MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
May 17th, 2017

The meeting was called to order at 7:00 p.m.

APPROVAL OF MINUTES
1) The Commission approved the April 19, 2017 minutes.
POSTPONEMENTS
ORAL COMMUNICATIONS
• Jerry Tallinger (PSC) discussed the Safety Forum he is currently driving. The
format will be changed from forum format to a different form that focuses on
driving education of Transportation Safety. The audience shall not be limited to
Cupertino residents only, but for all people commuting to Cupertino City. Will
work with more promoting channels in press/media/school/etc.

OLD BUSINESS
2) 2016 Bike Plan Implementation (Stillman)
a. Roughly 170k out of the 2 million budget is already spent in this fiscal
year, which starts on July 1st. The rest of the fund will roll over to the next
fiscal year and combine with the expected 1 million budget for next fiscal
year.
b. Major projects are:
• End-to-end Stevens Creek Blvd. projects (-7.2 million total)
• McClellan projects, which include many redesigns (-5 million)
• Rail trail update
• Class-III and Class-IV bike lanes across the city.
c. New proposal of budget will be reviewed by the Council in June.
d. Toole Design Group will attend the June BPC meeting to present the Bike
Boulevard Plan and Pedestrian Plan.
3) 2017 Bike-to-Work Day (Lyn)
a. The Bike-to-Work Day was a success thanks to the volunteers from BPC,
Walk-Bike-Cupertino, Abundant-Life Church, and residents.
b. This is the first time the site changed to the other side of the street.
Commissioner Sean Lyn will keep working with the Abundant-Life
Church Office so the Energizer Station set up will be at the drive-way of
the parking lot. Much higher percentage of passing-by bikers stopped this
year.

NEW BUSINESS
4) Walk-N-Roll (Lyn)
a. Lincoln Elementary School Walk-N-Roll event was held in May with the
help and sponsorship from Cupertino Rotary Club and SRTS program.
Apple agreed to the usage of one of their campus parking lots as one of
the Waking-Bus meeting sites. The results were positive based on
feedback from office staff. This will be a regular event in Lincoln.
b . Stevens Creek Elementary School Walk-N-Roll event was held in May
with the help and sponsorship from their PT A, Sheriff Department and
SRTS program. The event was a huge success with one-month promotion
and the presence of the Mayor. We observed a very small number of
traffic on the front-street, which was usually busy during normal days.
c. Eaton Elementary School signed up for June event.
5) Safety Tip Sheets for High Schools (Shearin)
a. Safety Orientation Night for parents was held in Monta Vista High School.
Flyers are distributed to both parents and student leaders, who committed
to delivering the messages to all students.
6) Items for Future Agendas
a. Toole Design Group plans to attend June meeting.

7) Staff Report (Stillman)
a. No more report after discussion in item 2.
8) VTA BP AC Report (Lindskog)
a. VTA launched a new Bike-Sharing program in Palo Alto
b. A proposed County Measure B will grant 250 million on improvement of
biking infrastructure across the county. An estimation of 30 % on
education and 3% for Cupertino City among this budget.
9) Public Relations Subcommittee Report (Heller)
a. Pete Heller prepared an article on recent code change on sidewalk
bicycling regulation. The article was published in Walk-Bike-Cupertino
Website.
