Commissioner Tallinger called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:00 p.m. on Thursday, June 8, 2017 in the Cupertino City Hall
Conference Room A, located at 10300 Torre A venue, Cupertino, California 95014.

1. Subject: Approve the May 11, 2017 Minutes
Recommended Action: Approval of the May 11, 2017 Minutes
Commissioner Huang motioned to approve the minutes of the May 11, 2017 meeting;
Commissioner McCoy seconded the motion; Ayes: Tallinger, Huang, McCoy, Sahai. Noes:

Commissioner Tallinger talked about an email he received from the city clerk stating business
cards will no longer have personal telephone numbers.
OLD BUSINESS
2. Subject: Participation in the Cupertino Alert System (CAS), AlertSCC and Pulse Point
(Huang/McCoy); Report from County Office of Emergency Services (OES) on AlertSCC and
Everbridge as well as the Integrated Public Alert and Warning System (!PAWS).
Recommended Action: Discuss Participation in the Cupertino Alert System, AlertSCC and
how the County OES changes may affect Cupertino CAS; Receive report from County OES;
Discuss Pulse Point and receive status of wallet cards/fridge magnets related to crime
reporting/fire/incidents and situational awareness (McCoy)
County Director of Emergency Management Dana Reed spoke about the status of AlertSCC.
He informed the commission that the backbone of AlertSCC, which is named Blackboard,
has changed to a new system named Everbridge. Although the new system which operates
AlertSCC has changed, the new system will operate in the same manner. The system was
purchased by Santa Clara County and is free to all cities to use. The new system has been
implemented since March 31, 2017 and about 32 instructor lead training courses have already
been held. The training is for users to learn the system. Each jurisdiction identified users to
send as Cupertino currently has 5 people identified that are in the process of learning the
system and attending the courses. After the training, the attendees name is added to the list
of authorized users. For the Integrated Public Alert and Warning System (IP A WS), users
need to take an additional 3 classes. Once completed, the user will be allowed to use IP A WS.
IP A WS allows people to receive notifications even if the person is not signed-up to receive
notifications as it works through cell towers in the identified area. Mr. Reed further explained
that the new AlertSCC system allows for a community messaging side which may be used
by the city to provide community type messaging, such as gas leak notification.
Commissioner Tallinger asked about the promotional aspect of AlertSCC. Mr. Reed stated
that the promotional aspect of AlertSCC was something that needed to include the various
jurisdictions. Each jurisdiction could promote AlertSCC through various city social media
outlets.
Commissioner Tallinger asked Mr. Reed if people could use some type of paper registration
to sign-up to AlertSCC. Deputy Director of Emergency Management David Flamm

responded that a paper type of registration is potentially something that they can draft but
as of now, no such registration exits . Commissioner Tallinger spoke about the manner in
which a paper registration could be beneficial but added that he was not sure if such a
practice would be allowed by the city. Captain Urena joined the conversation and informed
the commission that paper registration was not something that the city was prepared to do
as it brings up privacy and resource concerns.
Mr. Flamm continued to speak about the promotional aspect of AlertSCC including passing
out leaflets asking residents to sign-up. Mr. Flamm added that they have used VTA to
promote AlertSCC and they will continue to use other means to get the word out. Mr. Flamm
and Mr. Reed continued to explain how the system would be able to draft reports to identify
the number of users in the city. They added that a city employee would be trained on how
to pull the numbers and provide the commission with the report.
Commissioner Tallinger asked Mr. Reed if the current CAS subscribers were automatically
going to be added to the new system as the commission had worked tirelessly to sign-up as
many residents as possible. Mr. Reed responded that he was unsure if CAS subscribers were
automatically added to AlertSCC but felt that because both CAS and AlertSCC were using
Everbridge as the backbone, that it is highly likely that CAS subscribers are already singed-
up to AlertSCC. Mr. Reed and Mr. Flamm agreed to check the status of the merger and report
back to the commission.
Commissioner Huang provided a presentation on how many residents were signed-up to
previously receive notifications from AlertSCC and CAS. He explained how the city council
had previously given the commission direction to sign-up as many residents as possible as
the city wanted to be the city with the most sign-ups.
Mr. Reed and Mr. Flamm ended the conversation by explaining the various groups within
the system and how they are added and triggered.
Commissioner McCoy asked about promotional material related to AlertSCC and how to
obtain such items. He also asked about reports which include the number of activations by
AlertSCC. Mr. Reed explained that activations are tracked and reports may be generated by
city staff.
Mr. Reed and Mr. Flamm were thanked by the Commission for attending the meeting and
giving valuable information. They departed soon after.
In regards to the status of wallet cards/fridge magnets related to crime
reporting/fire/incidents and situational awareness, Commissioner McCoy did not have an
update.

Recommended Action: Receive updated report on the next Senior Safety Forum (Sahai);
receive report on Transportation Forum Progress (Tallinger); receive report on
Neighborhood Residential Burglary Prevention Seminars (Nellore); receive report on Public
Safety Forum (McCoy); Discuss proposals for future Forums/Workshops
Commissioner Sahai emailed Pam Reed from the Forum who requested Sandy Ryan be
contacted for future Senior Safety Forums. Commissioner Sahai has not received a response
from Sandy Ryan and is awaiting her response.
Commissioner Tallinger explained that he received an email asking for Commissioner Sahai
to contact Sunnyview Senior Center as they were asking for a presentation. Commissioner
Tallinger added that at yesterday's Mayor's meeting, the mayor recommended that the
Commission try and present the information to all the senior centers in Cupertino.
Commissioner Tallinger gave a presentation describing the update to the Transportation
Forum. He spoke with the city engineer as well as the Sheriff's Office Traffic Sergeant to
obtain specific information. The presentation consisted of needing to conduct a cost analysis
on proposals, obtaining approvals, obtaining analysis methods and deciding on speed tables
vs speed bumps.
In Commissioner Nellore's absence, Commissioner Tallinger reported on the residential
burglary seminars being presented by Commissioner Nellore. Commissioner Nellore has a
presentation on June 17, 2017.
Commissioner McCoy provided an update on the Public Safety Forum. He asked Recreation
Coordinator Danny Mestizo if the Teen Commission would be interested in giving a
presentation at the Forum. Mr. Mestizo agreed to talk with the commission.
Commissioner McCoy further added that he is currently considering having the Public Safety
Forum in late October early November at the Quinlan Center. The Sheriff's Office would
give an update on burglaries and thefts and the Public Safety Commission can talk about
subjects such as Pulsepoint. Commissioner McCoy is hoping someone can talk about
Ransomware as it is a topic frequently discussed on Nextdoor. The different types of sc am
would also be of particular interest. Planning continues.

Written Communication
Commissioner Tallinger received two emails, one was asking about topics for the Public
Safety Forum and the second was a recommendation to discuss and focus on residential
burglaries and burglaries in general. The other topic recommended was internet crimes
which include identity theft.

5. Subject: Firewise proposal promotion within Cupertino
Recommended Action: Discuss Firewise proposal promotion within Cupertino
Commissioner Tallinger agreed to drop this agenda item as the proposal has not gained any
momentum.
NEW BUSINESS
6. Subject: Fire Extinguisher refilling program (McCoy)
Recommended Action: Discuss a potential Fire Extinguisher refilling program (McCoy)
Deputy Fire Chief Justice provided the Commission with a vendor contact so that the
commission could call and ask the necessary questions for such a program.
7. Subject: Future Agenda Items
Recommended Action: Discuss items for Future Agenda

8. Subject: Hack-a-thon review on safety related apps
Recommended Action: Receive report from the Teen Commission on Hack-a-thon results
Teen Commissioner Anooj Vadodkar and Recreation Coordinator Danny Mestizo provided
a presentation on the previously held Hack-a-thon. Mr. Vadodkar explained that the city

held a free event that started on the evening of April 8, 2017 and ended on the morning of
April 9, 2017. The event centered around creativity and collaboration on projects identified
by the Teen Commission. The event was held for teens between the ages of 12 and 18 years
old. The event included a total of 17 hours where the teens had dinner and breakfast. In the
end, teams were given 2 minutes to present their project and demonstrate their app to a panel
of judges.
The Teen Commission is planning on having another Hack-a-thon next year as they have
learned a lot from this 151 annual event, including potentially having the event during the day
as oppose to overnight.

10. Subject: Report by The Santa Clara Cow1ty Sheriff's Office
Recommended Action: Receive Report by The Santa Clara County Sheriff's Office
Captain Urena presented the Sheriff's Office Public Safety Report. He explained the response
times and what each category entails (Priority 1, 2, 3). He added that the response times are
averages which sometimes are skewed due to the time the calls come in.
Captain Urena said Cupertino experienced one robbery in May. On Saturday May 6, 20 17 a
suspect kneeled down next to a shopper at Safeway on Homestead Road and abruptly
snatched a cellphone from a shopper and ran. Captain Urena explained that the incident was
a robbery because the suspect used force to remove the cellphone from the victim's hand.
The city experienced nine residential burglaries and they appear to be going down. He said
the key to stopping the burglaries consist of having a good relationship with residents and
encouraging them to call 911 when they see anything suspicious.
Captain Urena explained that the Sheriff's Office has arrested approximately 32 suspects
related to vehicle and residential burglaries since January of 2017.

Commissioner Tallinger talked about the upcoming Health Fair at The Forum.
Commissioners Huang and McCoy explained the goal of the commission and how seniors
could be supported.
