BPC 01-17-2018CUPERTINO MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION January 17th, 2018 The meeting was called to order at 7:05 p.m. ROLL CALL: Present: Jennifer Shearin, Sean Lyn, Gerhard Eschelbeck Absent: Pete Heller, Erik Lindskog Staff: David Stillman, Gail Seeds Others Present: Larry Dean, Walk-Bike Cupertino; Anne Ng, Friends of Stevens Creek Trail; Byron Rovegno, Walk-Bike Cupertino; Julia Miyakawa, resident Cupertino; Juliet Shearin, Teen Commission Cupertino; Robert McCoy, Public Safety Commission Cupertino; Diane Solomon, Silicon Valley Bicycle Coalition APPROVAL OF MINUTES 1) The Commission approved the November 15, 2017 minutes, with Pete Heller and Erik Lindskog absent. ORAL COMMUNICATIONS • Diane Solomon, volunteer for SVBC (Silicon Valley Bicycle Coalition) reported about, and invited to the upcoming National Bike Month kickoff event (family event for bicycling) on May 6 at 11AM-4PM at History Park San Jose. Bike to Work day is May 10, 2018 • Julia Miyakawa, resident of Cupertino was speaking on behalf of the Regnart Creek neighborhood, reporting concerns about the Creekside trail project. Reports of rocks thrown and broken windows many years ago before fences were put in place. David Stillman recommended residents to join the January 22 public meeting about the proposed Regnart trail. • Larry Dean a) shared about Bike Pump stations being installed in Cupertino Middle Schools, sponsored by Rotary and Walk Bike Cupertino. b) advised about Main Street Cupertino organizing a Bike Rodeo again this year on April 7, 2018, c) suggested to consider some bicycle safety training sessions, maybe in collaboration with other organizations WRITTEN COMMUNICATIONS OLD BUSINESS 2) McClellan Road Class IV Bike Lane Implementation (Stillman) • David Stillman presented a short term improvement option (not protected class IV) for the intersection McClellan Road/De Anza Blvd . due to setback requirements as major constraints. • The primary class IV protected intersection will be De Anza Blvd./Rodrigues Ave. with a class IV protected to Torre Ave. • McClellan Road/Kim Street & Westacres Dr. -Five tr eatment options were reviewed (Jug Handle, Regular Rapid Flashing Beacon, Bike Activated Push Button, Raised Intersection, High Visibility Painting). The commission members favored Jug Handle and/or Bike Activated Push Button • A general recommendation was made to conduct a study on McClellan Road of bike traffic before and after the class IV implementation to provide data points for future projects 3) Pedestrian Transportation Plan Update (Stillman) • The originally planned City Council presentation (scheduled for December 2017) of the finalized Pedestrian Transportation Plan was postponed to February 2018 to review potential inclusion of some additional projects. Gail Seeds (Recreation & Community Services) presented five projects : 1) Walkway or Shared-use path: San Fernando/Blackberry Farm Entrance between Byrne Ave. and Blackberry Farm Park 2) Shared Use Path: Linda Vista Park to Stevens Creek County Park 3) Grade Separate Undercrossing McClellan Ranch West at McClellan Rd. 4) Grade Separate Undercrossing of Stevens Creek Blvd. near Phar Lap/BBF Golf Course 5) Walkway or Sidewalk: Mary Ave., west side, Oaks Shopping Center to Casa de Anza • This was followed by discussion and clarifications on the proposed additions. In particular Gail Seeds clarified the "Sidewalk infill: Stevens Creek Blvd. west of Phar Lap where missing, connect to proposed UPRR" meant to read "Sidewalk infill: Stevens Creek Blvd west of Cupertino city borders to proposed UPRR overcrossing (at Hammond Snyder House), and should be corrected in the Pedestrian plan update. Also this project depends on the UPRR overcrossing (tier 3) and should therefore be scored the same score (40) as th e UPRR overcrossing. The commission saw the b enefi t of additions of projects 1,2,3,5, but was not supportive of proposed project 4, as it is redundant to the preferred Carmen bridge crossing (already a tier 1). • After extensive discussion, the Commission voted on the following three point motion: a) The commission is in support of the additions of projects 1,2,3,5, but does not support addition of project 4 into the Pedestrian Transportation Plan. b) Correct wording of project "Sidewalk infill: Stevens Creek Blvd west of Phar Lap where missing, connect to proposed UPRR" to "Sidewalk infill: Stevens Creek Blvd . west of Cupertino city borders to proposed UPRR overcrossing (at Hammond Snyder House) c) The project "Sidewalk infill: Stevens Creek Blvd west of Cupertino .... " is dependent on the UPRR overcrossing (tier 3) and should therefore be scored the same score (40) and tier (3) as the UPRR overcrossing.
