MINUTES OF THE PREVIOUS MEETINGS: March 25, 26, 1963
March 25:
Page 3, paragraph 5, Commissioner.Frolich requested "that copies
of INFO bè furnished the Commission.
Fifth paragraph under IV, the City Attorney said that variances
would also apply to subsequent buildings on the same lot.
Page 4, the applicant was asked abóut answers to a list of
questions posed to applicant at the previous meeting, and replied that
he had no answers prepared.
Page 6, beforevoting,lt was pointed out by Commissioner Fitz-
geraldthat there was noope1'1ing, that·a road" would have to go through
school property or an "existing house.
Page 7, first sentence, ------that offsite easements---, not
offside.
Page 5, Chairman Snyder outlined the problems existing. 5th para-
graph from bottom of page.

The solution to the ingress and egress problel)t could be from roads
leading in from the adjacent property since it is undeveloped.
Maintenance of the common green area could possibly be solved by
deed restrictions.

It was moved by Commissioner Fitzgerald, and seconded by
Commissioner Small that the minutes be approved as corrected. Motion
carried 7-0.

It was moved by Commissioner Small and seconded by Commissioner
Fitzgerald that the communications be received and filed. All in favor.

IV HEARINGS SCHEDULED
A. .EXCELL & SON: Application 77-Z-63 to rezone 5.08 acres from
R-l to R-2-H; Lockwood Drive at the intersection of Voss
Avenue. Second Hearing.

Frolich, Small and Leonard said they had.
The Commissioners found the duplexes attractive and impressive
from a structural standpoint. Commissioner Leonard raised the question
of the capacity of the sewer trunk line, and wondered if additional
residential zoning might lead to the need for another line. The -
applicant's representative said this had been discussed with the Sani-
tary District, and it is their feeling that accumulating funds will
be adequate to put in the extra service when needed. There are ten
buildings constructed at present. This application is for nineteen
additional buildings of very similar design.

In considering a prior application, where the Commission had
pointed out that this property ls zoned R-1, the Commissioners con-
sidered the possibility that any rezoning to R-2-H might cause the
previous applicant to come back for ·rezoniJ'!g. It was the consen-
£us:that the applicant has done a good job on h..1.s buildings, perhaps
bett~~ than others, and that this should be sufficient justification.

The Chairman asked for comments from the audience. There were
none.
It was moved by Commissioner Frolich, and seconded by Commission-
er Fitzgerald that the hearing be closed. All in favor.
Commissioner Small moved that Application 77-Z-63 be recommended
for approval, subject to the conditions of Exhibit B, and that the
conditions attached to the R-1 zoning be included where applicable.

Commissioner Adamo asked about the-possibility of changing the
order of voting. The City Clerk answered that parliamentarylawre-
quires that there be a fixed order of vot;:lng, and that alphabetical
order is the customary method.
It was moved by Commissioner Small, and seconded by Commissioner
Fitzgerald that the meeting be adjourned to April 9, 8:00 at the
Conference Room. All in favor. - Meeting adjourned 8: 35.
