Commissioner Huang called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:05p.m. on Thursday, June 14, 2018 in the Cupertino City Hall,
Conference Room A, located at 10300 Torre A venue, Cupertino, California 95014 .

APPROVAL OF MINUTES
1. Subject: Approve the May 10, 2018 Minutes
Recommended Action: Approval of the May 10, 2018 Minutes
Commissioner Chao motioned to approve the minutes of the May 10, 2018 meeting;
Commissioner McCoy seconded the motion; Ayes : Huang, McCoy, Chao. Noes: None.
Abstain: None. Absent: Nellore and Sahai.

ORAL COMMUNICATION
Commissioner Huang informed the Commission of the upcoming Chinese Olympic run on
Sunday July 8, 2018. The flag raising ceremony will start at 8:30 a.m., and they would like to
extend their invitation to the mayor so that he may be part of the ceremony. The organization
will be submitting all necessary paperwork needed to the city . The event will be open to the
public.

OLD BUSINESS
2. Subject: Participation in AlertSCC and Pulse Point including migration progress from
Cupertino Alert System to AlertSCC (Huang/McCoy)
Recommended Action: Discuss Participation in AlertSCC and migration progress of the
Cupertino CAS
Commissioner Huang reported that they have about two hundred new sign-ups to AlertSCC.
He gave specific numbers on residents using social media such as Nextdoor, Twitter,
Facebook, Instagram and CAS/AlertSCC. Commissioner Huang shared with the group he
will be holding a few more presentations on AlertSCC and should help the number of sign-
ups increase . Commissioner Huang would like to have some promotional items made to
hand out at community events to promote AlertSCC if possible. Commissioner Huang
obtains his data from Mr. Brain Babcock and the current data is about a week old.
Commissioner McCoy asked Captain Urena ~ residents were~ notified when the
helicopter was circulating a few days back during an incident and Captain Urena responded
that they do send out notifications if there is a major event but they do not send out
notifications when the event is not a significant incident. He added that he did not want
notifications to become white noise to residents but acknowledged the need to communicate
information as deemed appropriate.
Commissioner McCoy informed the group that he has not been receiving alerts from the
Pulse Point Program unless he logins himself to see what alerts have been posted.
3. Subject: Public Safety Education and Outreach; a) Discuss Senior Safety Forums (Sahai), b)
Potential Transportation Safety Education Program/Pedestrian Crosswalk Safety Campaign
with Bike-Ped commission (Nellore), c) Connecting tmderserved neighborhoods to
Neighborhood Watch and Block Leaders Programs (Nellore); d) Public Safety Forum
(McCoy); e) Proposals for future Forum/Workshops

Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai);
receive report on potential Transportation Safety Education/Pedestrian Crosswalk Safety
campaign in collaboration with Bike-Ped Commission (Nellore); receive report on connecting
tmderserved neighborhoods to Neighborhood Watch and Block Leaders programs (Nellore);
receive report on Public Safety Forum (McCoy); Discuss proposals on future
Forums/Workshops.
No update on Senior Safety Forum from Commissioner Sahai.
Commissioner Chao spoke about an annual child care seat inspection event that will take
place on September 29, 2018 at the Target store on Stevens Creek Blvd in Cupertino. The
event will be held from Sam-noon or until car seats run out. The event is being sponsored by
Senator Beall's office who will be working with CHP. The office is asking for car seat
donations to help the event. They are currently working on flyers to promote the event and
more information will be forthcoming.
Commissioner Huang inquired if County Fire could participate in the event along with CHP.
Commissioner Chao responded that she doesn't see a problem with County Fire but will have
to check. Commissioner Huang also asked Ms. Francavilla if she would be able to contact
Apple in the event that they would like to make a donation. Commissioner Chao added that
in the past, donations have been received from Lucille Packard and CHP. However, the office
always welcomes donations from anyone, since the event is popular and the supply is
limited. Fire Chief Justice adds that this event is very important due to 80% of car seats
installed incorrectly and children get injured. The fire stations do provide car seat inspections
for citizens.
NEW BUSINESS
4. Subject: Demo of One Concern Software
Recommended Action: Discuss One Concern Software
Ms. Francavilla gave the group a presentation on One Concern Software. She went on to
explain that the three different organizations that are critical in disaster preparedness are the
City of Cupertino, CERT, and OES. She explained a limitation where a member of the group
must be signed up to engage in the software and collaborate with others. Ms. Francavilla
will continue to work on the software to see how we can get all three organizations under
one program working efficiently, especially when a disaster incident occurs . It will be great
to be able to use this across the board since it allows one to see schools, pumps, structures,
city buildings, freeways, bridges and all other structures including the Sheriff's Office.
Response and Preparedness shows earthquakes when they occur along with the location and

strength of the earthquake. It also indicates if aid will be needed. This program also gives a
percentage of the population that gets effected by any type of event that should arise. It also
gives stats on buildings that have or have not been retrofitted. Commissioner Huang asked
both Fire Chief Justice and Captain Urena if there was an earthquake larger than an 8.0 what
would be the plan for action. Fire Chief Justice informs the group that they would open up
the bay doors, take out the engines and all equipment, take an inspection of their own
structure and upon completion they would head out and start checking their first due areas.
Captain Urena also informs the group that they would also be busy with calls requiring them
to start prioritizing calls and responding to the critical calls first while collaborating with the
fire department.
Ms . Francavilla completed the presentation and answered questions.
5. Subject: Distracted Driving Proposal(s)
Recommended: Discuss Distracting Driving Proposal(s)
Teen Juhi Mohile gave the commission a presentation on Distracted Driving at Commissioner
Nellore's direction. She explained that the largest distraction is texting while driving. The
majority of fatal accidents were due to distracted drivers . Ms. Mohile would like to spread
awareness with a presentation at different events upon obtaining approval from the Public
Safety Commission. She also would like to give presentations at schools to inform youth
drivers.
Fire Chief Justice inquired about the appropriate age group for this presentation. Ms. Mohile
responded that it would be for all age groups but would like to focus on high school and
college age groups.
Commissioner McCoy agreed that this is a very important topic to spread awareness upon.
Commissioner Huang also agreed that high school aged students would be a great place to
start since they are new drivers and they should be aware of the dangers of driving
distractions. Commissioner McCoy asked Captain Urena if there was a way to find out how
many citations were given for distracted drivers . Captain Urena explained that it may be
possible to find some information as collision forms filled out by deputies due have an area
that captures distracted driving. Commissioners requested Ms. Mohile try and find the stats
for the City of Cupertino and/or Santa Clara County.

7. Subject: Report by Santa Clara County Fire District
Recommended Action: Receive Report by Santa Clara County Fire District
Fire Chief Justice went on to report that the first due rigs all met their response times. For the
month of May there was a zero loss due to fires. All response times for all calls were also met.
During the month of May they had six fires. There was a structure fire loss in the estimated
amount of $800. The fire started in a refrigerator due to a resident putting something hot
inside.
8. Subject: Report by The Santa Clara County Sheriff's Office
Recommended Action: Receive Report by The Santa Clara County Sheriff's Office
Captain Urena went on to report on response times for the month of May. All calls were met
within their times. During the month of May the city had one robbery at Starbucks as a result
of the suspects trying to cash gift cards themselves by reaching into the cash register. The
Starbucks employee was able to scare them off so that they would not take any money,
however, on the way out, one of the suspects forcefully took a mug. Captain Urena also went
onto explain that the vehicle burglaries are still up. He explained that deputies are spending
more time monitoring shopping centers and parking lots to help prevent thefts.
Captain Urena explained the seven domestic violence calls as follows:
On May 2, 2018 at 4:00 PM, deputies responded to a domestic violence call from staff at Kaiser
Hospital. An investigation revealed the male suspect hit the female victim. The victim
declined an emergency protective order and the suspect was arrested and booked into jail.
On May 6, 2018 deputies responded to a report of a domestic disturbance: An investigation
revealed the female suspect threw and struck the male victim with assorted objects and
prevented the victim from leaving their shared residence. The suspect and victim are married
with no children in common. The suspect was arrested and booked into jail.
On May 6, 2018 at 8:26 PM, deputies responded to disturbance calls from multiple neighbors
reporting a couple arguing. An investigation revealed the male suspect and female victim
got into an argument and the suspect used a cricket paddle to knock over furniture and
threatened to strike their child with it. The suspect was arrested and booked into jail.
On May 12, 2018 at 3:14 AM, deputies responded to a disturbance call at a residence. An
investigation revealed that the male suspect and female victim got into an argument and the
suspect pushed the victim causing the victim to fall and get injured. The suspect was arrested
and booked into jail.

On May 14, 2018 at 4:40 PM, deputies responded to a prior domestic violence call from
Campbell PD and met with the parties in Campbell. An investigation revealed the male
suspect and female victim got into an argument at the suspect' s residence and the suspect
pushed and choked the victim. The suspect was arrested and booked into jail.
May 27, 2018 at 10:50 PM, deputies responded to a disturbance call at a residence where the
female victim reported her suspect husband struck her. An investigation revealed the victim
struck the suspect multiple times on the arm with a closed fist, and then the suspect reacted
by striking the victim on the face with a closed fist The suspect was arrested and booked
into jail.
On May 29, 2018 at 5:35 PM, deputies responded to a welfare check request at a residence .
An investigation revealed the female victim and male suspect were in a former dating
relationship and the suspect kicked the victim multiple times, pushed the victim's head down
and tied the victim's arms behind her back with an electrical cord. The suspect remains at
large.
9. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino staff liaison
Deputy City Manager Ms. Guzman has placed the order for shirts for all the Commissioners.
Ms. Guzman also would like to obtain suggestions for meals for the next PSC meeting.
Ms. Francavilla reminded the group that the Preparedness Fair will be next Saturday June
23rd from 10am-3pm at Memorial Park.
10. Subject: Commissioners Reports
Recommended Action: Receive Commissioner's Reports
Commissioner Chao reported that she attended the Mayor's meeting and reported on the
decrease in crime and a zero loss due to fire for the month of April.
No other Commissioners had reports .
