PLANNING COMMISSION j~INUrES OF PREVIOUS MEETING _ Not Read III. REVIEW OF REZONmO REQUESTS a. Charron Furniture Compan,y requested rezoning of R-3-H frontage on Stevens Creek Road to C-I-H. b. Muriel Mae Fischer requested rezoning of Stevens Creek Road frontage from R-3-H to C-I-H. c. Mr. Peter Bianchi requested rezoning of R-lB-2 to C-I-H for purpose of building a duplex on property located near Stelling and Stevens Creek Road. d. Mr. Manuel F. Mello requested rezoMng of R-3-H to C-l-H for his property located at Blaney and Stevens Creek Road. e. Mr. Julian Fassio requested rezoning of R-3-H to C-I-H for property fronting Stevens Creek Road and Blaney. f. Angels and Josephine Licciardell0, 20065 Stevens Creek Road requested rezoning of fl.3-H to C-I-H. g. Mrs. Lillian B.· Wolf, 10080 Randy Lane requested rezoning of R-lB-2 to C-I-H. h. W. W. Hewitt requested permission to move a house on agriculturally zoned property located at Homestead Road and Highway- # 9. . MOTION. Moved b,y Commissioner Paizis the preoeding requests a thru h be tabled until a later date. Seconded qy Commissioner Bell, and carried unanimously. i. Nothing further has been heard from Mr. Yeager, representative of the Telephone Company in regards to a service yard on Fo;,est and Blaney. j. SelfpServ Food Corporation of San Jose requested permission to ereot a neon sign on the corner of Blaney and Stevens Creek Road. County requirements have been complied with. MOTION. Moved by Commissioner Bell, seconded by Commissioner Cali and carried unanimously the request be approved. k. Mrs. Fred Adler, 10552 Sohn Way, Cupertino, requested rezoning of residential to commercial in order to establish a beauty shop in her home. City Attorney Sam J. Anderson stated there are extremely rigid State regulations concerning home-operated beauty shops. MOTION. Moved by Commissioner Cali, seconded qy Commissioner Paizis and carried unanimously the letter be tabled for futher study and investigation. 1. Conct'ete Ready-I/Jix requested industrial zoning for a batching pIc "> to bú located on the proposed extension of ;'!andy Lane. Moved by Commissioner Bell, seconded by Commissioner Paizis, and carried unanimously the request be ta.bled for one week pending in~estigation and stuqy of the comparable plant in Sunnyvale. m. Mr. Jesse C. Peacock requfJsted heavy industrial zoning for an equip- ment yard located ~djacent to proposed Concrete Reaqy-Mix site, north on the proposed exf,ension of Ranqy Lane, yard possibly to include a small shed. PropePty would be completely fenced with redwood fencing; equipment t.o be parked in this area would consist of a dump truck, two rollers and othcr similar items. CommissionE;r Cali recommended a centralized industrial zone whereupon Mr. Peacock stated that since Commissioner Cali already has his yard established, he considered it jUdicious to follow the pattern. MOTION. Moved by Commissioner Paizis, seconded by Commissioner Bell and unanimously carried Hr. Peaci!lck's request be tabled for further study. n. Mr. Jolm H. Stone, a realtor, requested industrial zoning for a parcel adjacent to the proposed equipment yard site, north on Ranqy Lane, for possible bse as storage shed Qy Pacific Telephone and Telegraph Company. Commercial zoning was requested for the parcel located at the corner of the proposed Ranqy Lane and Stevens Creek Road. This proper~ has a three hundred foot frontage on Stevens Creek Road. MOTION. Moved by Commissioner Cali, seconded by Commissioner Neilsen and carried unanimously, both requests by Mr. Stone be tabled for further stuC\.v. o. Mr. W. S. Ainsworth of Los Altos requested rezoning to commercial for ~.9l acres of land located at the southwest corner of Stevens Creek Road and ~d11er Avenue. Commissioner Paizis stated this is located directly opposite the proposed site of the high school. MOTION. Moved by Commissioner Cali this request be tabled until a pre- sentation can be made by rlr. Ainsworth. Seconded by Commissioner Neilsen and carried 5 - o. p. S. C. Siegfried requested rezoning of part of Lot 11 located at the northwest corner of Blaney and Stevens Creek Road to commercial for a store. This lot has a 140' frontage on Blaney and a 99' frontage on Stevens Creek Road. MOTION. Moved Qy Commissioner Neilsen, seconded by Commissioner Bell and carried unanimous~, this request be tabled for further study. General discussion from the floor was requested from the Chair, Mr. Julian Fassio whose property is adjacent to Mr. Siegfried stated he objects to the present R-3-H zoning because it is too noiu,r for the occupants of an apart- mont or duplex, causing tenants to constantly move to quieter areas, there- qy creating a hardship problem for the property owners. Commissioner Bell stated the Planning Commission ml'st take action, Further discussion qy the following people was noted: Mr. Charron stded he is reaqy with the necessary plans for construction of a 10,000 square foot store as soon as permission is granted, qy the Planning Commission. Mr. Earl Foster stated that sewerage facilities would affect commercial zoning requests, Mr. Spence Wolf stated he had no intention of selling his property if his commercial zoning request was granted; further stated that when he started his bicycle shop the pro::,crty was zoned A-I. Mr. Peter Bianchi complained he had L~.- ready pc.L:' a zoning fee of :¡¡100.00 to the County Planning Commission for R-3-H ze"ing and permission to construct a duplex consisting of 620 squcrc foot one bcd~oom units. Proposed location is 280' from Stelling on a pri- vate~ maintained road known as Bianchi Way. " r~TION. Moved qy Commissioner Cali a public hearing be held to hear any -3- protests from that particular area; the Secretary to send letters stating date and time of hearing. Seconded by Commissioner Paizis and carried unanimously. IV. NEW BUSINESS a. The Chair stated professional advice is desirable in the formation of a master zoning plan. City Attorney Sam J. Anderson suggested a qualified person from a neighboring planning commission might be con- tacted, for a series of six meetings, at a stated monetary figure for each moeting; or> Lea~ue of California Cities could bo requested to recommend such porsonts). Further stated an export from outside the surrounding locale would take an unprejudiced view of the zoning needs. Chairman B1¡rrc1 Leonard instructed the City Attorney to contact a zoning expert in San Frand,sco to worle on master zoning plans. General discussion followed with Commissioner Cali stating a desire for Commercial zoninp: to Blaney AvrJnuo ~,nd on Highw1W >,t9. Che.irman BUI'Del Leonard declared the views of the proptorty owners should not be over- looked; sewerage facilities would be a guiding factor and an impetus to the commercial growth of Cupertino. Commissioner Cali stated commercial and industrial zoning shouJd be considered first for tho master zoning plan, even tho residential and agricultural zoning com- prise the larger percentage of the City. b. The Chair directed each Commissioner to appear at the next meeting with his version of a master plan in accordance with the individual's ideas of zoning impDDtance. c.
