PSC 05-10-2018CALL TO ORDER CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday May 10, 2018, 6:00 p.m. Cupertino City Hall, Conference Room A Commissioner Huang called to order this regular meeting of the Cupertino Public Safety Commission at approximately 6:01 p.m. on Thursday, May 10, 2018 in the Cupertino City Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014. Subject: Approve the April 12, 2018 Minutes Recommended Action: Approval of the April 12, 2018 Minutes Commissioner Chao motioned to approve the minutes of the April 12, 2018 meeting; Commissioner McCoy seconded the motion; Ayes: Huang, McCoy, Chao. Noes: None. Abstain: Nellore and Sahai. Absent: None. Public Safety Commission Minutes May 10 , 2018 ORAL COMMUNICATION Mr. Muny, gave compliments to the Sheriff's Office specifically to Deputy O'Brien. Mr. Muny witnessed citations being issued to bicyclist that are running stops signs. Mr. Muny also spoke about the bicyclists on Saturday mornings being reckless in the area of Terrace and Tierra Bella. Ms. Mohile gave a brief overview of the Transportation Safety Program; she has been working with Commissioner Nellore creating a presentation that will be shared at meetings and schools to raise awareness about distracted drivers. The presentation will also include statistics and a video to get the information out to the community. Motion to add "Distracted Driving Proposal" to the Agenda by Commissioner Nellore for the next Public Safety Meeting, seconded by Commissioner Chao. Commissioner McCoy shared with the committee that he has graduated the Leadership 95104 Program and highly encourages all the commissioners to attend future programs. WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Participation in AlertSCC and Pulse Point including migration progress from Cupertino Alert System to AlertSCC (Huang/McCoy) Recommended Action: Discuss Participation in AlertSCC and migration progress of the Cupertino CAS Commissioner Huang gave a presentation on AlertSCC. Commissioner Huang shared data on how many residents have signed up through social media. NextDoor 14,600, Twitter 4,401, Facebook 3,543, Instagram 539 and CAS/AlertSCC 5,779 + 1,250. He also explained the difference between city residents signing up to AlertSCC and County residents signing up to AlertSCC. Commissioner Huang also presented the group a map with the AlertSCC Opt-In participants which are also available to view on the City's website. Ms. Francavilla explained to the group that they have had an additional 1,532 residents signed up to receive notifications through AlertSCC. Commissioner Huang also shared that there is a pending campaign to get more residents to sign up to AlertSCC. 2 Public Safety Commission Minutes May 10, 2018 Commissioner Chao asked how many sign-ups were obtained for the Neighborhood Watch Program and Block Leader Program after the Voltmteer Fair? Ms . Francavilla responded that she will obtain that information and provide report on those numbers at the next meeting. Commissioner McCoy had nothing to report. 3. Subject: Public Safety Education and Outreach; a) Discuss Senior Safety Forums (Sahai), b) Potential Transportation Safety Education Program/Pedestrian Crosswalk Safety Campaign with Bike-Ped commission (Nellore), c) Connecting underserved neighborhoods to Neighborhood Watch and Block Leaders Programs (Nellore); d) Public Safety Forum (McCoy); e) Proposals for future Forum/Workshops Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai); receive report on potential Transportation Safety Education/Pedestrian Crosswalk Safety campaign in collaboration with Bike-Ped Commission (Nellore); receive report on connecting underserved neighborhoods to Neighborhood Watch and Block Leaders programs (Nellore); receive report on Public Safety Forum (McCoy); Discuss proposals on future Forums/Workshops. Commissioner Sahai explained she has been working on the mental health for senior's presentation that will take place the first week of September and she will have time to market the event. The presentation will take place at the Senior Center. Commissioner Sahai explained that she may need a Mandarin translator for the event, Commissioner Huang responded that he would help. Commissioner McCoy had no update on the Forum. Commissioner Huang shares that he currently has a budget for 100 dinners. Commissioner McCoy would like to consider having a costume contest at the event. Will continue to work on details and will report back as the date approaches. NEW BUSINESS 4. Subject: Food at Public Safety Commissions Meetings Recommended Action: Approve budget for dinner/snacks at Public Safety Commission meetings. Commissioner Huang discussed having food at future Public Safety Meetings. He gave examples of dinners, such as : a regular dinner meal, snacks, sweets, or fruits and drinks. Commissioner McCoy motioned to approve the purchase of food/snacks at future meetings Commissioner Sahai seconded. Ayes: Huang, McCoy, Chao, Nellore, Sahai. Noes : None. Abstain: None. Absent: None. 3 Public Safety Commission Minutes May 10, 2018 The group agreed on a warm meal if possible, with the option of a vegetarian plate and not too much seafood. No allergies mentioned. 5. Subject: Future Agenda Items Recommended: Discuss Future Agenda Items None STAFF AND COMMISSION REPORTS 6. Subject: Report by Santa Clara County Fire District Recommended Action: Receive Report by Santa Clara County Fire District Deputy Fire Chief Justice provided a presentation for fire during the month of April. 98.37% first-due was within its response time. Reliability also met its response time by 100%. He also went on to explain that there was a zero fire loss during the month of April. He also shared with the group a map of the city along with graphs with the types of calls received. Subject: Report by The Santa Clara County Sheriff's Office Recommended Action: Receive Report by The Santa Clara County Sheriff's Office Captain Urena reported on the response time for the month of April. There were six priority 1 calls in which response times were met. There were zero robberies for the month of April. There were six residential burglaries with a steady decline in the amount of residential burglaries. There has been an increase in vehicle burglaries from previous years. In 2016 there were 180, in 2017 there were 298, and in 2018 it is possible that the city may see more than 300. Captain Urena added that there has been an increase number in vehicle burglaries all over the bay area not just in Cupertino. There were also six domestic violence incidents and two sex crimes. In terms of traffic citations, Deputies issued 81 moving violations, 22 speeding violations, 92 other violations, and 3 suspects were arrested for Driving Under the Influence of alcohol and or drugs. Total numbers of collisions were 43 for the month of April. Captain Urena also explained the following domestic violence incidents. April 2, 2018 At 8:16 PM, deputies responded to a disturbance call at Memorial Park on Stevens Creek Boulevard. An investigation revealed the female suspect and male victim share a residence 4 Public Safety Commission Minutes May 10, 2018 and were in a dating relationship for two years on and off with no children in common. Further investigation revealed the suspect scratched and bit the victim. The suspect was arrested and booked into Main Jail. April 3, 2018 Between 7/1/15 and 2/1/16, the female victim alleged the male suspect, who is the victim's husband with no children in common, was verbally and physically abusive towards the victim. The victim alleged the suspect slapped, grabbed, shook and choked the victim on numerous occasions, and prevented the victim from leaving the residence and from calling 9-1-1. The suspect is known and at large and the case has been submitted to the District Attorney's Office for review. April 8, 2018 At 11:08 PM, deputies responded to a domestic violence call from the female victim at a residence. An investigation revealed the male suspect, who is married to the victim with one child in common sharing the same residence, grabbed the victim around her neck causing visible injury. Further investigation revealed the suspect took the victim's cellular phone attempting to prevent her from calling 9-1-1. The victim was granted an emergency protective order and the suspect was arrested and booked into Main Jail. April 14, 2018 At 9:38 PM, deputies responded to a call from a child reporting a physical disturbance between his parents at their residence . An investigation revealed the female suspect, married to the male victim with only one child in common, all sharing the same residence, sprinkled water on and threw a towel at the victim's face, in addition to slamming a laptop on the victim's lap. There were no visible injuries, the victim declined an emergency protective order and the suspect was arrested and booked into Main Jail. April 23, 2018 At 3:21 PM, deputies responded to a call from a witness who reported seeing a male pushing a female while making criminal threats in front of a residence. An investigation revealed the male suspect, who was in a dating relationship for about one year with the female victim, with no children in common and separate residences, hit the victim multiple times. The victim denied the allegations and declined an emergency protective order, and the suspect, who was also in violation of a peaceful restraining order protecting the victim while out on bail for a separate offense, was arrested and booked into Main Jail. April 25, 2018 At 12:49 PM, deputies responded to a disturbance call at a residence. The female suspect, who is married to the male victim and sharing the same residence together with their 10 month old child, punched the victim in the face while holding the child. The victim declined an emergency protective order and the suspect was arrested and booked into Main Jail. 5 Public Safety Commission Minutes May 10 , 2018 7. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino staff liaison On behalf of Deputy City Manager Jacqueline Guzman, Ms. Francavilla provided the commission with the city report as Ms. Guzman is attending a County Gun Safety Meeting. Ms . Francavilla informed the commission of the Saturday Cupertino Wildfire event which is geared towards preparing volunteers for a catastrophic event. Preparedness Fair is moving along, Santa Clara Cotmty Fire, Santa Clara County Sheriff's Office, and City of Cupertino will have a both at the event. Retrofit will also be present so that the community can be informed about the available retrofitting for their homes. Ms . Fancavilla will also continue to send out training reminders to all city staff so that they can stay up to date in case a natural disaster were to arise. Lastly, Ms. Francavilla explained that all city workers are required to be CPR/First Aid trained. As a result, recently, County Fire provided the training to staff, including Mr. Torres who works for Public Works. The next day after Mr. Torres completed the CPR/First Aid course, he was forced to put his training skills into practice in a real life situation as his own son was chocking while at a baseball game. Mr. Torres jumped into action and performed the Heimlich Maneuver, dislodging the item his son was chocking on. 8. Subject: Commissioners Reports Recommended Action: Receive Commissioner's Reports Commissioner McCoy and Sahai attended the Hackathon Event that was held at the Quinlan Community Center. It was an event where teens were able to find ways to deal with different acts of Teen Stress. They both reported that the event was difficult to judge as many great different ideas were showcased. Commissioners McCoy and Chao attended the Volunteer Fair and represented the commission. The event had a great turnout. Commissioner Huang inquired about attending the upcoming Mayor meeting that will take place on the first Wednesday of the month. Commissioner Chao agreed to attend the meeting, which will be held on June 5th at 5:30pm. 6 Public Safety Commission Minutes Mayl0,2018 Commissioner Nellore reported that he will be contacting Mrs. Turini, the city's Neighborhood Watch liaison, to inquire about privacy concerns associated to the program. Specifically, Commissioner Nellore is interested in exploring a possibility of sharing information related to the Neighborhood Watch Program with new residents who move into the city.
