PSC 07-13-2017CALL TO ORDER CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday July 13, 2017, 6:00 p.m. Cupertino City Hall, Conference Room A Commissioner Tallinger called to order this regular meeting of the Cupertino Public Safety Commission at approximately 6:05 p.m. on Thursday, July 13, 2017 in the Cupertino City Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014. Subject: Approve the Jw1e 8, 2017 Minutes Recommended Action: Approval of the Jw1e 8, 2017 Minutes Commissioner McCoy motioned to approve the minutes of the Jw1e, 8, 2017 meeting; Commissioner Huang seconded the motion; Ayes: Tallinger, Huang, McCoy, Nellore. Noes: None. Abstain: None. Absent: Sahai. ORAL COMMUNICATION Public Safety Commission Minutes July 13 , 2017 Juhi Mohile: discussed volunteering for the comm1ss1on and expressed an interest in monitoring traffic safety before and after school at Cupertino High School. Commissioner Huang requested that opportunities for student volunteers to assist the PSC be placed on the next agenda. That request was noted by Commissioner Tallinger. Oral Communications closed. WRITTEN COMMUNICATION Commissioner Tallinger talked about an email from Captain Urena which supported the use of local high school student volw1teers at the PSC. Commissioner Tallinger requested that topic be placed on the August 2017 agenda. Commissioner Tallinger received an email from Sarah Johnson from The Forum (At Rancho San Antonio) thanking us for our participation in their Annual Health Forum. He also thanked Deputy Chief Justice for providing AlertSCC handout literature to the PSC for those attending the Health Forum. OLD BUSINESS 2. Subject: Participation in the Cupertino Alert System (CAS), AlertSCC and Pulse Point (Huang/McCoy); Report from County Office of Emergency Services (OES) on AlertSCC and Everbridge as well as the Integrated Public Alert and Warning System (IPAWS). Recommended Action: Discuss Participation in the Cupertino Alert System, AlertSCC and how the County OES changes may affect Cupertino CAS; Receive report from County OES; Discuss Pulse Point and receive status of wallet cards/fridge magnets related to crime reporting/fire/incidents and situational awareness (McCoy) The PSC is concerned about who will own the promotion of the AlertSCC in Cupertino. The PSC wishes are that the City of Cupertino takes the lead, since they have already assigned personnel to the task. The PSC acknowledged they can support the City in its promotion of the program enrollment, but cannot be its main promoter. Commissioner Huang mentioned he will no longer be able to track the AlertSCC signup progress. The PSC motioned and approved an authorization to spend up to $250.00 from their promotional budget to purchase up to 500 business card size stick-on magnets to convert the current promotional two-sided "See Something, Say Something" /CAS promotion cards in to refrigerator magnets, by placing the magnet on the CAS side of the card. Commissioner's McCoy and Huang will work together to find a source for this purchase. 2 Public Safety Commission Minutes July 13, 2017 The PSC is concerned about the public not being able to edit records transferred from CAS. Commissioner Huang confirmed all concerns by demonstrating the inability to log into AlertSCC and not being presented with contact options on a new login entry. The PSC would like information on who in the City of Cupertino is currently authorized to send out AlertSCC messages. Additionally, they would like to know the chain of notification, who to notify during which hours, and if this list is formalized. Commissioners Huang and McCoy are requested to invite the City Manager/staff to the next meeting to present a status update on the CAS to AlertSCC process and to answer any follow up questions the PSC might have concen1ing same. 3. Subject: Public Safety Education and Outreach; a) Discuss Senior Safety Forums (Sahai), b) Transportation Safety Educational Campaign Progress (Tallinger), c) Neighborhood Residential Burglary Prevention Seminars (Nellore), d) Public Safety Forum (McCoy), e) Proposals for Future Forums/Workshops (All) Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai); receive report on Transportation Safety Educational Campaign Progress (Tallinger); receive report on Neighborhood Residential Burglary Prevention Seminars (Nellore); receive report on Public Safety Forum (McCoy); Discuss proposals for future Forums/Workshops Commissioner Sahai reported that two groups were interested in hosting a Senior Safety Forum and she requested a list of dates for availability. Commissioner Tallinger gave a presentation describing the update to the Transportation Safety Educational Campaign. He will present his finding to the Bike/Ped Commission on Thursday, 7 /20/17. He has added and is looking for the City Public Works input as to placing reflective frames on traffic signals which has been proven to reduce traffic collisions, especially during the twilight hours. He also needs input from the City of Cupertino for the program as it will be a budget item which needs to be defined. He will email Captain Durr to aid in facilitating this need. Commissioner Nellore reported he had a successful tum out for his first Residential Burglary Prevention Seminar of about 40 residents, to include the Cupertino City Mayor and Laura Lee which lasted about three hours. He proposed to make this presentation at least every other month. Commissioner McCoy provided an update on the Public Safety Forum. He has a public meeting set for 11/16/17, from 6pm-9pm, at the Quinlan Center. The Sheriff's Office and the Fire Department will provide static displays. Commissioner McCoy will follow up with Recreation Coordinator Danny Mestizo to confirm his intent in addressing the Teen Commission. 3 Public Safety Commission Minutes July 13 , 2017 Commissioner Huang presented a Ransomeware Report from the Tech Industry which covers the first half of 2017. At roughly 4,000 Ransomeware attacks daily, the community remains alarmed. The PSC would like to have an official stance from the Sheriff's Office as it relates to paying or not paying the Ransomeware demands so they may add it to their presentation on the matter. The PSC discussed the need for clarification with the City of Cupertino as to who should provide refreshments at their community meeting/seminars, and under which liability insurance would the PSC fall w1der should they serve refreshments to the public. 4. Subject: OES Readiness quarterly status report including; a) any and all OES updates; b) City emergency preparedness; c) Cross training of volunteer groups (All) Recommended Action: Receive OES readiness quarterly status report; receive OES updates; receive city emergency preparedness updates; receive cross training of volunteer group updates Commissioner Tallinger has yet to hear back from anyone, but concerns remain about the lack of Disaster Counsel Meetings. NEW BUSINESS 5. Subject: Fire Extinguisher refilling program (McCoy) Recommended Action: Discuss a potential Fire Extinguisher refilling program (McCoy) Commissioner McCoy requested this line item be removed from the agenda and the PSC agreed due to the fact that vendors wanted to charge residents a fee to refill their fire extinguishers. The PSC will defer this program to the City of Cupertino to initiate and rw1 how they see fit. 6. Subject: Future Agenda Items Recommended Action: Discuss items for Future Agenda Commissioner McCoy requested that opportw1ities for volunteers to help the Commission be added to the next agenda. Commissioner Huang presented an issue with the gate access for emergencies, such as a fire, in his neighborhoods along Cristo Rey Drive. He motioned to add to the next agenda a discussion on opening the Forum's three access gates to avoid gridlock like during a recent emergency. The Commissioner agreed to add both to the August Agenda. 4 Public Safety Conunission Minutes July 13, 2017 STAFF AND COMMISSION REPORTS 7. Subject: Report by Santa Clara Cow1ty Fire District Recommended Action: Receive Report by Santa Clara Cow1ty Fire District Deputy Chief Justice presented the Jrme 2017 Public Safety Report. He explained the response times and their performance averages. He discussed the monetary fire loss total and explained what it meant. Deputy Chief Justice related an increase in the amormt of fires (14) during the month of Jrme which is double the amormt over the last two years combined. 8. Subject: Report by The Santa Clara Cow1ty Sheriff's Office Recommended Action: Receive Report by The Santa Clara Cormty Sheriff's Office Sergeant Brown relayed, due to Captain Durr' s absence, the Sheriff's Office Public Safety Report presentation will be postponed rmtil next month. Sergeant Brown reported on the status of the Sheriff's Office Burglary Suppression Team. He explained how the rmit refocused its enforcement and is averaging 2-3 arrests every four days. Sergeant Brown also reported on the success of the Cupertino 4th of July Fireworks Show. 9. Subject: Rece1ve Commissioner Reports Recommended Action: Receive Commissioner Report No Commission reports.
