PSC 03-08-2018CALL TO ORDER CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday March 8, 2018, 6:00 p.m. Cupertino City Hall, Conference Room A Commissioner Huang called to order this regular meeting of the Cupertino Public Safety Commission at approximately 6:00 p .m. on Thursday, March 8, 2018 in the Cupertino City Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014 . Subject: Approve the February 8, 2018 Minutes Recommended Action: Approval of the February 8, 2018 Minutes Commissioner McCoy motioned to approve the minutes of the February 8, 2018 meeting; Commissioner Nellore seconded the motion; Ayes: Huang, McCoy, Cha o, Sahai, Nellore. Noes : None. Abstain: None. Absent: None. '\ - Public Safety Commission Minutes March 8, 2018 ORAL COMMUNICATION Commissioner Chao spoke about an abandoned property located on S. De Anza Blvd between Sharon Drive and Hwy 85 on the eastside of the roadway. After careful evaluation of the location, it was determined that that property resides in the city of San Jose. Information as to whom to contact was provided to Commissioner Chao by Deputy City Manager Guzman. WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Participation in AlertSCC and Pulse Point including migration progress from Cupertino Alert System to AlertSCC (Huang/McCoy), Recommended Action: Discuss Participation in AlertSCC and migration progress of the Cupertino CAS; Discuss Pulse Point and receive status of cards related to crime reporting/fire/incidents and situational awareness (McCoy) Commissioner Huang explained to the committee that he did not receive an update on AlertSCC and added that he would like to see a geographical map of residents, who have signed-up with AlertSCC, much like the map utilized by the Neighborhood Watch groups. 3. Subject: Public Safety Education and Outreach; a) Discuss Senior Safety Forums (Sahai), b) Transportation Safety Educational Program Progress (Nellore), c) Neighborhood Residential Burglary Prevention Seminars (Nellore), d) Public Safety Forum (McCoy); e) Proposals for future Forums/Workshops Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai); receive report on Transportation Safety Educational/Pedestrian Crosswalk Safety campaign in collaboration with Bike-Ped Commission (Nellore); receive report on Neighborhood Residential Burglary Prevention Seminars (Nellore); receive report on Public Safety Forum (McCoy); Discuss proposals for future Forums/Workshops Commissioner McCoy stated that the Safety Forum presentation will be hosted on Friday October 26, 2018 from 7-9pm. No final details are in place yet. The Mayor has requested that the presentation be recorded. Commissioner Huang added that prior years they have served food at this event and that perhaps dinner should be included this year as well. Commissioner McCoy added that he plans on having four informative sessions during the two hour presentation. Deputy City Manager Guzman recommended having other safety organizations attend and perhaps have a booth with safety material available for residents. 2 Public Safety Commission Minutes March 8, 2018 Commissioner Sahai reported she is planning on adding to the Senior Safety Forum the topics of depression and mental health for May and/or June. Commissioner Nellore informed the Commission that the topic of Transportation Safety has been transferred to the Bike Ped Commission. 4. Subject: OES Readiness quarterly status report including; a) any and all OES updates; b) City emergency preparedness; c) Cross training of volunteer groups (All) Recommended Action: Receive OES readiness quarterly status report; receive OES updates; receive city emergency preparedness updates; receive cross training of volunteer group updates Ms. Francavilla, Emergency Services Coordinator for the City of Cupertino, gave a presentation on Cupertino's state of readiness. She explained that the state of readiness is the level of readiness the city currently occupies as it relates to a major incident. The type of program is in place to help the community with effective responses, to include volunteer groups . Ms. Francavilla goes on to explain that the majority of information during incidents is sent through social media but also added that television and radio broadcasting is used as well. The more we plan the more prepared everyone will be when a disaster hits. During the presentation, Ms. Francavilla explained that there are generally three levels of readiness; 1) cold -not set up for operations 2) warm -is set up 3) hot -set up and fully staffed. An EOC should be up and running with full staff within two hours of a disaster striking. Ms. Francavilla ended the presentation by adding that the current EOC is in need of upgrades and she is currently working on obtaining a larger office in order to be able to have a full operational EOC. Mr. Erickson gave an update on the quarterly Disaster Council Meeting. He began by explaining that the Disaster Council is made up by people that respond to the city in an emergency. The meetings allow for better communication amongst all responders. The council is fortunate to have County OES provide training and conversation in order to provide public education prior to a disaster striking. Both County Fire and Santa Clara County Sheriff's Office also take part of this type of training so that if and when there is a disaster, everyone would know what their role would be. The recent conversation was in regards to communication and how well the city is prepared as this appeared to be a problem in the northern California fires. Mr. Erickson reported out on Citizen Core explaining that over 60 volunteers entered hours into the portal which is how they track time and training. Citizen Core also had 18 new volunteers this last quarter and 19 people attended training. 3 Public Safety Commission Minutes March 8, 2018 Lastly, Mr. Erickson reported on how they tested ALERTSCC twice so that they can assess how people are receiving information. The next exercises will be in May, June, October, and December. NEW BUSINESS 5. Subject: Neighborhood Watch Presentation Recommended Action: Receive update from Neighborhood Watch Program and discuss opportunities for collaboration. Mrs. Turini gave an overview on how the Neighborhood Watch/Leader Program works. She explained that they provide the orientation for new groups and maintain the existing groups. She further explained how she facilitates the installation of Neighborhood Watch signs . She explained the difference between the Neighborhood Watch groups and the Block Leader program adding that both groups know their neighborhoods well and her responsibilities surround sustainability. Mrs. Turini concluded her presentation by explaining that a minimum of eighty percent of the neighborhood has to be involved in the Neighborhood Watch Program in order to have the city place neighborhood watch signage in and around the neighborhood. 6. Subject: CREST A ward for Public Safety Champion of the year Recommended: Action: Review nominations for Public Safety Champion of the Year and select recipient for 2018 CREST Award. Deputy City Manager Guzman provided Commissioners with two public safety champion nominees to be reviewed and voted upon by the commission. After careful review, the Commission nominated Sheriff's Office patrol deputy Jonathan Lau as the recipient of the prestigious award. 7. Subject: Purchasing apparel for Public Safety Commissioners Recommended Action: Discuss the purchase of clothing apparel for Public Safety Commissioners with Public Safety Budget. Commissioner Huang gave and overview of the purchase of the Committee apparel to Commissioner Chao .. Commissioner Huang led the discussion as to whether or not the Commission wanted to move forward with purchasing clothing apparel. Commissioner McCoy explained circumstances in which the apparel is worn, such as during safety forums or public events. After a brief discussion, all agreed in favor of purchasing the new apparel and will be submitting the size orders to Ms. Guzman. 4 Public Safety Commission Minutes March 8, 2018 Commissioner Nellore motioned to move forward with the purchase; Commissioner Sahai seconded the motion; Ayes: Nellore, Sahai, Huang, McCoy, Chao. Noes: None. Abstain: None. Absent: None. 8. Subject: Future Agenda Items Recommended Action: Discuss Future Agenda Items None STAFF AND COMMISSION REPORTS 9. Subject: Report by Santa Clara County Fire District Recommended Action: Receive Report by Santa Clara County Fire District Fire Chief Justice reported on response times for the month of February. Response times for the first due were met by 98 percent. The reliability was met by 81 percent. The monetary loss for the month of February was $22,502.00. Fire Chief Justice gave a presentation on the areas they are responsible for as well as the number of calls and the priority of the calls . He also explained that the response times are effected by the time of day. 10. Subject: Report by The Santa Clara County Sheriff's Office Recommended Action: Receive Report by The Santa Clara County Sheriff's Office Captain Urena reported on response times for the month of February. During the month of February there were 326 priority 2 calls for service and all other response times were met. Captain Urena also reported that there were 11 residential burglaries and 23 vehicle burglaries. He added that deputies in unmarked cars continue to patrol hotspot areas in an effort to catch vehicle burglars. Captain Urena said that those proactive actions appear to be paying off. At the request of Commissioner Chao, Captain Urena also reported on four domestic violence calls that deputies investigated. Specifically, Captain Urena spoke about the following four incidents: February 3, 2018 on Manzanita Court near Canyon Oak Way, Deputies were dispatched to the residence for an argument between a girlfriend and boyfriend. The female's sister, which was the reporting party, was not at the address at the time, but received a text from her sister saying to call 9-1-1. Deputies arrived and located the female leaving the area. They also located the male inside the garage of the residence. After completing their investigation, Deputies determined the male had pushed the female causing her to fall to the ground and hurting her hand and face. After obtaining an Emergency Protective Restraining Order for the female, they served and arrested the male for domestic battery. 5 Public Safety Commission Minutes March 8, 2018 ' " February 12, 2018 Deputies responded to a local high school to investigate allegations that the student's parents had engaged in physical fights while they lived in other states. Deputies interviewed all parties and obtained an admission from the father, as he admitted to slapping and pushing his wife about 10 years ago. The report was submitted to the out of state city in which these incidents occurred. February 10, 2018 Deputies were dispatched to Wunderlich Drive on a report of a fight between a male and a female involved in a dating relationship. Deputies arrived and learned that the male had punched the female two times in the face. The male also damaged the female's vehicle by breaking windows prior to leaving the scene. Deputies subsequently located the male and he was safely taken into custody for domestic batter as well as drug related offenses. On February 21, 2018 Deputies were dispatched to a local business on a report of a male and female arguing. Deputies arrived and contacted both parties only to learn that the female had shoved the male during a heated argument. After careful investigation, and due to a three month old baby being present, Child Protective Services was summoned. The female was subsequently arrested for domestic battery. Commissioner Chao asked about sex crimes, Captain Urena explained that there were two reported sex crimes involving teenagers and no adults. He added that teenagers having sex with each other is classified as a crime and that the Sheriff's Office will always investigate and document the circumstances. 11. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino staff liaison Ms. Guzman reported on the Social Host Policy. The policy went to the City Council and it passed the first reading. The second reading will be held on March 20, 2018 and if it passes, the ordinance will be effective thirty days after that date. 12. Subject: Commissioners Reports Recommended Action: Receive Commissioner's Reports Commissioner McCoy attended the recent council meeting. Commissioner Nellore reported that The Transportation Safety Education topic would now be handled by the Bike Ped Committee.
