Regular Meeting of May 4, 2017 – Commissioner Wilson moved to approve the minutes of May 4, 2017. Commissioner Stanek seconded. Motion carried 3 to 2, with 2 absent. CEREMONIAL MATTERS AND PRESENTATIONS 2. Summer Events Presentation Christine Hanel introduced Kelsey Hayes and Mariah Dabel to present the 2017 Summer Events. Kelsey reviewed the events and invited the commissioners to the concerts, to introduce the bands. The Commission volunteered and accepted the idea. Kelsey also reviewed the morning 4th of July Events at Memorial Park and Blackberry Farm, the evening fireworks show, scheduled to start at 9:30pm, the Shakespeare in the park event, and the Cinema at Sundown movies. She ended the presentation overviewing the upcoming festivals in 2017, which include: - Kids ‘N Fun Festival – August 12th - Silicon Valley Fall Festival – September 9 - Diwali Festival – September 30 - Veterans Day Memorial Ceremony – November 11 - Annual Tree Lighting – December 1 - Breakfast with Santa – December 2 Commissioner Tambe requested a soft copy of the summer events flyer for the commission so they can distribute it them via social media and other methods. 3. Bee Guild Presentation Elizabeth Victor, from the Santa Clara Valley Beekeepers Guild, presented to the Commission about an idea of establishing an apiary at the Stocklmeir Orchard. Elizabeth reviewed the guild’s goals, benefits of the apiary, and requested that staff could report back to the Commission in the August meeting, detailing the possibility. Discussion followed. Michael Stang, from the Santa Clara Valley Beekeepers Guild, described his experience as a bee keeper of the Juniper Hotel, highlighting the classes taught, safety of his apiary, and potential benefits for both the City and the Bee Guild. Assistant Director, Christine Hanel, stated that staff would still need to investigate all aspects of the proposal, including the Citywide Master Plan, and asked the Commission for direction on whether or not to further investigate and come back with feedback and an update. The Commission showed support and directed staff to research the possibility and have this item on a future agenda. Also recommended to perform outreach and survey the community’s interest in establishing the apiary. POSTPONEMENTS None ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None OLD BUSINESS 4. Citywide Parks and Recreation System Master Plan Update Gail Seeds introduced Cindy Mendoza, Senior Project Manager from MIG, to provide an update on the Master Plan to the Commission. Cindy reviewed the community outreach findings and the overall themes that emerged from the survey, asking the Commission for feedback and direction on the results. Vice Chair Tambe requested to have more research done on the racial background on those that responded to the survey. Cindy followed up and confirmed that more surveys and intercepts will be conducted. Mackenzie Mossing, from the Santa Clara Valley Audubon Society, supported the Master Plan goals of enhancing nature play and activity in Cupertino, but also emphasized the need to focus on connectivity for nature itself. Steve Terry, a resident of Hall Moon Bay, expressed support for the idea of a roller rink in Cupertino, highlighted the benefits, and invited the Commission to see the one Half Moon Bay. Discussion followed. Vice Chair Tambe emphasized getting survey results that encompassed all ages, especially youth groups, and different ethnic groups as well. Offered to help distribute the new survey if needed. Gail Seeds confirmed that staff is currently working with the City Attorney’s Office to find the best way to form the Advisory Group and will report back to the Commission and will widen efforts to be as inclusive as possible with the new survey. In the discussion, the Commission agreed that the themes did match what they heard from residents. Cindy asked the Commission about things that were missing or theme that needed more focus? Vice Chair Tambe emphasized that age and ethnic diversity were lacking, as well as the connectivity between the different parks and areas throughout Cupertino. Commissioner Wilson added that partnerships were missing from the survey. Commissioner Stanek mentioned that our parks needed to be updated and be more visually pleasing. Chair Davis emphasized the connectivity to nature, multigenerational activities, more open spaces, improved recreation programs, and transparency to the community. Cindy confirmed that a status report will be presented to the Commission during the August 3 meeting. 5. 2016-2017 Commission Work Plan The Commission reviewed the work plan. Chair Davis asked for a motion to cancel the July meeting. Commissioner Wilson moved to cancel the meeting. Vice Chair Tambe seconded. Motion passed 4 yes and 1 absent. NEW BUSINESS None STAFF AND COMMISSION REPORTS 6. Director’s Report Christine Hanel reported to the Commission on the following: A. July is the Parks and Rec Month and the Recreation department will have some giveaways. B. Blackberry Farm is now open and has been open in the past few weekends, from 10am to 6pm. Will only be open to schools during weekdays. C. Summer programs will begin next week, with the In-Service Training scheduled to start everything off. D. Two new supervisors joining the Recreation department, Jenny Koverman and Kim Calame. Will ask them to join the August or September meeting. Also invited the Commission to come out to the Summer Concerts and introduce the bands. Commissioner Stanek had travelled to South Carolina and observed a weekend long art festival there. Highlighted the activities and the possibility of holding one in Cupertino. Commissioner Davis attended the Leadership 95014 graduation and reviewed the different projects. Christine invited the Commission and public audience to join the program next year. Commissioner Davis also attended the Grassroots Ecology Volunteer celebration on Friday. Christine encouraged the Commission and public to volunteer with Grassroots, citing that they have planted over 12,000 plants at McClellan Ranch and have about 4,000 volunteers from high schools and local youth groups. Also reminded everyone that the July meeting was cancelled. Background A planning process for Cupertino’s citywide parks, open space and recreation system is underway. In April, the Commission and public provided feedback on a draft park classification system (Attachment A), a map of parks and recreation facilities (Attachment B), an inventory matrix, and the consultant’s observations about our parks and recreation system. In June, the Commission and public provided feedback on an Existing Parks and Facilities Summary report, a draft Community-wide Survey summary report regarding results of the 2016 citywide survey, a draft Community Outreach and Vision Summary report, and an overview presentation. Discussion The consultant has performed a geographic analysis of the city’s parks and recreation facilities. The Geographic Analysis narrative contains a discussion of seven maps that highlight access to and distribution of park land and recreation facilities (see Attachment C). It is important to read the narrative to understand the maps. The associated maps are included as Attachment D. Map 1, Nearby Park Access, depicts ¼ mile and ½ mile walking or bicycling distances to neighborhood and community parks. It relates to Cupertino General Plan Policy RPC-2.4, which seeks to ensure that all residents have “access within a ½ mile walk of a neighborhood park or a community park with neighborhood facilities.” For purposes of the evaluation, the consultant defined “neighborhood facilities” as including both an opportunity to play, and an opportunity to picnic (i.e. seating with tables) to facilitate socializing. Feedback in this definition is invited. This map solely addresses proximity to the city’s small neighborhood parks, large neighborhood parks, and community parks. It does not include proximity to any other parks or facilities (for example, school or college sites, special use sites such as Mary Ave. dog park, trails, county or regional parks, or private recreation). The ¼ and ½ mile distances are based on real routes that can be walked or biked; they are not just simple buffer distances ‘as the crow flies’. The intention is to better represent real world walk-ability and bike-ability. This analysis also addresses the connectivity challenges in our community caused by Highway 85, Interstate 280, the railroad tracks and other barriers. Map 1 is further refined to help highlight unserved areas. Map 1B shows all areas with residential zoning that are beyond a ½ mile walk to a park with neighborhood facilities. However, there are areas of residential-zoned land on the west side of the city that are undeveloped, lack public roads and are uninhabited. Map 1A removes the uninhabited areas from the unserved residential designation to more closely depict current unserved residential areas. Map 2 denotes access to parks with Specialized Facilities. It addresses areas where residents live within ½ mile and 1 mile of park land that provides specialized recreation options. Such options have unique recreation features that meet other goals beyond addressing local neighborhood needs. These sites therefore may attract users from a mile or more distance. This map uses similar methods to Map 1 for identifying distances on real routes that can be walked or biked. Maps 3 through 7 show the distribution of various types of recreation elements to illustrate locations of specific types of recreation opportunities. These maps highlight sports fields, sport courts, aquatics and water play facilities, outdoor event spaces and natural features. The attached Geographic Analysis and maps will be presented at the Commission meeting. Input by the public and the Commission is invited. The findings of this geographic evaluation will be further interpreted in the upcoming Needs Assessment and Opportunities Analysis portion of the master planning process. It summarizes the site acreage--in some case breaking out acreage for smaller land parcels for planning purposes. It includes notations on the types of amenities, facilities and buildings found at each site. The matrix is divided into two main sections: 1) City Parks and Facilities, and 2) Other Recreation Resources. The first category includes all parks and recreation facilities owned or managed by the City. The latter includes additional parks, recreation facilities and open space areas owned and managed and by other providers. These other resources include public recreation spaces or sites that play a significant role in meeting residents’ needs in the City. City Parks and Facilities - Classifications To better understand the function and role of different parks, City park land is organized by park classification. While the City’s General Plan (Community Vision 2015-2040) provides goals, policies and strategies to develop and maintain high-quality parks and services, it does not have a clear and consistent classification system or defined park typology. To help evaluate the provision of park and recreation opportunities, six different park classes are proposed for the Parks and Recreation System Master Plan: Community Park: Community parks are larger parks (20+ acres) that provide unique recreation opportunities and serve the entire community. These parks consist of a single contiguous site or several functionally- and geographically-linked use areas that provide a variety of recreation facilities. They typically include specialized facilities and space for large group gatherings, programming and events. Examples include Memorial Park and the Stevens Creek Corridor. Large Neighborhood Park: Large neighborhood parks, varying between 4 acres and 13 acres in size, provide a range of passive and active recreation opportunities for surrounding neighborhoods. They typically include play areas, picnic areas, open lawn areas, and sports courts. Several also include programmable and reservable facilities, such as sports fields and small recreation centers. Examples of large neighborhood parks include Creekside Park, Jollyman Park, Monta Vista Park & Recreation Center, and Wilson Park. Small Neighborhood Park: Small neighborhood parks provide essential recreation opportunities for nearby neighbors. Typically less than 3 acres in size, these parks may include play areas, open lawn areas, and picnic tables/benches. Some include sports courts. Examples of small neighborhood parks include Little Rancho Park and Sterling Barnhart Park. Special Use Site: Special use sites support a unique recreation opportunity serving all or most of the Cupertino community. These single-purpose sites may include specialized recreation facilities not found elsewhere in the park system. Urban plazas, civic space, historic properties, dog parks and sports complexes (without other uses) are considered special use sites. Examples include Civic Center Plaza & Community Hall, Mary Avenue Dog Park, and Cupertino Sports Center. Trail Corridors: Trail corridors include trails and associate greenways that destinations in the community. These typically are single-purpose linear features not located within parks of other types. These trails may extend beyond Cupertino and connect to surrounding cities and regional trail systems. Examples of trail corridors include the Don Burnett Bicycle-Pedestrian Bridge (and E. Homestead Road to Mary Ave Trail), the Saratoga Creek Trail, and the Stevens Creek Trail. School Sports Fields: The City currently manages sports fields at nine school sites. These sports fields provide additional recreational opportunities to the community when not in use by the schools. Examples include sports fields at Collins Elementary and Kennedy Middle School. Other Recreation Resources (Non-City) In addition to the parks provided by the City of Cupertino, there are additional public-serving recreation resources owned or managed by other providers in the city. These are divided into two categories to distinguish local and regional resources. Local Parks and Recreation Resources: Ranging from 0.5 to approximately 50 acres in size, these parks and facilities help address community recreation needs. Most of the sites in this category support special uses, and in a few cases, the City has agreements in place that allow City staff to program these spaces. Examples of these recreation resources include Cali Mill Plaza, Cupertino City Center Park, Rancho Rinconada, and the Santa Clara Valley Water District Percolation Pond. County Parks and Regional Open Space Preserves: Within the city and/or Cupertino’s sphere of influence are several large Santa Clara County parks and open space preserves that protect significant natural areas and provide recreation access for the entire region. Examples include: Rancho San Antonio County Park and Open Space Preserve, Stevens Creek County Park, and Fremont Older Open Space Preserve. Parks & Recreation System Master Plan | 1 GEOGRAPHIC ANALYSIS The geographic analysis presents a series of seven maps illustrating park access and distribution of recreation opportunities. This memo provides a brief description of each map and findings. These findings will be further interpreted in the Needs Assessment and Opportunities Analysis. PARK LAND ACCESS Two maps illustrate access to park land: Map 1: Nearby City Park Access: shows areas that have access within ¼ and ½ mile to parks satisfying Cupertino’s General Plan Policy RPC‐2.4. May 2: Access to Parks with Specialized Facilities show areas served by parks that have unique feature that attract people from a mile away. Note: Park access is defined as the ability to enter a park via a road, sidewalk or trail at a park entry point. On both maps, undeveloped areas are shown as unserved because they do not currently have roads, sidewalks or trails that provide access to parks and recreation facilities. The maps consider barriers to access, including Hwy 85, Lawrence Expressway, Interstate 280 and the railroad tracks. As per Commission request, the maps also identify intersections anticipated to have traffic congestions issues, based on the General Plan traffic study that evaluates additional trips generated by future development though 2040 (denoted by symbols “E” or “F” representing Level of Service E or F1). Map 1: Nearby City Park Access As noted in the Cupertino General Plan Policy RPC‐2.4, the City of Cupertino strives to ensure that all residents have “access within a ½ mile walk of a neighborhood park or a community park with neighborhood facilities.” Map 1 uses Network Analyst Extension2 provided by ArcGIS to illustrate areas 1 Traffic conditions are evaluated using “Level of Service” (LOS). LOS is a qualitative description of operating conditions ranging from LOS A, or free‐flow conditions with little or no delay, to LOS F, or jammed conditions with excessive delays. LOS E is the limit of acceptable delay. These high delay values generally indicate poor signal progression, long cycle lengths, and high volume‐to‐capacity (V/C) ratios. Some vehicles must wait more than two cycles. LOS F is considered unacceptable by most drivers. This condition often occurs with oversaturation, that is, when arrival flow rates exceed the capacity of the intersection. Many vehicles must wait more than two cycles. Poor progression and long cycle lengths may also be major contributing causes of such delay levels (Transportation Research Board, 2000 Highway Capacity Manual). 2 ArcGIS Network Analyst provides network‐based spatial analysis tools. It uses a configurable transportation network data model, allowing organizations to accurately represent their unique network requirements (e.g.: determining areas around the 2 | Parks & Recreation System Master Plan Geographic Analysis served by parks with picnicking and play opportunities for nearby neighbors. Play equipment and picnic tables/areas were defined as the minimum types of facilities needed to satisfy the General Plan policy. Map 1 shows areas served at these distances: ¼ mile easy walking distance ½ mile walking or biking distance (and the distance service is desired as per General Plan policies) City parks in the following classifications have neighborhood facilities that satisfy this General Plan policy: small neighborhood parks, large neighborhood parks and community parks. City‐owned special use sites (such as Mary Avenue Dog Park and the Sports Center), County and regional parks and school sites do not satisfy the General Plan policy and are not counted in the analysis. In addition to these City parks, there are four other parks that provide neighborhood facilities: Rancho Rinconada and Main Street Park both offer play and picnic feature, but neither is a City‐owned park. However, these sites currently meet needs for neighborhood facilities. Little Rancho Park and Canyon Oak Park are smaller City parks that currently do not provide both play and picnicking. They do provide play areas for neighborhood children. Because of these conditions, services areas for these four sites are shown in a different color (brown/tan). Areas zoned for residential development are highlighted in yellow to note unserved areas. Two maps show unserved areas: Map 1A and Map. 1B. Both Map 1A and 1B display all unserved residential areas in yellow consisting of the following Cupertino residential zoning designations: Single Family Residential (R1), Single Family Residential Cluster (R1C), Residential Duplex (R2), Multiple Family Residential (R3), Residential Hillside (RHS), and Mixed Use Planned Development (P) inclusive of residential uses.3 Map 1B displays all properties with residential zoning that lie outside the desired ½ mile walking or biking distance. Map 1A displays the unserved residential zoned parcels, but only shows properties that are inhabited. Map 1 Key Findings Most residents in Cupertino have access to City parks within ½ mile, as per General Plan policies. Rancho Rinconada, Little Rancho Park and Canyon Oak Park are each significant in meeting close‐to‐home needs for neighborhood park land. Several residential areas lack park access. Service needs are not exclusive to north or east Cupertino, even though those two geographic areas are discussed more frequently for their park land needs. Some of the areas with service gaps are near projected high congestion intersections, which would make it more difficult for residents to walk or bike to parks outside the ½ mile radius in the future. parks that fall within a specified distance from the parks along the road network rather than using a simple one‐mile buffer around the parks without taking the mode of travel into consideration). 3 Some Mixed Use Planned Development zoning designations exclude residential uses. Parks & Recreation System Master Plan | 3 Geographic Analysis Map 2: Access to Parks with Specialized Facilities Using a similar methodology and analysis tool as Map 1, Map 2 illustrates areas with residents living within ¼ mile, ½ mile and 1 mile of park land that feature specialized recreation options. These parks have unique or specialized recreation features that draw people from greater distances. Specialized or special‐purpose facilities include: Indoor recreation buildings (i.e., most park buildings except restrooms, maintenance sheds and storage); Unique outdoor recreation facilities, such as dog parks, community garden, water play/sprayground features; Programmable sports fields of any type for team play or practice; Sports and leisure attractions that are significant, such as swimming pools, golf courses, batting cages, archery ranges, championship sports courts; and Large group gathering space, including event/festival venues and amphitheaters. The following were not counted as specialized facilities: Trails and trail corridors; Regular sport courts; and Playgrounds and picnic areas, which were defined as neighborhood facilities in Map 1. Based on this definition of specialized facilities, the following park classifications and public park sites were factored into the service areas in Map 2: City community parks; City large neighborhood parks; City special use sites; School athletic fields (joint use sites with the City); Selected local parks and recreation resources, such as Deep Cliff Golf Course, Rancho Rinconada, and Cupertino City Center Park; and County parks and regional preserves. Map 2 Key Findings Nearly all of Cupertino has access to parks with specialized recreation options within a mile walking, biking or driving distance. Parks and facilities owned by other providers (e.g., school fields, park district facilities and county and regional parks) play a significant role in meeting needs. Many of these sites may draw people from distances greater than 1 mile, adding to traffic congestion issues. Broad facility distribution is important to alleviate some of this traffic. FACILITY DISTRIBUTION Maps 3 to 7 highlight the distribution of the several types of recreation facilities and features. The purpose of these maps is to show the distribution of specific types of recreation opportunities. 4 | Parks & Recreation System Master Plan Geographic Analysis Map 3: Active Recreation Facility Distribution notes locations of sports fields, sports courts, and other active recreation features such as golf, batting cages, fitness center, bocce, or running track. Map 4: Sports Fields Facility Distribution identifies locations of baseball/softball fields as well as soccer and cricket fields that are City‐owned or are school district‐owned and maintained by the City under a joint use agreement. Map 5: Aquatics and Water Play Facility Distribution shows locations of pools and spray grounds that are City‐ or school district‐owned, or that can be accessed for a fee or membership. This map includes some pools outside of the city limits that are nearby enough to serve our residents. Map 6: Outdoor Event Space Distribution notes the location of existing small and large events venues, along with potential event space in existing parks or at schools that are included in the joint use agreement with the City. Map 7: Access to Nature shows the distribution of features such as community gardens and orchards, nature and creek trails, environmental education/interpretive facilities, and visual access to natural areas. Map 3: Active Recreation Many cities require neighborhood parks to have some type of active recreation opportunity to support health and fitness within walking or biking distance of most residents. As noted in Map 1, Cupertino’s smaller parks emphasize play equipment and picnicking. For this reason, Map 3 highlights the distribution of active recreation facilities including sports fields (soccer, baseball/softball, and cricket), sports courts (tennis, basketball, volleyball) and other facilities that support active recreation such as golf courses, batting cages, fitness centers, and tracks. Key findings regarding the distribution of active recreation facilities across the city include: Many areas in Cupertino have access to parks with active recreation facilities. Some areas without easy access to active recreation opportunities are in north Cupertino (near Franco Park), eastern Cupertino between the Lawrence Expressway and Cupertino High School/Sedgwick Elementary and the area near Lawson Middle School and De Anza Boulevard. Some of these areas with service gaps are near projected high congestion intersections which may make it more difficult for residents to walk, bike or drive to active recreation opportunities in the future. Map 4: Sports Fields Map 4 highlights the distribution of baseball/softball fields, soccer fields and cricket fields, including facilities in City parks and joint use facilities (school fields maintained by the City and managed by the City during non‐school times). Key findings regarding the distribution of sports fields across the city include: Sports fields in general are well distributed in Cupertino. Nearby access varies based on the sport played. Some areas with service gaps are areas in north Cupertino (stretching from Franco Park to Cali Mill Plaza), eastern Cupertino between Sedgwick Elementary and Lawrence Expressway, and western Cupertino near Canyon Oak Park and Little Rancho Park. Parks & Recreation System Master Plan | 5 Geographic Analysis The service gaps in northern and eastern Cupertino are near projected high congestion intersections, which may make it more difficult for residents to walk, bike or drive to nearby sports fields in the future. Map 5: Aquatics and Waterplay Map 5 highlights the distribution of aquatic and waterplay facilities. These include swimming facilities such as leisure pools and competitive or lap pools, as well as spraygrounds that offer waterplay opportunities across Cupertino. Aquatics and waterplay facilities considered for analysis include the ones that are owned and operated by the City of Cupertino as well as other public and private providers such as Rancho Rinconada, Northwest YMCA, De Anza College, Cupertino and Homestead High Schools and Cupertino Hills Swim and Racquet Club. A number of the aquatics and waterplay facilities provided by entities other than the City or schools are exclusive to members only or require registration and other fees, with a notable exception of Rancho Rinconada, which is a park district facility that provides public swim at select times with a drop‐in fee. However, each of these facilities help address swimming and water play needs. Key findings regarding the distribution of aquatics and waterplay across the city include: There are several pools in Cupertino, even though few are provided or operated by the City. Traffic will be a factor in reaching pools in the future, unless new facilities are dispersed for easier access by underserved areas. Map 6: Outdoor Event Space Map 6 notes the location of existing and potential event space. Only two sites support existing large events: Civic Center Plaza (accommodates approximately 500 people for festival‐style events) and Memorial Park (up to several thousand). Only Memorial Park offers enough space, nearby parking and infrastructure to support the City’s larger festivals. Creekside Park is currently hosting the Farmers Market. Within the Stevens Creek Corridor, special conditions and considerations exist. Blackberry Farm Park hosts a family‐oriented Harvest Festival in the fall that is in keeping with restrictions which apply to the site. McClellan Ranch Preserve supports small events and outdoor programs that are consistent with its mission as a nature and rural preserve. Several large neighborhood parks across the city have a potential to host small to medium gatherings (20‐150 people). Jollyman Park, Wilson Park, Hoover Park, Linda Vista Park and Library Field are potentially suitable for programs and could be augmented by adding additional support amenities (electricity, water, additional parking, restrooms, etc.). In addition, there are nine sites covered by the joint use agreement that the City could explore using for events—if such events are compatible with school needs, sport field use, and other considerations. The City can program additional sites for special events, including Cali Mill Plaza, Main Street Park, and Town Square. Key findings regarding the distribution of event spaces across the city include: There are many opportunities to host smaller outdoor events in parks and at schools across the city. Few sites are suitable for large‐scale community events. It will be important to continue to support events at Memorial Park and Civic Center Park when these two sites are renovated in the future. 6 | Parks & Recreation System Master Plan Geographic Analysis Map 7: Nature Access Map 7 illustrates access to nature, including access to community gardens or orchards, environmental education/interpretation amenities and facilities, visual access, and nature and creek trails. Key findings include: Most nature access opportunities are located to the west of Highway 85. Nature and creek trails currently offer the only nature access opportunities in central and eastern Cupertino. While few parks currently provide natural areas or habitat, there are a variety of opportunities to restore habitat and improve nature access in parks.
