RECREATION COMMISSION
NOTICE IS HEREBY GIVEN that a special meeting of the Cupertino Parks and
Recreation Commission is hereby called for Thursday, May 17, 2017, commencing at 6:30
p.m. at the Quinlan Community Center, Cupertino Room, 10185 North Stelling Road,
Cupertino, CA 95014. Said special meeting shall be for the purpose of conducting
business on the subject matters listed below under the heading, "Special Meeting".

Subject
Citywide Parks and Recreation System Master Plan – Public Input Workshop
Recommended Action
Invite public input on elements of the Citywide Parks Recreation System Master Plan,
including potential park and recreation improvements and concepts for renovation of
Memorial Park, and provide direction.
Background and Discussion
A planning process is underway for Cupertino’s citywide parks, open space and
recreation system. In December 2017, the Parks and Recreation Commission
(“Commission”) reviewed a scoping matrix for potential major facilities that could be
added to our system.
On February 28, 2018, the City Council and Commission conducted a special joint
meeting and reviewed potential “big moves.” “Big moves” describes community needs
or desires that are major facilities or buildings, or have significant budget, staffing and
spatial impacts, or involve commitments of precious park land. They include major
improvements to existing parks; new or expanded buildings and facilities; land
acquisition for parks, trails, and natural areas; and nature investment. The city’s larger
parks were evaluated for their compatibility as sites for potential “big moves.”
Memorial Park is the city’s largest park. It enjoys a central location and is anchored by
the Quinlan Community Center, the Senior Center, and the Sports Center. It is the only
venue that can host our largest festivals and special events. Given Memorial Park’s
unique role and setting, it is important to consider its best future role for Cupertino. It
has been suggested as a location for various potential Big Moves. Attached are ideas for
a range of improvements that could be considered at Memorial Park (see Attachment
A). These preliminary concepts are not actual designs, nor is any of them a
recommended plan. Instead they are intended to promote discussion about how
Memorial Park could best serve our community. Public input on these concepts will be
invited at the meeting.
Feedback will also be invited about potential Big Moves and other improvements to our
recreation system. The meeting structure will include a workshop-style format and
opportunity for individual input on a range of topics. The Commission’s feedback and
direction will be invited upon the conclusion of public input. The community input and
Commission feedback will be forwarded for consideration by the City Council in June.

EXISTING SITE
Memorial Park is a centrally located community
park providing a variety of facilities. This
popular 22-acre park includes the Quinlan
Community Center, Senior Center, Cupertino Sports Center, Teen Center, Cupertino Veterans
Memorial, tennis courts, lawn areas that
support events, amphitheater, group picnic and
individual picnic facilities, 2 playgrounds, and
lighted ball field. A series of paths provides alternative pedestrian circulation through the
site. A large, inactive pond feature surrounds
a gazebo and playground area. There are
lighted parking lots near Quinlan Community
Center, the Senior Center and western edge of the park, and around the Sports Center.
