ROLL CALL Present: Chairperson Geoff Paulsen, Vice Chairperson Takahashi and Commissioners David Fung, Don Sun, and Jerry Liu. Absent: None APPROVAL OF MINUTES 1. Subject: Draft Minutes of February 13, 2018. Recommended Action: Approve or modify the Draft Minutes of February 13, 2018 Moved by Takahashi and seconded by Sun to approve the minutes as amended. The motion carried 5-0-0. 2. Subject: Draft Minutes of March 27, 2018. Recommended Action: Approve or modify the Draft Minutes of March 27, 2018 Moved by Liu and seconded by Fung to approve the minutes with the correction of a typographical error. The motion carried 5-0-0 . POSTPONEMENTS/REMOVAL FROM CALENDAR: None ORAL COMMUNICATIONS: Kitty Moore spoke regarding the SB35 project submission, Valko Town Center WRITTEN COMMUNICATIONS: Emails were received regarding Item #3 CONSENT CALENDAR: None PUBLIC HEARINGS: 3. Subject: Tentative Map application to allow the subdivision of 3 parcels (approximately 1.06 acres) into 5 parcels -4 residential and 1 common (private street), Tree Removal permit to allow the removal and replacement of seven (7) protected trees and associated environmental review. Application No(s).: TM-2015-01, TR-2016-28 (EA- 2015-04); Applicant(s): Welkin International (Cai Xing Xie); Location: 10234 Scenic Blvd. APN# 357-08-014, 047 Recommended Action: 1. Adopt a Mitigated negative Declaration and a Mitigation Monitoring and Report Program for the proposed project; and 2. Approve A -Tentative Map application to allow the subdivision of 3 parcels into 5 parcels -4 residential and 1 common (private road); and B -Tree Removal Permit to allow the removal and replacement of seven (7) protected trees. Associate Planner Erick Serrano reviewed the Staff Report The Applicant(s) addressed and answered questions from the Commissioners Chair Paulsen opened the public comment period and the following individual(s) spoke: Norm Donovan Greg McNeil John Ghashghai Torn Trankle Nadine Carlton Alex Carlton Mackemie Mossing Vishu Gupta Patrick Kwok Dennis Gaushell Chair Paulsen closed the public comment period Moved by Com. Fung, second by Corn. Sun, to recommend approval of the application No(s). TM-2015-01, TR-2016 -28 and EA-2015-04. The motion failed 2-3-0 (Paulsen, Takahashi and Liu voting no) Moved by Corn. Liu, seconded by Takahashi, to recommend denial of the Application No.(s) TM-2015-01, TR-2016-28 and EA-2015-04. The motion carries 3-2-0 (Sun and Fung voting no) The Resolution(s) will be revised to reflect the findings by the Commission. OLD BUSINESS: None NEW BUSINESS: None REPORT OF THE DIRECTOR OF COMMUNITY DEVELOPMENT: None REPORT OF THE PLANNING COMMISSION: Commissioner Fung mentioned the attendance of the Commissioner's Academy last week. The Commissioner's discussed managing the time of speakers who are representing a group.
