The Chairman called the meeting to order and turned it over to
Mr. George Volker.

Mr. Volker presented a report on " Population and Economics"._ •
There will be a report forthcoming on phys:ical characteristics ,

The Chairman asked if the Planner could see that the Planning
Commission Chairman could be provided a copy of correspondence for-
warding any maps, transparencies, .or report; to the City. It was also
requested that the Planning Commission be =, 'ovided• with a copy of the
transparency placed on file on Existing Zoning, November 1962,

Mr. Volker picked out facts as he went through thc.
Cupertino has evidenced a 788/. increase in population from 1951 o
1962. Cupertino Planning Area had 6, 500 population in 1950, 1962
57,700+. •

In Table 4, the Planner was asked if Manufacturing shO °_: 89,500
for the San Jose Labor Market Area, and 500 for the Los GatoEi; Saratoga
and Cupertino Monta Vista Planning Areas could be broken down further.
For instance, Commissioner Frolich pointed out that the number of
engineers, living within an area could be a drawing card for research
firms .

The Planner pointed out that Cupertino has a .low age, and high
income, compared to the California average, which is a very good potent;_:=
1985 predictions show 180,000 population in Cupertino Planning
area, and a $13, 800 average income,
Commissioner Frolich asked for figures on Los Altos Hills and
Saratoga also, stating that a comparison would be wise, since they
are also referred to as' "bedroom communities" .
The Planner told the Commission the trend is to multiple dwellings ,
In San Mateo County 70% of the total new buildings will be multiple.
Cupertino will no doubt experience pressure for more high density
- buildings. .
Commissioner Small asked about the wisdom of acting on zoning . . '
applications in light of the Master Plan that will be presented soon.
With all the applications in for zoning, the Commission could zone right
out from under the Master Plan. He said that he felt uncertain just
what course of action the Commission should take at this time .
Mr. Volker was asked why the trend to multiple. He said that
the competition for leisure time is causing people to spend less time
in the home, ' therefore the decreased maintenance of multiple versus
single-family dwellings' is partly responsible.
• • Chairman Snyder asked Mr. Volker what his thoughts were on zoning
changes in light of the General Plan.
Mr. Volker: I have seen a moratorium called • on zoning in
similar instances. When something like Varian comes in, of course,
that makes our job much easier.
Chairman Snyder: I think we would be crazy to stop something
like Varian because of a Master Plan.
Chairman Small: The Master Plan is costing us around $30, 000.
Mr. Volker reported the cost is $27,500.

Mr. Volker: Highway 9 and Stevens Creek a:re so far gene on strip
commercial it will be hard to clean that up.
Chairman Snyder: I tend to feel if a' zoning application. is not
for immediate development, I think we should hold it up.
Mr. Volker: There could be a limit set .
Commissioner Small: I have been arguing that Stevens Creek and .
Highway 9 do not have to be commercial. I, think commercial, professions)
and multiple can be integrated. We are trying to avoid another El
Camino Real.
There is a 415 acre loss for freeways within the Cupertino ,-j Fannin}_, 411,
area. This is around 22 miles of freeway.
Cupertino has 13 people per gross acr : of .and. This is 1 and
is expected to rise to 22 people per gross acre by 1985.
On page 57, Basic Industries and Non -L1asic Industries were
questioned.
Basic Industries are those who produ.,-- for a market out of the
area, such as a tire manufacturer.
Non-basic industries produce for loca ;. consumption.
Page 67, under Manufacturing 17, 500 Employees are 'hovi:_.
the Defense Sector. The Commission expressed surprise that :In

there would still be that much defense effort. Mr. Volker ex_p_ained
that perhaps the word "defense" didn't fit, and would see about
changing it.
