The minutes of the previous meeting of September 20. 1957 were
read and approved.
II COMMUNICATIONS
A. Written
1. A letter from B, F. Stonehocker requested permission to
establish plastering and lathing business at 10)4) Nortl.
Highway 9.
The Chairman recalled that commercial use started
during the County zoning of A-I. The flanning Commissio~
recommended a use permlt for the seme property almost
two years ago, The premises have been vacant recently
and are close to the path of one of the freeway routes.
Terms of the initial use permit were not as extensive
as subsequent permits. No rezoning has been requested.
The spot is located about 1400 feet north of Stevens
Creek Road and has been used for trailer rentals,
Commissioner Bell questioned whether, if the use is
comparable to that previously approved. the applicant
needs a new permit,
Since the operation appears to be similar to that
previous, Commissioner Myers moved that a use permit be
grant~4 to cover the two year lease contemplated by

B. Verbal
1. Harold Denton described the details of his water line and
his obligations, which are enforced by the Public Utili-..
ties Commission, The line with which he is concerned
runs north to Rodrigues Avenue then east. The water
line will have to be kept intact as long as the users
are active, that is. as long as anyone in the district
requests irrigation water from the line, No parcel of
land can be dropped from the district without the
approval of the PUC. A line will have to be maintained
until such time as signatures of all owners requesting
withdrawal are received. plus the permission from the
Public Utilities Commlssion, The line is located about
three feet from the pavement of Rodrigues Avenue and Mr.
Denton stated that a concrete line is not allowed under
street pavement. He estimated the cost of such a water
line as ~1.65 a foot for concrete and ~2.65 for 10 inch
steel. He said that he will draw a map of all the lines
within the City for our use.
III UNFINISHED BUSINESS
A. Harry Chow. Discussion of Possible policy on flower growing,
Commissioner Myers referred to the County Zoning
Regulations examined at the previous meeting, listing the
agrlcultural uses permitted in an R-l zone. Propagation
and cultivation of flowers is included in the uses permitted.
He asked if there were any different interpretations and
said he was inclined to think that the question is not one
properly before the Planning Commission, After listening
to opinions from the floor. Chairman Leonard said that
people appear to feel that a new policy is needed, He noted
that 1500 acres. more or less. are in agriculturè, about
evenly divided between good, poor. and mediocre condition.
He said that thought must be given to changing usage which
is certain to come about in the hopes that a satisfactory
compromlse can be effected. Commissioner Myers sald that Mr.
Chow wishes to cooperate and mlght be willing to particlpate
in a meeting held for mutual benefit.

The Chairman said that since the zoning was correot and
plans had been approved, the applicants are clear for ~
bulldlng permit. '
Ray Lite Neon Co. (for Moe Bennett) Request for a sign
permit on Charron property, NE corner Stevens Creek and
Randy Lane.
It was deoided to take the sketch to the County for
approval.
Sid Grce: Request for approval on plans for a Texaco
Service Station as part of a shopping center development
Mt, View-Stevens Creek Road near Homestead.
Mr. Grce said the site bordered the City Limits line
with C-l-H zoning on the area to be developed commercially.
Texaco will lease the station on a 15 year basis using a
lateral from the LID 2 sewer main. It is his intention to
drain the storm water into Stevens Creek since his property
line lies in the center of the stream bed. The Chairman
suggested a letter to the County to verify the zoning, then
have them exerclse H control. Grce estimated it would be
slx months to a year before the balance of the shopping
oenter (other than servioe station) is constructed.
