Director Jan Stokley, spoke in support of affordable housing for adult persons with developmental
disabilities as representatives of Housing Choices CA.

PUBLIC HEARING
1) 2017-18 Community Development Block Grant (CDBG) Program, General Human Service Grants
(HSG) Program and Below Market Rate (BMR) Affordable Housing Fund (AHF) funding allocations
Staff member Heusler provided an overview of the FY 2017-18 CDBG, BMR, and AHF funding allocation
process. The U.S. Department of Housing and Urban Development (HUD) has not yet released CDBG
allocations for FY 2017-18 and the City is estimating allocations based on the amount received in FY
2016-17. For FY 2017-18, the City is not accepting new CDBG, HSG, and BMR AHF public services grant
applications due to a two-year grant funding cycle which covers FY 2016-17 and 2017-18. Commissioners
reviewed the renewal public service grant applications for FY 17/18.
An annual Request for Proposal (RFP) for CDBG and Below Market Rate (BMR) Affordable Housing
(AHF) capital/housing project funds was issued for FY 2017-18. The City did not receive any applications
for the BMR AHF capital/housing funds. A recent review of reallocated CDBG funds from FY 2016-17
showed a decrease in estimated carry over funds. As a result, the City revised the estimated FY 17/18
CDBG capital/housing project funding allocations to $213,259 from the original $300,000 estimate in the
NOFA. Commissioners rated and ranked the two proposals received for CDBG capital/housing project
proposals. Commissioner Bose requested that West Valley use laminate flooring at Vista Village instead
of carpeting. Commissioner Kapil asked Rebuilding Together Silicon Valley about the increase in funds
while the proposed amount of homeowners served remained the same. Bev Jackson of Rebuilding
Together Silicon Valley responded that they usually exceed their homeowner goal and are on pace to do
so this year .
Commissioners recommended funding allocations of $213,259 as follows:
• Rebuilding Together Silicon Valley-Housing Repair and Rehabilitation Project: $64,000
• West Valley Community Services-Vista Village Renovation: $149,259
CDBG funding amounts will be reduced or increased proportionately for FY 2017-18 based on final HUD
allocation formula and City Council approval. In addition, staff will work with grantees to reduce the
scope of work accordingly if grant amounts are reduced . In the event of a decrease in funds, the
Commission recommended supplementing CDBG capital/housing fw1ds with BMR AHF up to the
awarded amount.
Commissioners put into place the following CDBG Contingency Plan because of the uncertainty in the
federal budget and the revised timeline provided by HUD to submit the Action Plan.
CDBG Contingency Plan
In the case of funding increase, the following plan is recommended:
• Public Services ($47,188): Distribute the additional available amount in the public services cap
until an applicant is fully funded. If an applicant reaches the funding amount requested, any
remaining funds will be distributed to other applicants who have not yet reached the maximum
funding amount.
• Administration ($63,107): Funds are to be allocated to the City of Cupertino for CDBG
administration. General Fund allocation will be reduced accordingly.
• Capital/Housing Projects ($213,259): Distribute the additional available amount in the
capital/housing projects cap until an applicant is fully funded . If an applicant reaches the funding
amount requested, any remaining funds will be distributed to other applicants who have not yet
reached the maximum funding amount.
In the case of a funding decrease, the following plan is recommended:

• Public Services ($47,188): Distribute any funding decrease proportionately among the remaining
public service applicants, but maintain a minimum funding allocation of $15,000 for any
applicant to the extent feasible.
• Administration ($63,107): Any decrease in funding will be supplemented by the General Fund for
CDBG administration.
• Capital/Housing Projects ($213,259): Any decrease in funding will be supplemented by the Below
Market Rate (BMR) Affordable Housing Fund (AHF) for CDBG capital/housing projects.
MOTION: Chair Daruwalla moved to approve Draft Resolution 17-02 recommending approval of the FY
2017-18 CDBG, HSG and BMR AHF funding allocations to City Council for final approval
with the following additions/modifications:
• Put into place a CDBG contingency plan because of the short timeline to submit the CDBG
Annual Action Plan and funding allocations to HUD.
• Any decrease in CDBG Capital/Housing project funding will be supplemented by the Below
Market Rate (BMR) Affordable Housing Fund (AHF) for CDBG capital/housing projects.

Staff member Heusler stated the City is hosting a First Time Buyer Workshop on May 13 1h as part of
Affordable Housing Week and seventy individuals have registered to attend. In addition, staff member
Heusler distributed the SV@Home Affordable Housing Week Calendar of Events .
