MINUTES OF THE PREVIOUS MEETING OF JULY 19, 1957 were read; the
following corrections were noted: Item III-A-Earagraph 2, delete
"Bell" insert "Leonard", Item IV-A-Paregraph III, delete
"Engineering Dep'3rtments", insert "Building Inspection Depart-
ment".
II COMMUNICATIONS
A. Written
Santa Clara County Planning Department
Summery of Actions 7-17-57, including Branham request for
subdivision directional sign at the northeast and north-
west corners of Highway 9 and Prospect Road.
Agenda for August 7.
Report On 7-19 meeting of AreaWide Planning Organization.
Request by St, JosePh's Church for a sign across Highway 9.
COTTI'rissioner Myers suggested that the Church be advised to
clear their request with the State Division of Highways.
Consensus had it th'3t the Church be informed that the City
has at present no sign ordinance, that the request be
considered in the light of equal tréatment, no precedent to
be established, that the Planning Commission is agreeable
to the sign if satisfactory to the Division of Highways,
Chairman Leonard will write the applicant to that effect.
B. Oral
1. Mr, Leonard reported an inquiry with respect to a trailer
park site on North Highway 9 within the City limits. The
thinking of the Planning Commission seems to be that the
requirements of the state law and the trend in trailer
parks means that developments of this type can be an
asset ,to the community,
2. Mr, Leonard reported that a small eastern manufacturer is
interested in 10 or 12 acres in this vicinity, The prin-
cipals are not yet in California. They are interested in
storm drgin and sewer facilities and leave the impression
that the company is branching into the electroncis field.
They have indic"ted an interest in land at :w6,000 an aore.
III UNFINISHED BUSINESS
A, John Rodrigues, Jr., further consideration of proposed 7 lot
subdivision southward from Rodrigues Avenue.
If LID J is successful there appears to be no difficulty with
this application. City Attorney Anderson said that the
Sanitary District is happy to have support of the Planning
Commission. The District is assuming there is need for sewer
in the clusters of houses that exist at present and will
develop in the future.
Mr. Anderson suggested that strict improvements could be
developed by the City through the sale of bonds providing for
a lean against the property, including the requirement that
the subdivider post a suitable bond, In this way a local
improvement district could put in sidewalks, sewers, lights,
drains, etc, This would have the effect of reducing the
down payment required by buyers and would serve to prime the
home building market, He said the public interest would be
served by reducing the number of second mortgages, providing
improvements at a lesser cost, etc.
. Com~issioner Myers recalled that the Planning Commission
had already approved the tentative map.

B. Further consideration of Balas' request for rezoning.
Mr, Anderson said that examination of Balas' deed 1ndicates
reversal of the previous commercial use indicated, He ref err
to the possibility of securing a favorable majority opinion
in the tract. He asked the Plannlng Commission how such a
referendum might effect their Position in the matter, Com-
missioner Myers said that he would not consider a favor~ble
vote as controlling, He felt the information necessary to
make a decision was now available.
C, Report on sign ordinance
Commis~ioner Bill will report at the next meeting.
D. Report on County subdlvision ordinance and amendments.
Chalrman Leonard reviewed a subdivision check llst used by
a neighboring city and also referred to certain parts of the
Los Altos subdivision ordinance.
E, Miscellaneous
Chalrman Leonard reviewed a pamphlet, concerning outdoor
advertising submitted by Foster & Kleiser, Moved by Commis-
sioner Hyers, seconded by Commissioner Neilsen, carried
unanimously that the meeting be adjourned at 10:10 P.M.
