MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COIVIlVIISSION HELD JANUARY 12, 2001 CONFERENCE ROOM A, CUPERTINO, CALIFORNIA 7:30 PM I. CALL TO ORDER: The meeting was called to order by the Vice Chair, Emma Darknell II. SALUTE TO THE FLAG: The Vice Chair led the Salute. Ill. ROLL CALL: Commissioners Present: Darknell, Majewski, Dor, Tiee Commissioners Absent: Zander Staff Present: Richard Gutierrez, Code Enforcement District Chief Anderson, Santa Clara County Fire Captain Miles, Sheriff's Department Lieutenant Smedlund, Sheriff's Dep~uhnent Lieutenant Deluna, Sheriff's Department Sergeant Finch, Sheriff's Deparhnent -- Staff Absent: Chief Sporleder Visitors Present: Raymond Chong, Traffic Engineer Mike Vandeveer, Traffic Signal Technician IV. APPROVAL OF MINUTES: December minutes approved as submitted. V. REPORT FROM THE SHERIFF'S OFFICE: Captain Miles informed the Commission that Lieutenant Smedlund is the replacement for Lieutenant Gregory. Captain Miles introduced Sergeant Finch who is retiring in February 2001. Sergeant Finch gave his background and his experiences in Cupertino. Captain Miles introduced Lieutenant Deluna who is one of the watch commanders that oversee both the jails and the streets. Lieutenant Deluna gave his background and experciences in the City of Cupertino. Lieutenant Smedlund distributed and discussed a memorandum to the Commission regarding noteworthy incidents that have occurred through the months of December 2000. Public Safety Commission Minutes Regular Meeting of Jan. 12, 2001 _ Pag© 2 Captain Miles informed the Commission that Sheriff's Office had the second highest arrests in four counties for drinking and driving over the holidays. A total of 119 arrests were made by the Sheriff's Office. Captain Miles distributed crime statistics for the month of December 2000. Commissioner Majewski asked Captain Miles how black outs effects the Sheriff's Depmh~ent. Captain Miles explained that black outs will not effect response time, communications or operations. However, the Sheriff's Depa~h~ent will receive more call and traffic becomes hectic and chaotic. Commissioner Darknell made a suggestion on traffic issues around school. Lieutenant Smedlund stated that Saratoga has a subcommittee from the Public Safety Commission that meets with VTA and the school district to help resolve some of the traffic issues around the schools. VI. REPORT FROM COUNTY FIRE: District Chief Anderson informed the commission that there was no major fires in the City of Cupertino. District Chief Anderson distributed and discussed the fire statistics for the month of November 2000. District Chief Anderson informed the Commission that the Fire Deparh~ent and the Sheriff's Office worked together in apprehending a juvenile arsonist who was responsible for fifteen fires in Monta Vista High School between November 18 and December 15, 2000. VII. COMMISSIONER REPORTS: Commissioner Majewski stated that his work facility will be closing and they have emergency supplies that can be donated to the city. VIII. ORAL COMMUNICATIONS: None IX. WRITTEN COMMUNICATIONS: None X. OLD BUSINESS: Crossing Guard Safety will be moved until the meeting in February. Public Safety Commission Minutes Regular Meeting of Jan. 12, 2001 _ Page 3 XI. NEW BUSINESS: Ray Chong introduced himself and Mike Vandeveer the Traffic Signal Technician. Ray Chong informed the Commission that Cupertino has approximately fifty-three traffic signals that are coordinated for the traffic flow in the morning and the evening. While the Commission was in the Traffic Operation Center, Mike Vandeveer gave a tour of the room and explained how the equipment and software is used for the timing of lights and the monitoring of traffic. Mike Vandeveer discussed the future developments of traffic signals, traffic flow, and the sensors that trigger the traffic lights. If there is ever any specific questions or concern on the traffic flow or traffic signals they should be directed to Mike Vandeveer. The Commission voted for Andy Zander to continue as the Chairmen and for Emma Darknell to continue as the Vice-Chairmen for the Public Safety Commission. XII.
