PSC 07-08-04 · CUPERJINO MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION July 8, 2004 The meeting was called to order at 7:00 p.m. ROLLCALL Commissioners Present: Caldwell, Cena, Chang, Chen Commissioners Absent: Riddell Staff: Glenn Goepfert, Director of Public Works Ben Lopes, Chief Santa Clara County Fire Department Capt. John Hirokawa, Santa Clara County Sheriff Department Comm. Caldwell asked if Cupertino is now in the glide path of the San Francisco airport because he has noticed approximately two commercial airplanes per hour passing over Cupertino in the last six months. Capt Hirowaka stated that he feels flights are being redirected due to changes being made at the San Jose Airport and that this may continue for another 18 months. Comm. Caldwell mentioned that a household hazardous waste drop-off would be held in Sunnyvale on July 17. Those interested must schedule an appointment with Santa Clara County. ORAL COMMUNICATIONS - None. APPROVAL OF MINUTES - The minutes of June 10, 2004 were not available; they will be placed on the August 12 agenda. OLD BUSINESS Chair Chen requested that the issue of Monta Vista High traffic be placed as a standing item on future agendas under Old Business. After a brief discussion of meeting protocol, commissioners were polled as to whether there had been any response from the school groups regarding formation of a task force. No commissioners had been contacted. NEW BUSINESS Bubb Road storm drain manhole cover near Elm Court Chair Chen briefly reviewed the history ofthe storm drain and cover. Assistant Director Goepfert stated that he has asked the Service Center Manager to replace the solid cover with a grated lid and to bolt it down. He will get a schedule for the work from the Manager and report back to the Commission at the next meeting. Comm. Caldwell inquired about the procedure for looking at the storm drain plans for Elm Court. He was informed that he should contact the Engineering Division of Public Works to set a time to view the plans. REPORTS Captain Hirokawa, Santa Clara County Sheriff s Department, presented his report for the month of June. He corrected one item on page 2, stating that he felt the number of 1,153 under the heading Other Citations seemed too high. He reported the department set up a DUI sobriety checkpoint on Stevens Creek Boulevard between Finch and Tantau on June 25, and a seat belt enforcement program is scheduled to be run in August and September. Comm. Caldwell attended the Mayor's breakfast. He reported that Danh Trang, Chair of the Teen Commission, will go to Washington D. C. to represent the City of Cupertino at a conference studying issues ofthe disabled. Mr. Trang asked those at the breakfast to urge students at Homestead High and Hyde Middle School to apply for openings on the Commission. Also, the Cupertino Library has been chosen as one of the 20,000 libraries across the country to be in the Sister Library Program. The 9-1-1 emergency phone service fees, auction of the city-owned Oak Valley lots, statistics on bicycle/automobile collisions, and the permissive left turn signal at Stevens Creek Boulevard and Portal were some of the items that were discussed. FUTURE AGENDA ITEMS Chair Chen reviewed future agenda items: I) The standing issue of Monta Vista High School area traffic; 2) Bubb Road storm drains. Asst. Director Goepfert stated that the storm drain will be brought back under Old Business, and that the ground rules (number of scheduled meetings, composition, etc.) for Monta Vista traffic should be established at the next meeting. Comm. Cena stated he would submit his draft of a proposed plan to take to the Monta Vista traffic meetings. A New Business item for the August meeting will be Comm. Chang's report regarding his presentation to Council on July 19 regarding Elm Court. Comm. Caldwell asked for information regarding the closure ofthe bike path at Portal. Asst. Director Goepfert reported that he spoke with Van Adams, the Cupertino Union School District's manager of building projects.
