In quoting the City.Planner, instead of, '~5 parking spaces are

In regard.to the letter'the City Plsnner+received from_xhe County,
he, too, felt the Ordinance~ of the C'outr'ty and the;,.~ity of San Jose ~
ehould be coordinated but that we should:,not have:to wai~ loiig to'
accomplish this. Our Ordinances are needed now.

The City Planner stated that a copy of Fremont's Ordinances'Y1ad ,just
arrived and would be checked. Mr. Leonard offered the information
that Fremont's Ordinances will probably be the most up-to-date ones
in this area.
Copies of Comm. Gates' "NOTES ON PROPOSED ZONING ORDINANCE" were
distributed among thoae present.. Comm. Gates had prepared these
notes in anticipation of being absent at this and the next study
session. It reviews pages 38 through 54 of the ~~PROPOSED ZONING
ORDINANCE."
The City Planner distributed copies of his "COMPARISON BETWEEN .
ZONIN(3 ORDINANCES," dated 5/21/64, and reviewed this schedule wi~h '
those present, He pointed out this is only the first draft and is
aub,ject to changes. He pointed out that, when making up ordinances,
perhaps we should express them from function to funetion rather than
from zone to zone. Chairman Frolich suggested "Clearance Ang1e"
could be set up for side yard, front yard and rear yard and the
Commission should go through the ordinances to establish them.

An effort must be madA to "cover all bases," such as people with
swimming pools may in the future want to use them all year around and,
thus, will want to cover them, This is only one of the many criteria
which should be considered and covered b~ this new set of Ordingnces,
Anticipation of the many types of commercial uses of property is
extremely difficult, as was pointAd out by the City Planner. The mode
of access and the par~~ng ratio may be a suitable funation to guide
4lassificatio~ of Commercial Zones. The~, a list of all commercial
and lndustrial activities now found in Cupertino could be drawn up
and assigned Eo one or several Zones. The list could be amended when
new typss of Commerce or Industry come into the City.
Mr, Leonard then outlined the unsuccesaful attempt by the Planning
Commission to try to prepare a C-2 Ordinance.
The City Planner considered a protection of R-1, etc.; zones to be
~ustified by means of green belts or intermediate residential zones.
This notion was then discussed at length. Mr. Leonard did not feel
the answer was to buffer existing R-1 areas with another strip of
R-1. Comm. Johnson felt that if this is to be done, there should be
a"protection clause" whereas the real estate salesmen should make it
clear to prospective buyers that this is a buffer zone.
Mr. Leonard questioned whose aesthetics are being defiled. 'He £elt
the property owners on both sides should do something toward the
buffering; that they should both face up to a transition.
The City Planner distributed his tentative first draft of his
"PROPOSED SCHEDULE OF ~ONES" and discussed them with the Commissioners,
He pointed out tihat this draft should be onsidered only as an illus-
tration of his approaChy not as a proposa~.
The Chairman announced that the Planning Consultant would be present
at the next Work Session and that they would then proceed with the
review of his "PROPOSED ZONING ORDINANCE."
The meeting was ad~ourned at 10:00 P.M.
