newer speed measuring devices keeps statistics. • Items for future agendas -Traffic issues on Calle de Barcelona: Jennifer would like to bring up questions about bicycle-car mixing related safety issues and discuss possible treatments. 6) VTA BPAC Report (Lindskog) No report. Erik was not able to attend this month's VTA meeting. 7) Public Relations Subcommittee Report (Heller) No report at this time. Jennifer inquired about the Public Relations Subcommittee. David suggested we discuss this at the next meeting. 8) Report on Committee Assignments and General Comments (Heller) Earth Day: Email from Chelsea from David showing route. Jennifer shared routes.
