II MINUTES OF THE LAST MEETING
A. The Clerk was instructed to read the minutes of a previous
meeting 2/17/56. These minutes had already been approved
but were read because of their pertinence to the hearings
this evening 3/9/56.
III SECOND HEARINGS
1. Proposal by Commissioner Bell that a light industrial park
be created by changing R-l:B-2 zoning to M-l-H in an area
of about 50 acres bounded roughly by Stevens Creek Road,
South Highway 9, eastward projection of Rodrigues Avenue,
and South Blaney, Excerpts were read from the 1946 Com-
prehensive Zoning Plan which included the entire San Fern~~o
Valley section of Los Angeles. Some pertinent information
concerning the development of light industry was of interest
to Cupertino, Moved by Commissioner Cali that the hearing
on the proposed M-I-H zone be continued next meeting;
seconded by Commissionfi!r Pa¡zis and carried 5 - 0,
Mr. Walsh, an owner of the Blabon-Walsh property.
asked to know how the Commission felt about streets
through his property. He Said that a street constructed
through the middle of the property wou~ tend to destroy
its value. Chairman Leonard felt that the Commission
appreciated this fact, '
2. William F. Charron stated he had plans to build immediately,
Moved by Commissioner Bell that the flanning Commission
recommend to the City Council that the Charron application
be granted; seconded by Commissioner Cali, and carried 5 - O.
The rezoning in question involved a change from R-3-H to
C-l-H on the north side of Stevens Creek Road near Randy,
). Spencer and Lillian Wolf: Rezone parcel 100' x lOOt on the
east side of Randy near Stevens Creek Road from R-l:B-2
to C-l-H to cover existing commercial use. Moved by Commis-
sioner Cali that the application be grantedj seconded by
Commissioner Bell and carried 5 - O.
4. Peter Bianchi: Rezone 2 lots on Bianchi Way from R-l:B-2
to R-)-H to permit building 2 duplexes, Chairman Leonard
reported the possibility of substantial changes in the area
concerned. Commissioner Cali suggested the Commission might
now reach a decision contrary to one it might make ina
month or two. On this basis, he felt a better decision
could be made if the Bianchi's were willing to wait. Mr.
Bianchi said that he preferred an answer at the present
hearing. Moved by Commissioner Palzis to deny the Bianchi
application; seconded by Commissioner Bell and carried 5 - O.
Mr. Bianchi then asked about a permit for single-
family dwellings. Chairman Leonard sai4 that the County
specifications would have to be consultéd,

IV NEW BUSINESS
1. Application for Use Permit
a.) James E. Spain: Commercial and Residential building
in R-)-H zone on the west side of Highway 9. A legal
description of the property accom?anied Spain's application.
He also furnished information about the peak business
periods, the value of the property and other details.
The Commission discussed the Spain application with
relation to a master plan. The issue in general was whether
or not this ap~lication would conform to the use specified
in the proposed mester plan. Moved by Commissioner Bell that
the Spain application be granted, seconded by Commissioner
Paizis and carried 5 - O.
2. Application for a Building Permit
a.) L. E. Maestas, 10055 Portal Avenue: Remodel a single
family dwelling in an R-l:B-2 zone by extending a roof to
provide a porch and carport.
Chairman Leonard said that the zoning seemed to be
appropriate and Commissioner Bell suggested that I1r. Maestas
apply to the County for a building permit. If he met the
County specification, it would be satisfactory to the City.
). Application for Sign Permits
a.) Bohannon (Vogel): 8' x 16' subdivision sign on Hewitt
property, west side of Highway 9, north of Homestead.
b.) Bohannon (Vogel): 5' x 8' subdivision sign on Lupertino
property, west side of Highway 9. 1/4 mile north of Stevens
Creek Road.
Chairman Leonard said that Bohannon appears to be much
too close to the Highway with the sign. He added that
Bohannon had not submitted a formal ápplication. Councilman
Nathanson, Speal¡ing from the floor, said that the County
Ordinance on signs was ineffective (Cupertino itself has
no sign ordinance). He also said that Bohannon should
submit a formal application, that he should abide by any
setback indiceted by the Planning Com~1ission, 8nd that he
should file a deposit to be held by Planning Commission
until such tim8 as Bohannon removed the sign. In the event
Bohannon failed to remove it, the deposit would be used for
that purpose.
Chairman Leonard appointed Commissioners Neilsen and
Paizis to consider the problem of signs. In the meantime.
Chairman Leonard will advise Bohannon that the matter is
under consideration.
V. UNFINISHED BUSIN'2SS
1. Report of City Attorney on status of annexations undertaken,
Mr. Anderson said that Ordinances on Homestead l-C and 2-C
will be drawn up. They will then fO to the Secretary of
State for certification. The Quito l-C Petition has been
circulated and signed by 58 registered voters out of 86
registered voters residing therein.
Sunnyvale has begun an uninhabited annexation adjoining
the Gardner property. If successful this would cut Quito
l-C in half.
Cupertino's Stelling l-C Petition has not as yet been
circulated but will be soon.
The proponents of Cox 1 and Madera 4 were turned down
by the Eoundary Commission.
2. Further discussion of pOssible recommendation to the Council
with respect to a Cupertino Greenbelt Ordinance will be on
the Agenda for the next work session.
