B. Oral
~r. Hewitt inquired about the possibilities of some sort
of garage on the north side of Homestead Road just west
of the existing Mobiloil Station. Such a use would re-
quire a rezoning. There were several formal applications
at hand and this matter was postponed until later in the
evening.
IV UNFINISHED BUSINESS
1. Further discussion of possible policy on service stations
was opened by questioning a Mr. R. E. Robbins, Listrict Sales
Manager of the Union Oil Company of California. When asked
about ways of determining whether a given area can support a
certain number of stations, Mr. Robbins said that the oil
companies, at least Union Oil Company, took into considera-
tion the population, both actual and potential, combined with
traffic surveys on the arterial roads. He felt that major
oil companies invested only after sufficient indication that
the site would support the operation. As to whether cross
corners at a major intersection are conducive to two or more
stations, Mr. Robbins was noncommittal, Considering the
question from the standpoint of the applications at hand,
Commissioner Bell observed that the Eldridge application
corresponded to the conditions he envisioned, namely: other
commercial properties accompanying the proposed gas station.
From the standpoint of utility and aesthetics, this type of
development appeared to be good planning.
Chairman Leonard noted that the recent defeat of the
flood bonds in the north central zone boded no good for ser-
vice station development. Drainage in this area is apt to
be a major problem for gas station operation, and the latest
election proved that no substantial governmental help is
likely to be forthcoming in the near future. The general
drainage problem combined with the fact that soil is ques-
tionable at several of the potential gas station sites,
raises a question that the Planning Commission should consider
seriously.
Commissioner Bell expressed the view th:et t,¡e type of
development outlined in the Eldridge application would be an
asset to the City. On this basis he moved trLCit the permits
be granted for the service station on the southeast corne~ of
Silverado and Highway 9 and that the use permit be gr8nteQ
for retail stores and professional office buildings at the
northeast corner of Silverado and Highway 9 - the permits to
be granted subject to the same conditions imposed on the

Texaco Station at Homestead Road, these conditions to be
stated in a letter to be drafted within the next two weeks
by ChairmAn Leonardi seconded by Commissioner Paizis and

A question arose as to the proper use for a "use permit".
The Eldridge application for retail stores and professional
office buildings in a C-l-H zone wås accompanied by a check
for a use permit. It was felt that while the stores could
not be construed as anything but C-l-H use, the professional
office buildings often require a distinct zoning such as
P-O or use permit.
It was moved by Commissioner Paizis that the Union Oil
Company application for a gas station at the northwest corner
of McClellan and Highway 9 be granted, subject to the same
oonditions imposed on M. W. Eldridge; seconded by Commissioner
Bell and carried 3 - o.
