"-. ~ " ;;. The' Chairman announced that he will be unavailable the first three weeks in July, but the .rest of ti)eCommission can carry on with the Thursday night work session, if they care to. After considerable discussion, it was decided that the first two Thursdays in July there would be no work sessions. This will enable the new Commissioners to catch up on:their "home work. " . 3. . Swearing In. Chairman Thomson wi 11 contact Nayor . Finch to see if he can come to the next Plarming Commission meeting to swear in the new Commlssi'oners. 4. Nedian strip irrigation. Gates wondered if it would be wise to use the Ruth & Krushkov application as a start in getting the hook out of McClellan and have It COGle out approx·;_mately at Stella's Bar. There Was some discussion o:f the financing of this. 6. Letter from the Consultant. The Assistant City Engineer' said he received a letter from Mr. Schoenfeld, saying he is comj.ng to Cupertino on Thursday, June 25th, to present the Zoning Map to the Planning Commission. Presumably, there will be no charge for this visit. 7. City Planner's Report. The City Planner presented comparison charts for C-l and C-2 and Industrial zoning. He used the Functional Approach. Mr. Belser has offered to cooperate with Cupertino in its new venture in return for some statistics. The City Planner felt one of the most important reasons for handling the zoning ordinances in this Functional way is so nothing is forgotten or overlooked. He said zoning should be more flexible, but also give the City more control. Comm. Gates said he felt the Commission should do something· creative and allow for new approaches in commercializing and home building but, by the same token, it cannot be too lax. The City Planner said this is what he is trying to accomplish. Comm. Gates suggested we use the same nomenclature as the County. Mr. Leonard said he has heard ~~. Belser express himself that there is room for improvement in the County's nomenclature. Instead of C-l and C-2, the City Planner is proposing using: CA, CB, CC, and CD. Comm. Gates felt these categories should be amplified to better describe them. The City Planner said drainage is an important factor to con- sider when setting up minimum lòt coverage. Open green areas are needed for drainage and could be used for playgrounds, etc. Comm. Gates stated that concepts change and he is afraid to be too specific in this Ordinance. The City Planner said that in his Functional Approach you don't get down to detailS o:f the project until you are ready to start bUilding. Comm. Gates felt that you have to leave your zoning ordinances open so clever, new concepts are not ruled out. He felt we should not discourage developers from coming to Cupertino. Chairman Thomson felt this was no problem since we have the population and the desirable location to be attractive to new deve lopers. 8. Next Work Session. Mr. Schoenfeld will come to the nGxt work sess~on to present the Zoning Map, -2- The Assistant City Engineer h~s a few items flagged in the PROPOSED ZONING ORDINANCE to ask the Consultant about. 9. Niscellaneous. Comm. Gates had further tho·ûGhts on this Ordinance in general: He felt that in trying to be creative in an ordinance it may be that it is too risky; maybe sticking to the scissors and glue job would be better since most of the Commissioners feel they are novices in drafting ordi~ances. It was felt that the Industrial Zoning is fairly good. The Commercial Zoning needs much rework. Chief things to consider: Traffic, Harmony, Impact on existing developments. Chairman Thomson suggested the City Planner continue further his commercial ordinance concepts and to get some ideas from Nr. Belser. 10. Adjournment. Meeting adjourned at 10:20 P.M.
